LESSON I: ORIENTATION ON THE NSTP LAW (RA 9163) AND REVISED IMPLEMENTING RULES AND REGULATIONS OBJECTIVES: At the end of this lesson, the students should be able to: 1. Identify the provisions of RA 9163. 2. Differentiate the three components of NSTP 3. Identify the teaching learning experiences in the implementation of CWTS program. 4. Understand the legal basis of NSTP 5. Develop a sense of appreciation regarding the implementing rules and regulations of the NSTP; 6. Value the contents of the syllabus as vital to their development as responsible citizens with strong sense of nationalism and voluntarism and leadership skills. COURSE CONTENT RATIONALE OF THE NATIONAL SERVICE TRAINING PROGRAM The conceptualization and establishment of the NSTP for the Tertiary Level students is amended in the Republic Act 7077 and the Presidential Decree No. 1706. This was enacted by the Senate and House of Representatives in Congress, which is known as the NATIONAL SERVICE ACT OF 2001. B. Duration and Equivalent Course Unit SUBJECT CODE : NSTP 11 NUMBER OF UNITS : 3 TOTAL HOURS : 54 hours COURSE OBJECTIVES A.GENERAL OBJECTIVES 1. To empower the students to render service to the nation. 2. To promote civic consciousness among students and develop physical, moral, spiritual, intellectual and social well-being; 3. To inculcate the ideas of patriotism, nationalism and advance students’ involvement in public and civic affairs; 4. To instill moral values, respect to the rights of civilians and adherence to the constitution. A. SPECIFIC OBJECTIVES: At the end of the course the students must be able to: 1. Develop self and internalize positive Filipino values for harmonious and productive relationship with other workers in community activities. 2. Recognize the importance of sustainable development, environmental management and protection, and health education. 3. Practice good citizenship through involvement in social concerns and in projects designed to attain national development goals. A. SPECIFIC OBJECTIVES: 5. Use talents and education in field of specialization for the improvement of the community, its facilities and for national service. 6. Document team activities in their assigned barangay or government agency and provide a summary of lessons learned in carrying out CWTS projects and activities; and 7. Generate an individual output on the CWTS experience, focusing on the core values learned. Students must present their individual output either in written or visual form. INTRODUCTION REPUBLIC ACT NO. 9163 (January 23, 2002) It is also known as NATIONAL SERVICE TRAINING PROGRAM (NSTP) act of 2001. This law is intended for tertiary students in response to the public request for reforms in the Reserve Officer’s Training Corps (ROTC) Program. LEGAL FOUNDATIONS OF THE NSTP COMMONWEALTH ACT NO. 1 (December 21, 1935) It is also known as The National Defense Act. An act to provide for the National Defense of the Philippines, penalizing certain violations thereof, appropriating funds therefor and for other purposes. PRESIDENTIAL DECREE 1706 (August 8, 1980) It is also commonly known as The National Service Law. providing for compulsory National Service for Filipino citizens and amending certain sections of commonwealth act number one. REPUBLIC ACT NO. 7077 It is also commonly known as The Citizen Armed Forces of the Philippines Reservist Act was enacted by the 8th Congress of the Philippines on June 27, 1991. The Reservist Act provided for organization, training and utilization of reservists, referred to in the Act as “Citizen Soldiers” INTRODUCTION REPUBLIC ACT NO. 9163 (January 23, 2002) The NSTP Law or Republic Act No. 9163 , also known as the National Service Training Program [NSTP] Act of 2001, was signed by President Gloria Macapagal- Arroyo on January 23, 2002. It is the integration of House Bill No. 3593 & Senate Bill No. 1824 , which were both passed & approved on December 19, 2001. NSTP introduces civic consciousness & emergency response to youth NSTP aims to develop ethics & patriotism in the youth. NSTP enhances active participation of students in nation building Primary objective of the NSTP Law NSTP is a program aimed at enhancing the civic consciousness and defense preparedness in the youth, by developing the ethics of service and patriotism undergoing training in any of the three program components, especially designed to enhance the youths active contribution to the general welfare (Section 4, RA 9163). Government Agencies & Institutions overseeing the NSTP’ a. Department of National Defense [DND] b. Commission on Higher Education [CHED] c. Technical Skills and development Authority [TESDA] COVERAGE OF THE NSTP LAW Implementing Rules & Regulation (IRR), Rule 3 Section 4) a. Incoming 1st year level students enrolled in Baccalaureate;two-year technical-vocational or associate courses shall be required to complete one(1) of the NSTP components as requisite for graduation in accordance with RA9163. The above provision however does not cover the following: a. 2. Students who completed any of the three (3) NSTP components but havetransferred or shifted to another academic course or additional baccaulaureate degree or TVET. COVERAGE OF THE NSTP LAW Implementing Rules & Regulation (IRR), Rule 3 Section 4) a.3. Pursuant to “Sangguniang Kabataan Reform Act of 2015 (RA 10742, Section16(2)) and Joint Memorandum Circular No.1, s.2019, all Sangguniang Kabataan officials who comply with the prescribed requirements and in good standing, whether elected or appointed, shall, during their