INTRODUCTION TO THE RIZAL COURSE (Part 2) Propaganda Movement The ilustrados (enlightened ones) attempted to obtain reforms in the administration of the Philippines by waging a campaign in Manila and Europe (especially in Spain) in which they wrote about the deplorable or poor condition of the colony. Propaganda Movement Their demands include the recognition of Filipino rights, “extension of Spanish laws to the Philippines”, reduction of Spanish friars’ excessive influence, representation of the Philippines to the Cortes (a Spanish parliament), promotion of economic growth, and education, including the instruction of Spanish language to the Filipinos. Propaganda Movement One of the key personalities of the movement is Marcelo del Pilar from Bulacan. This province, especially the town of Malolos became the hub of anti- friar activities in the 1880s. Some of the anti-friar activities include outmaneuvering the friars’ candidate (to become gobernadorcillo) and the Bulacan principalia refusal to reconcile their tax list with the parish list. Propaganda Movement Anti-friar activities in Bulacan were tolerated by del Pilar’s liberal Spanish allies in the government but the arrival in 1887-1888 of the new governor-general who supported the church forced del Pilar to leave the Philippines for Spain.
