BROWARD SHERIFF'S OFFICE DEPARTMENT OF LAW ENFORCEMENT STANDARD OPERATING PROCEDURES 4.2 CALL OUT/NOTIFICATION OF COMMAND STAFF/SUPERVISOR: 4.2.1 Deputy/Supervisor: After Assuming Command, deputies will notify their supervisor of the following circumstances which require a supervisor at the scene to assume command: [CFA 14.03] A. Death or injury of an employee B. Vehicle crash involving an employee C. Crime or incident likely to require specialized assistance D. Crime or incident likely to require the establishment of a command post to coordinate efforts of various staff members and/or other agencies to include critically missing persons (i.e., possible foul play, possible child abductions, etc.) and at-risk missing persons (i.e., physically or mentally challenged, suicidal, etc.) E. Arrest of an employee F. Accidental or intentional use of force resulting in injury caused by an employee G. Firearm discharge by an employee or employee is intended target of discharge H. Termination of vehicle pursuit per the Sheriff's Policy Manual I. Any situation where supervisors determine their presence is needed 4.2.2 District Captain/Executive Officer: A. The shift commander or shift supervisor in the absence of a shift commander, will notify the Captain and/or Executive Officer and/or Watch Commander (when appropriate) of all unusual occurrences, high-profile crimes, or extraordinary conditions that occur within or affect the district. The following list represents some examples of incidents: 1. Homicides or suspicious deaths 2. Kidnaping, hijacking, child abductions, or suspicious disappearances 3. Injured or killed deputy, or civilian seriously injured or killed by a deputy 5. Discharging of firearm by a deputy or at a deputy 6. Serious or unusual traffic crashes involving BSO vehicles in the district or involving district staff 7. Major fires, explosions, bombings, etc. 8. Incidents where staff must be suspended immediately 9. Other major incidents involving immediate community alarm, danger, BSO liability, or extensive media coverage 10. Any incident requiring the assistance of staff from other districts or police agencies 11. Bomb threats at any school or municipal/county facility within the district 12. Any incident or occurrence which the supervisor deems noteworthy or may draw an inquiry from the media, BSO administration, city manager/commissioners, or civic group leader B. The Captain and/or Executive Officer will be available for notification, via telephone or pager, 24 hours a day, unless on authorized leave out of Broward County. C. It is recognized that no list is absolute; therefore, if in the shift commander or designee's judgment the Captain should be advised of a major incident involving immediate alarm, danger, BSO liability, possible media coverage, such notification should be made. All other important occurrences which, in the shift commander or designee's judgement does not warrant immediate notification will be included in detail in the commander's daily log sheet. D. Upon adequate briefing, the District Captain or designee will determine if additional notifications will be made through the chain of command to the regional major and above. 4.2.3 BSO Specialty Components: A. Specialty components (other than district specialty components) will provide an on- call member to respond to after-hours calls for service. Supervisors will be the primary call-out person for their component. Supervisors will select a secondary call-out person to be contacted if the primary call-out person is unavailable. C. The specialty component will advise Communications of their primary and secondary call-out persons. D. When specialty component members are called to respond to a scene, they will notify their supervisor/commander of the call out. Specialty component members will keep the requesting command and their component's supervisor/commander apprized of any relevant facts pertaining to the case. E. Specialty component supervisors/commanders will notify and keep their chain of command apprized of any relevant facts pertaining to unusual occurrence incidents, high-profile crimes, or extraordinary conditions that occur within their area of responsibility. 4.2.4 Other Agencies: Notification of other agencies and/or BSO components will be dictated by the policies of BSO and good professional discretion on the part of the shift commander.
