NATIONAL SEVICE TRAINING PROGRAM (NSTP) Hartwell Norman M. Merza Loida M. Faller Darwin T. Galleta PREFAC E As the Philippine education system shifts to another pedagogy because of the global pandemic, the teachers tend to adapt to this adjustment. The pave way to this change of landscape in the teaching-learning processes has made the teachers produce instructional materials needed to address the needs of the learners. Hence, this book was developed. The National Service Training Program (NSTP) aimed at enhancing civic consciousness and defense preparedness in the youth, by developing the ethics of service and patriotism while undergoing training in any of the three(3) program components, namely Reserve Officer Training Corps, Civic to enhance the youth’s active contribution to the general welfare. This is in accordance to the pertinent provisions of Republic Act (RA) No. 7722, otherwise known as the “Higher Education Act of 1994”, Rule VI, Section 12 of RA 9163 otherwise known as the National Service Training Program (NSTP) Act of 2001. This book will further enhance the capacity of the students to become the change-agents in the society and better leaders in the future. It has challenging activities and exercises that triggers the students’ critical and analytical thinking. The approach of the book is student-centered and conveys topics to boost their value of leadership, patriotism, and nationalism. Indeed, with the collaboration of the value-committed teacher responsible students, and this book, we can produce better students who can intertwine with the challenges of the society. Appreciate the components History of National Service Training Program: Spanish Era During the Spanish colonial years, there was a training course, similar to what is presently In known 1762, Father as ROTC, Domingo at the University Collantes, O.P., of Santo. To this daythe "Muy Leal" crest remains a part of the UST ROTC seal, and was adopted by the unit's ROTC fraternity as its motto. Commonwealth Era In 1939, President Manuel L. Quezon issued Executive Order No.207 to implement the National Defense Act.. As described by Louis Morton in his book "The Fall of the Philippines”, One of the greatest difficulties encountered in the organization of the Philippine Army was the creation of a satisfactory officer corps in the Constabulary were Filipino officers with ROTC in World War II By 1941 there were 33 colleges and universities throughout the country that maintained ROTC units. The war saw ROTC products in action for the first time. Cadets from different Metro Manila units took part in the defense of Bataan; in the Visayas, 45% of the 75th Infantry Regiment of the US Armed Forces in the Far East (USAFFE) were ROTC cadets of Silliman University. Post-War Training ROTC in the Philippines lay dormant until September 13, 1946, when Headquarters Philippine Army issued a General Order reviving pre-war units. On February 8, 1967, President Marcos rescinded Executive Order No.207 of 1939, and promulgated Executive Order No.59. The UP ROTC formed the RR - SS on September 15, 1968, under the watchful eye of then Captain (later Brigadier General) Benjamin Vallejo. ROTC Crisis in 2001 The ROTC Crisis of 2001 was arguably the single most significant event in post- Martial Law ROTC history. The University Belt Consortium was the first group of educators to publish a call to address the ROTC issue. ROTC formations in certain prominent Universities were rocked by cadet walk- outs. The Birth of NSTP Republic Act 9163, or the National Service Training Program (NSTP), was Congress. Signed into law on January 23, 2002, it removed ROTC as a prerequisite for graduation for all male college students, and substituted it with NSTP. The new program provided all students with two options to ROTC: Literacy Training Service and Civic Welfare Service. National Service Training Program According to Article II, Section 4, of the Philippine Constitution: “The prime duty of the Government is to serve and protect the people. The National Service Training Program is also known as “An Act Establishing the National Service Training Program (NSTP). The National Service Training Program (NSTP) is a Law otherwise known as Republic Act 9163 or the NSTP Act of 2001. Three (3) program components The Civic Welfare Training Service (CWTS) The Literacy Training Service (LTS) The Reserve Officers' Training Corps (ROTC) Components of the National Service Training Program 1. ROTC (Reserve Officers' Training Corps) is designed to provide military training to tertiary level students in order to motivate, train, organize and mobilize. The ROTC would not be restored as a mandatory program until President Ferdinand Marcos signed Executive Order No. 59 s. 1967. Amendments were implemented when he signed Presidential Decree No. 1706 s. 1980, also known as the National Service Law. The objectives being forwarded by ROTC are the following: Prepare the college students for possible service in the defense establishment in the event of emergency. Train and develop the ROTC cadets as future enlisted reservist for the Reserve Component of the Armed Forces of the Philippines. Inculcate in the youth the spirit of patriotism and nationalism. Develop and promote the physical, moral, spiritual, intellectual and social well-being of the youth. Train and develop the youth as potential community leaders. The Civic Welfare Training Service is geared towards activities that have social impact through activities that could contribute to "health, education, environment, CWTS Dimensions of Development An acronym was coined for the NSTP CWTS dimensions of development, SERVICE. This stands for: S- Safety and Security E- Education R- Recreation V- Values Formation and Moral Recovery I- Industry and Entrepreneurship C- Care for Health E- Environment CWTS Service Components 1.Safety and Security involves disaster preparedness during fire, earthquake or other calamity. 2. Education involves enhancement of institutional support materials and facilities for the community. 3.Recreation involves sports fest, parlor games for street children and painting that enrich youth's capacities to relate with one another in the community. 4. Values Formation and Moral Recovery involves the development of youth to be good leaders, responsible individuals imbued with good moral values and active agent of 5. Industry and Entrepreneurship includes programs and activities that are vital to economic growth. 6. Care for Health aims to give knowledge on medical related fields and extend health services needed in the community. 7. Environment area inculcates environmental awareness and its contribution to health and related fields. 3. LTS (Literacy Training Service) "Literacy Training Service" is a program designed to train students to become teacher literacy and numeracy skills.
