However, the term has gained popularity since Dennis Stevenson's report to the UK government was published in 1997 and was later included in the updated national curriculum for England, Wales, and Northern Ireland in 2000. The fundamental focus of ICT, which is a vast and dynamic notion, is on the storage, retrieval, transmission, and modification of any given product in an electronic form. This approach aims to improve the efficiency, effectiveness, and accessibility of government services and functions. The goal of this continuing exercise is to fully utilise technology to improve governance. ELECTRONIC GOVERNANCE AND NEW PUBLIC MANAGEMENT NEW PUBLIC MANAGEMENT 1980s and 1990s Public Management was developed in response to the perceived inefficiencies of conventional public administration. The term new public management was coined by scholars from UK and Australia (Hood 1991 and Hood and Jackson 1991) New Public Management is a public administration paradigm that emerged in response to the bureaucratic approach. As Gow and Dufour (2000) emphasise, in cases where New Public Management has not induced public administrations to shed their service delivery operations – through contracting-out, public-private partnerships, and privatisation – it has prompted political authorities to leverage the professionalisation of public service managers for the purpose of reforming bureaucracy and granting them greater leeway in exchange for assuming greater accountability and respect. It is a management philosophy that places an emphasis on applying management strategies from the private sector to the public sector in order to increase productivity and effectiveness. ELECTRONIC GOVERNANCE IN THE PHILIPPINES EVOLUTION OF E-GOVERNANCE IN THE PHILIPPINES The beginnings of e-government development can be traced to the creation of the National Computer Centre in 1971 by Executive Order 322 to start automating government processes. A legislation was approved in 2016 that established the Department of Information and Communications Technology (DICT) as the key policy, planning, and administrative agency responsible for promoting the national ICT development agenda.
