Professionalization of Teaching in the Philippines **Presidential Decree 1006 - Decree Professionalizing Teaching** The State Policy on Teacher Education as declared in PD 1006 is, \"It is hereby declared a policy that teacher education shall be given primary concern and attention by the government and shall be of the highest quality, and strongly oriented to Philippine conditions and to the needs and aspirations of the Filipino people even as it seeks enrichment from adoptable ideas and practices of other people.\" (Section 2) PD 1006 created the **National Board for Teachers** (NBT) with the following members: 1. the Secretary of Education, Chairman of the Civil Service Commission as co-chairman, 2. commissioner from PRC, and 3. two members representing the private sector (appointed by the President). The powers and duties of the NBT are the following: The applicant must have the fol owing requirements for them to qualify to take the examination: **Republic Act 7836- Philippine Teachers Professionalization Act of 1994** The policy of the Philippine State is it \"recognizes the vital role of teachers in nation- building and development through a responsible and literate citizenry. Toward this end, the State shall ensure and promote quality education by proper supervision and regulation of the licensure examination and professionalization of the practice of the teaching profession.\" (Section 2) The main objectives of RA 7836 are: The following are the duties and functions of the Board: The term of office of the Board is three years. Vacancies shall be served for the unexpired term only. Any person who has served for two consecutive terms shall not be eligible for reappointment. Appointment to fill an unexpired term shall be considered an appointment to a complete term. The qualification of board members are the following: The examination of elementary school teachers and secondary school teachers shall be separate. The examination for teachers in the elementary level shall consist of two parts, namely: professional education and general education. The examination for teachers in the secondary level shall consist of three parts, namely: professional education, general education, and field of specialization. Any applicant to take the BLEPT is accepted provided that they complied with the following requirements: ***RA 7836 also provides for Periodic Merit Examination of Teachers*** with the aim to encourage continuing professional growth and development and to provide additional basis for merit promotion, in addition to their performance rating, teachers may take an oral and written examination at least once every five years as basis for merit promotion, If a teacher fails to pass the merit examination, he or she shall be allowed to take the examination for a second time. Should he or she fail to pass the merit examination for the second time, then he or she shall be required to take a DepEd accredited refresher course or program before being allowed to retake the examination. But failure of any permanent teacher to pass the merit examination shall not be used as a ground for his dismissal or demotion. Teachers who pass the merit examination shall: RA 7836 also mandates that all professional teachers be organized and integrated into one national organization which \"shall be recognized by the Board and the Commission as the one and only integrated and accredited association of professional teachers. Upon registration with the Board, every professional teacher shall be encouraged to become a member of the integrated national organization. Those who have been registered with the board but are not members of the said integrated organization shall be allowed to register as members of the said integrated organization within three (3) years after the effectivity of RA 7836. Membership in the integrated organization shall not be a bar to membership in other associations of the teaching profession. The professional teachers shall receive the benefits and privileges appurtenant to their membership in the said integrated and accredited organization of professional teachers only upon payment of the required membership fees and dues.\" (Section 22) The Board shall have the power, after due notice and hearing, to suspend or revoke the certificate of registration of any registrant, to reprimand or to cancel the temporary/ special permit of a holder, for any of the following causes: The decision of the Board to revoke or suspend a certificate may be appealed to the regional trial court of the place where the Board holds office within 15 days from receipt of the said decision or of the denial of the motion for reconsideration filed in due time. No teacher of foreign nationality shall be admitted to take the BLEPT or be given a certificate of registration unless the country or state they are a subject permits Filipino professional teachers to practice within its territorial limits on the same basis as subjects or citizens of said country or state, provided that laws of such state or country grant the same privilege to Filipino professional teachers on the same basis as the subject or citizens of such foreign country or state. (Section 24) **Republic Act 9293 - An Act Amending Certain Sections of RA 7836** With the passage of the RA 9293, the following are provisions that were amended in RA 7836: Laws pertaining to Teachers **Code of Ethics for Professional Teachers** Philippine Teachers Professionalization Act of 1994 (RA 7836) The code spells out very clear ideals and standards of a teacher\'s relationship with various education stakeholders. ***The Teacher and the State (Article Il)*** 1\. As a trustee of the cultural and educational heritage of the nation, the teacher is duty bound to transmit to learners such heritage and must exert the best effort possible to promote obedience to the laws of the state 2\. Help carry out the declared policies of the state 3\. Demonstrate full commitment and devotion to duty. 4\. Remain from engaging in the promotion of any political, religious, or other partisan interest 5\. Exercise his right of suffrage and all other constitutional rights 6\. Refrain from using his position or official authority to influence or coerce the political actions or behaviors of other persons 7\. Enjoy