Bridgeport Fire Department Policy #202 Effective Date : 01/02/2016 Revision Date: 07/09/2019 Fire Chief Signature BRIDGEPORT FREE SMOKE ALARM PROGRAM 1. Purpose 1.1. 2. Applicability 2.1. 3. 4. To provide a procedure for installing smoke alarms in support of the department’s commitment to the Bridgeport Free Smoke Alarm Program. This procedure applies to all members of the Bridgeport Fire Department. Definitions 3.1. Fire Department Calendar - The shared calendar utilized to schedule all activities, details, events, and planned training for the Department. The Fire Department Calendar shall be updated to show the Installation Company and specific locations scheduled for Smoke Alarm Installations. Assignments are rotated so that each company/shift shall be assigned equally throughout the year. 3.2. Installation Company - The daily company designated as the company that shall be responsible for installing smoke alarms citywide between the hours of 09:30 – 21:00. The installation company shall not be assigned any other duties, with the exception of daily training, for that shift. Responsibility 4.1. Aide Assigned to the Fire Chief 4.1.1. Shall be responsible for updating the Fire Department Calendar with the companies assigned to install smoke alarms for each calendar day except for holidays. 4.1.2. Shall be responsible for scheduling smoke alarm installations based on requests from the public in coordination with the Fire Department Calendar. If installations are not completed on the scheduled date, they shall be rescheduled by the Aide assigned to the Fire Chief. 4.1.3. Shall be responsible for the distribution of smoke alarms to the fire companies. 4.1.4. Shall be responsible to provide all companies with proper installation equipment. He/she shall also ensure that the equipment is repaired and/or replaced if damaged. 4.1.5. Shall be responsible for reviewing all documentation and the proper filing and maintaining of this documentation. 4.2. Company Captain 4.2.1. The Company Captain shall be held accountable for maintaining a sufficient amount of smoke alarms for the company at all times. Each company shall maintain no more than 24 smoke alarms and 12 dual alarms at all times. 4.2.2. The Company Captain shall be responsible for requesting smoke alarms from the Aide assigned to the Fire Chief. 4.3. Company Officer 4.3.1. The Company Officer assigned as the installation company for the day shall be responsible for all installations citywide between the hours of 09:30 – 21:00. 4.3.2. The Waiver Form signed by the homeowner/tenant shall be forwarded to the Aide assigned to the Fire Chief via departmental mail. Upon completion of still alarms and assignments not involving fires, Company Officers shall inform the occupant about the Free Smoke Alarm Program and request permission to check the operation of their smoke alarms. If the smoke alarms are not working or not present, the Company Officer shall offer to install new smoke alarms. Officers should use discretion on the nature of the call and the emotional state of the civilians. 4.3.4. During residential inspections, if an occupancy is encountered that has no working smoke alarms, the Company Officer shall inform the occupant about the Free Smoke Alarm Program. The Company Officer shall offer to install the proper amount of smoke alarms or give them the phone number to schedule a more convenient time. The Company Officer shall gather the owner/tenant’s name, address, type of residence, and a phone number to be submitted via email to the Aide to the Fire Chief. 4.3.5. The Company Officer shall be responsible for going to the “J” drive and printing the smoke alarm installation packet for each installation. Included in the packet shall be a template depicting the information required to be completed in the incident report and activity for the installation in Firehouse Software. 4.3.6. The Company Officer shall be responsible for completing the incident report generated in Firehouse Software and the required "INSTALL" Activity in the incident report. 4.4. Firefighters 4.4.1. Firefighters shall be responsible for the installation and activation/testing of the smoke alarms according to the manufacturer’s instructions. Upon completion of an incident, firefighters shall be responsible for checking the smoke alarms within the occupancy at the direction of the Company Officer. 5. Procedure 5.1. The installation Company Officer shall receive an email with the pertinent information on the scheduled appointments for that day. If no appointments are scheduled, the Company Officer shall also receive an email stating no appointments scheduled. 5.2. The Company Officer shall report off duty to the appointment at the time scheduled. The appointments shall be scheduled seven days a week between 09:30 – 21:00 with the exception of holidays. The company shall remain off duty during the appointment, but the Company Officer should use discretion should a nearby emergency occur. If the appointment is cancelled or not completed, the Aide assigned to the Fire Chief shall be notified via email so that the appointment can be rescheduled. 5.3. The Company Officer shall ensure an ample amount of smoke alarms are brought to complete the installation process. Upon completion of the day’s appointments, the Company Officer shall request replacement smoke alarms from the Aide assigned to the Fire Chief. 5.4. The Company Officer shall ensure that the appropriate paperwork is completed and forward it to the Aide assigned to the Fire Chief. 5.5. The Company Officer shall ensure that the smoke alarms are installed according to the “Smoke Alarm Placement” handout which includes placing alarms in all bedrooms, the hall area outside the bedrooms, the living area, top of basement stairs, and the top of front/rear stairwells in multi – family structures. Once installed, all alarms shall be tested prior to leaving the home. Smoke Alarms must be installed for liability reasons, they CANNOT be handed out. The Company Officer shall ensure that one dual smoke alarm is installed on each level in a single-family residence. In a multi-family home, one dual smoke alarm shall be installed in a common hallway in each apartment, along with smoke alarms installed throughout the residence. The preferred alarm at the top of the basement stairs shall be a dual alarm in any style residence when available. 