Policy 413 Chesapeake Fire Department Policy Manual Copyright Lexipol, LLC 2023/03/29, All Rights Reserved.Published with permission by Chesapeake Fire Department Red Tag/Yellow Tag Issue and Removal - 1 Red Tag/Yellow Tag Issue and Removal 413.1 PURPOSE AND SCOPE The purpose of this policy is to establish the process by which the Chesapeake Fire Department will issue "Red Tags" and "Yellow Tags." 413.2 POLICY It is the policy of the Chesapeake Fire Department to help reduce the risk of injury or death due to fire and life-safety code related violations, and increase the safety of building occupants, the community and emergency responders. The Virginia Statewide Fire Prevention Code, as adopted by the City of Chesapeake, requires that any device or appliance that is deemed to be unsafe be placed out of service, and it requires all fire suppression/detection systems to be maintained as originally designed. 413.3 ISSUING THE RED TAG Any device or appliance that is determined by Fire Department personnel to be an immediate fire hazard or presenting risk to life will be placed out of service. The fire officer (or designee) should speak with the owner or responsible party to advise them of the circumstances that have required the Red Tag, and that the appliance/device cannot be used until the defect has been repaired/replaced. The fire officer (or designee) shall complete a Red Tag and adhere/attach it to the appliance/device in question. A Red Tag survey in the Survey 123 application (located on the apparatus' IPad) shall be completed while on-scene. Once submitted, Chesapeake Development and Permits will be notified of the incident and follow-up accordingly. Note: Two pictures are required to complete the survey. One picture is of the Red Tag filled out and the second is of the Red Tag adhered/attached to the appliance/device. 413.4 REMOVING THE RED TAG The “RedTag” SHALL NOT be removed until either the defective equipment is properly repaired by a qualified individual OR completely removed from service. If gas or electrical service was disconnected during the issuance of this Red Tag, a permit from Chesapeake Development and Permits may be required to re-connect those services. The repair of the defective equipment or installation of new equipment may also require a permit through Chesapeake Development and Permits. Applicable permits must be obtained prior to conducting any repairs or installations. If the suppression or detection system is not able to be restored to the normal operation/ condition, and/or a fire alarm, trouble or supervisory indication is present, a Yellow Tag shall be issued. The fire officer (or designee) should speak with the owner or responsible party to advise them of the circumstances that have required a fire watch to be maintained until the suppression/detection system is back online as originally designed. The fire officer (or designee) shall complete a Yellow Tag and adhere/attach it to the fire suppression/detection system in question. A Yellow Tag survey in the Survey 123 application (located on the apparatus' IPad) shall be completed while on-scene. Once submitted, Community Risk Reduction (CRR) will be notified of the incident and the on-call Marshal shall be notified immediately if there are any complications or issues with the occupant establishing and posting the required fire watch. Note: Two pictures are required to complete the survey. One picture is of the Yellow Tag filled out and the second is of the Yellow Tag adhered/attached to the fire suppression/detection system. 413.6 REMOVING THE YELLOW TAG The "Yellow Tag" and fire watch SHALL NOT be removed until the fire suppression/detection system has been properly repaired by a qualified individual and documentation stating/listing such repairs has been reviewed by the Fire Marshal (or designee). Note: The replacement vs. repair of a fire suppression/detection system at times may require a permit and plans review through the office of Community Risk Reduction (CRR). Applicable permits and plans review must be obtained prior to conducting installations of new equipment.
