BOCA RATON POLICE SERVICES DEPARTMENT Standard Operating Procedure 46.06 REFUGEES AND ILLEGAL ALIENS Revised: March 17, 2022 I. PURPOSE: The purpose of this standard operating procedure is to establish procedures for the response to incidents involving refugees/illegal aliens, to include law enforcement officer (LEO) and supervisory notification procedures. II. PROCEDURE: A. When Department employees receive a report that refugees have illegally arrived within the City of Boca Raton, or are within the City of Boca Raton illegally, employees shall take the following steps: 1. An LEO will be dispatched to the scene and a Road Patrol supervisor will be notified. 2. A supervisor will proceed to where the refugees are located. 3. On verification that refugees are at the site, the supervisor will request that a public safety dispatcher (PSD) or public safety dispatch supervisor (PSDS) notify the US Customs and Border Patrol. 4. The PSD/PSDS shall call the Miami Operation Center to contact the West Palm Beach Operation Center of the US Customs and Border Patrol and provide the following information: a. The number of refugees involved. b. Any medical emergencies and treatment facility used. c. The landing site of the refugees. d. The time the refugees were first observed. 5. The supervisor will decide if the refugees will remain at the landing site or transfer to a temporary holding facility based on the following factors: a. The response time of US Customs and Border Patrol Units. b. The location of the refugees. Effective: February 4, 2013 Revised: March 17, 2022 Refugees and Illegal Aliens SOP No. 46.06 Page 1 of 3 c. Local weather conditions relative to available shelter. d. The overall medical condition of the refugees. e. The security risk of the refugees. f. The availability of the Temporary Detention and Processing Facility. g. The number of refugees. 6. The supervisor will be responsible for arranging transportation of the refugees from the landing site to a holding facility. 7. If a boat is sighted offshore, the US Coast Guard shall be notified. 8. The supervisor shall determine if it is necessary to request the Marine Unit to respond. 9. The supervisor shall determine if Palm Beach County Sheriff's Office and/or the US Coast Guard shall be contacted if additional assistance is necessary. 10. An LEO shall be assigned to accompany the refugees from the first police contact, until the refugees are turned over to the US Customs and Border Patrol. 11. All employees shall be aware of possible health hazards and other contagious diseases. 12. If there is a sign of injury or illness, Fire Rescue Services will be called. 13. If the Department is in contact with the vessel that transported the refugees, the following agencies shall be contacted: a. Palm Beach County Sheriff's Office. b. US Customs and Border Patrol (CBP). 14. Public safety dispatchers (PSDs) shall contact the following agencies when directed to do so by the supervisor: 15. a. Palm Beach County Health Department. b. US Customs and Border Protection (CBP). c. US Coast Guard. LEOs will treat each vessel as a crime scene until relieved.