5.7. Upon completion of still alarms and assignments not involving fires, Company Officers shall inform the occupant about the Free Smoke Alarm Program and request permission to check the operation of the smoke alarms. If the smoke alarms are not working or not present the Company Officer shall offer to install new smoke alarms. 5.8. The Company Officer shall notify ECC that they are going in-service from the still alarm/assignment and to generate another Still Alarm for the Install Smoke Alarm. (See Appendix 202A, Section 2.) 5.9. During residential surveys, if an occupancy is encountered that has no working smoke alarms the Company Officer shall inform the occupant about the Free Smoke Alarm Program. The Company Officer shall offer: ➢ A Still Alarm for a Smoke Alarm install will be generated for the following: ➢ If time allows a complete installation of smoke alarms throughout the residence is required. ➢ In a time restraint situation, a minimum of smoke alarms shall be installed for the safety of the occupant. ➢ If no time is permittable, provide the occupant with the Free Smoke Alarm information for future install. Upon Completion of the installation, the Company Officer shall complete the Incident Report as follows: ➢ Incident Type shall be “553” Public Service ➢ Actions Taken shall be “75” Provide Equipment ➢ Embedded activity shall be completed utilizing the information template in the installation packet. 6. Forms 6.1. Smoke Alarm Installation Packet in the “J” drive 6.2. Smoke Alarm Waiver Form BY ORDER OF THE FIRE CHIEF Bridgeport Fire Department Policy #202 Effective Date : 01/02/2016 Revision Date: 07/09/2019 Fire Chief Signature BRIDGEPORT FREE SMOKE ALARM PROGRAM APPENDIX 202A – STILL ALARM – SMOKE ALARM INSTALL Company Officers shall contact ECC for a “Still Alarm – Smoke Alarm Install” whenever smoke alarms are to be installed within a residence. Officers shall adhere to the following: Section 1: 1. Smoke Alarm Program Company Officers upon contacting the occupants shall contact ECC to create a “Still Alarm – Install Smoke Alarm” for the address of the scheduled installation. ➢ “Bridgeport Engine 1 calling” ➢ “Engine 1, Bridgeport On” ➢ “Bridgeport please generate a “Still Alarm – Smoke Alarm Install” at 1234 Main Street.” ➢ “Engine 1, Bridgeport received, generate a “Still Alarm – Smoke Alarm Install” for 1234 Main Street.” 2. Companies shall remain off duty during scheduled installations; companies shall monitor radio traffic for possible incidents in the area and shall use discretion in responding to calls. Section 2: Emergency Scene 1. Upon completion of still alarms and assignments not involving fires, Company Officers shall inform the occupant about the Free Smoke Alarm Program and request permission to check the operation of their smoke alarms. If the smoke alarms are not working or not present, the Company Officer shall offer to install new smoke alarms. Officers should use discretion on the nature of the call and the emotional state of the civilians. 2. The Company Officer shall first clear the current incident on the MDT, and then contact ECC to create a “Still Alarm - Install Smoke Alarm" for the address of the installation. 3. Companies shall remain off duty and monitor radios for possible dispatch to emergency calls. Company Officers upon conducting the residential survey find no smoke alarms or smoke alarms not working and get permission from the residents to install smoke alarms shall contact ECC to create a “Call for Service – Install Smoke Alarm” for the address of the installation. ➢ ➢ ➢ ➢ 2. “Bridgeport Engine 1 calling” “Engine 1, Bridgeport On” “Bridgeport please generate a “Call for Service – Install Smoke Alarm” at 1234 Main Street.” “Engine 1, Bridgeport received, generating a “Call for Service – Install Smoke Alarm” for 1234 Main Street Companies shall remain off duty and monitor radios for possible dispatch to emergency calls. Required Paperwork 1. All Smoke Alarm Waiver Agreement Forms shall be filled out completely and legibly and forwarded to the Aide of the Chief in the Administration Division. 2. The Company Officer shall complete the incident report for the “Call for Service – Install Smoke Alarm”, providing all pertinent information. The Company Officer shall use the template in the installation packet to properly fill out the required “INSTALL” activity in the incident report. 3. Company Officers shall use the following codes while completing the incident report for “Still Alarm – Smoke Alarm Installs”. ➢ ➢ Incident Type shall be “553” PUBLIC SERVICE Action Taken shall be “75” PROVIDE EQUIPIMENT Bridgeport Fire Department Policy #202 Effective Date : 01/02/2016 Revision Date: 07/09/2019 Fire Chief Signature BRIDGEPORT FREE SMOKE ALARM PROGRAM APPENDIX 202A – STILL ALARM – SMOKE ALARM INSTALL Completing a Smoke Install Incident Report Whether reporting to a scheduled Smoke Alarm Install, or you determine that smoke alarms should be installed at a location your company responded to, you are to notify ECC to generate an incident for a Smoke Alarm Install. The Nexgen code is INSTALL1. While at the install gather the information to complete the Smoke Alarm Waiver Agreement Form (owner, occupant, number and location of alarms found, both in working order and newly installed). To complete the incident report, open the Journal and find the incident that was generated. Enter a Call Type of 553 “Public Service” and the Actions Taken will be 75 “Provide Equipment” for the smoke alarm install. As usual, unit personnel and notes are required. The alarm(s) were tested using the test button to ensure they were in working order before the installer left the premises. In consideration for providing and installing the smoke alarm(s) in my home, I, myself, my heirs, executors, administrators or successors, agree to hold harmless the program participants, the City of Bridgeport Fire Department, the City of Bridgeport and its officers, agents or employees from all damages of any kind, to person or property, resulting from the installation and/or failure of the smoke alarms and/or batteries. By signing this document, I certify that (#) _______ smoke alarms were tested in my presence and are in good working order. I have received information from the installer regarding proper smoke alarm maintenance, and I agree to maintain the alarms properly by testing them once a month. Smoke alarms are funded in partnership with the U.S. Department of Housing and Urban Development and the Bridgeport Office of Housing and Community Development.