academic freedom and be responsible in taking the privilege of expounding the product of his researchers and investigations in the interest of the nation ***The Teacher and the Community (Article Il\|)*** 1\. Provide an environment conducive to learning and youth development 2\. Provide leadership and initiative for the betterment of the community 3\. Refrain from engaging in all sorts of immoral activities 4\. Study, understand, and promote local customs and traditions 5\. Keep the community informed about school\'s works, activities, and accomplishments 6\. Establish and maintain harmonious relationships with other professionals, government officials, and practically all people 7\. Attend freely one\'s church and worships as appropriate without using his position to influence others ***The Teacher and the Profession (Article IV)*** 1\. Manifest pride in the nobility of the teaching profession 2\. Always be at his best in the practice of the profession 3\. Avoid making improper misinterpretations in the process of seeking support for the school 4\. Engage actively and continuously in one\'s professional growth and advancement 5\. Live up to the nobility and integrity of the teaching profession ***The Teacher and the Teaching Community (Article V)*** 1\. Be imbued with the spirit of professional loyalty, faithfulness and cooperativeness with others in the teaching profession 2\. Sincerely acknowledge/recognize assistance received from colleagues 3\. Organize and turn over records and other date to their successor 4\. Keep information confidential until it has been formally released 5\. Seek correctives for unprofessional/unethical conduct of an associate 6\. Submit to proper authorities any justifiable criticism against an associate 7\. Apply for a vacant position for which he is qualified, provided that all qualified candidates are given opportunity to be considered ***The Teacher and the Higher Authorities in the Profession (Article VI)*** 1\. Support the legitimate policies of the school and the administration regardless of personal feeling or private opinion 2\. Make no false and anonymous accusations or charges against superiors 3\. Observe proper protocol in transacting official business 4\. Consider the welfare and interest of the learners when seeking redress against all forms of injustice and in raising grievances to the administration 5\. Recognize the principle that appointments, promotions and transfers are made only on the basis of merit and are needed in the interest of service 6\. Live up to his contract, i.e. employment terms and conditions ***The School Officials, Teachers, and other Personnel (Article VIlI)*** 1\. Show professional courtesy, helpfulness, and sympathy toward teachers and other personnel 2\. Consider policy formulation and change innovations as cooperative responsibility 3\. Attend to the professional growth of teachers, i.e. promotion, recognition, attendance to in-service trainings 4\. Never dismiss or recommend the dismissal of a teacher or other subordinates except for just cause 5\. Ensure that public school teachers are employed in accordance with pertinent civil service rules and private school teachers, in accordance with contracts ***The Teacher and the Learners (Article VIlI)*** 1\. Determine the academic marks and promotion of learners in accordance with generally accepted procedures of measurements and evaluation 2\. Recognize that the first and foremost concern of the teachers is the interest and welfare of the learners 3\. Make no prejudice or discrimination against any learner 4\. Avoid accepting any favors and gifts from learners, their parents, or others in exchange for requested concessions 5\. Refrain from accepting any remuneration from tutorials rendered to their own students 6\. Evaluate the learner\'s work only on merit and quality of academic performance 7\. Exercise outmost professional discretion ina situation on matters pertaining to personal relationship with the learner 8\. Desist from inflicting any form of corporal punishment on offending pupils students; make no deductions from the learner\'s scholastic grade as a punishment for student\'s offense 9\. Extend needed assistance to ensure maximum development of learners and prevent or solve learner\'s problems and difficulties ***The Teachers and the Parents (Article IX)*** 1\. Establish and maintain harmonious relationships with parents and treat them with outmost respect Inform parents of the progress and all sort of deficiencies of their children 2.Seek parents\' cooperation for the proper guidance and improvement of the learners 3.Discourage the parents from making ill remarks and unfounded criticisms about the school as a whole 4\. Hear parents\' complaints with sympathy and understanding ***The Teacher and Business (Article X)*** 1\. Engage in legitimate income generating activities 2\. Maintain a good reputation with respect to financial matters 3\. Settle promptly all debts and/or make satisfactory arrangement on the teacher\'s financial affairs 4\. Never dismiss or recommend the dismissal of a teacher or other subordinates except for just cause 5\. Ensure that public school teachers are employed in accordance with pertinent civil service rules and private school teachers, in accordance with contracts ***The Teacher and the Learners (Article VIlI)*** 1\. Live with dignity at all times wherever they are 2\. Place premium upon self-respect and self-discipline 3\. Serve as a model worthy of emulation 4\. Recognize GOD as Guide of the teacher\'s own destiny and of others ***Disciplinary Actions (Article XII) ?*** 1\. Revocation of Certificate of Registration and License as a professional teacher 2\. Suspension from practice of teaching profession 3\. Reprimand or cancellation of temporary/special permit 4\. registration, professional license or special/temporary permit 5\. Chronic inebriety or habitual use of drugs 6\. Violation of any provisions of this Act, the rules and regulations and other policies of the Board and the Commission, and the code of ethical and professional standards for professional teachers 7\. Unjustified or willful failure to attend seminars, workshops, conferences and the like or the continuing education program prescribed by the Board and the Commission