incumbency, be exempted from taking the NSTP-CWTS subjects. Further , the concerened SK officials shall submit written reports with photographs, or documentation of participation in the implementation of the programs, projects and activities as outlined in the Comprehensive Barangay Investment Program. COVERAGE OF THE NSTP LAW Implementing Rules & Regulation (IIR), Rule 3 Section 4) a.4. Foreign students or aliens. b. All HEI’s; State Universities & Colleges [SUCs]; technical-vocational education must offer one(1) NSTP component. SUCs are required to offer the ROTC component.as stipulated in Section 39 and Section 40 of RA 7077 (Citizen Armed Forces of the Philippines Reservist Act.) COVERAGE OF THE NSTP LAW Implementing Rules & Regulation (IIR), Rule 3 Section 4) RA 7077 (Citizen Armed Forces of the Philippines Reservist Act.) SEC. 39. Establishment of ROTC Units in Schools. At such colleges, universities and similar institutions of learning that request for the conduct of military training in their institutions there shall be established and maintained Reserve Officers' Training Corps units as the Secretary of National Defense may approve, which shall conduct military training for the students of such institutions for the purpose of producing enlisted and officer reservists. The program of instruction shall be prescribed by the Secretary of National Defense and may include instruction to prepare female students for military service: Provided, That such course of instruction shall not exceed two (2) academic years in the case of enlisted reservists, and four (4) academic years in the case of officer reservists which shall include as necessary summer or probationary training of not more than sixty (60) consecutive days. The first two (2) years of ROTC training, which is mandatory, shall hereafter be referred to as basic ROTC while the second two (2) years after said basic ROTC, which is voluntary, shall hereafter be referred to as advance ROTC. The allocation of ROTC units to the various major services of the AFP shall conform to the projected manpower needs of their respective reserve components. Acceptance for Advance ROTC. - Students who volunteer for advance ROTC shall be screened by an ROTC acceptance board which is hereby created for the purpose, composed of the commandant of the ROTC unit, a representative of the school nominated by the school authorities, and a military physician. The student volunteer shall be physically examined for fitness for training and shall further be made to execute in writing a testament that he volunteered for training of his own volition. Where the student is below eighteen (18) years of age, he shall be required to obtain his parent's or guardian's consent. In the case of students volunteering for reserve officers' training, they shall further be subject to competitive examination in order to select the best material. The students undergoing advance ROTC shall be referred to as advance ROTC cadets. COVERAGE OF THE NSTP LAW Implementing Rules & Regulation (IIR), Rule 3 Section 4) c. The Philippine Military Academy [PMA]; Philippine Maritime Academy [PMMA]; Philippine National Police Academy [PNPA] and Maririme Academy for Asia (MAAP) are exempted from the NSTP. other states or universities with similar nature would be exempted subject to the approval of the CHED, TESDA and DND. d. Private higher educational institutions HEIs & technical vocational institutions with at least 350 students cadets must establish a Department of Military Science and Tactics [DMST] subject to existing rules and regulation. COVERAGE OF THE NSTP LAW Implementing Rules & Regulation (IIR), Rule 3 Section 4) e. Students enrolled in the first semester of their first year shall undergo a common module phase for 25 hours training period. Subjects covered are: - Citizenship Training - Drug Education - Disaster Risk Reduction and Management (DRRM) - Environmental Protection; and - Other National Security Concerns NSTP Program Components iteracy ivic raining elfare ervice raining ervice (LTS) (CWTS) Three Components of NSTP: 1. Reserve Office Training Corps (ROTC) - is a program institutionalized under sections 38 & 39 of R.A. No. 7077 designed to provide military training to tertiary level students in order to motivate, train, organize and mobilize them for national defense. Three Components of NSTP: 2. Literacy Training Service (LTS) - refers to the program component designed to train the students to teach literacy and numeracy skills to school children, out of school youth. Three Components of NSTP: 3. Civic Welfare Training Service (CWTS) - refers to activities contributory to the general welfare and the betterment of life for the members of the community. The Civic Welfare Training Service (CWTS) is one of the NSTP components as an option vice ROTC of the incoming freshmen male or female students effective A.Y.2002-2003 (Section 4, RA 9163). In this program, the students would undergo lectures/activities contributory to the general welfare and the betterment of life of the members of the community to render ser vices particularly the enhancement of instructional support materials and facilities in the following areas: 1.Improving health 2.Education 3.Environment 4.Entrepreneurship 5.Safety 6.Recreation 7.Morale of the citizenry 8.Other social services NSTP-CWTS SERVICE COMPONENTS S E RVI CE NSTP-CWTS SERVICE COMPONENTS Safety and Security This area involves disaster preparedness during fire, earthquake or other calamity that needs immediate response from any trained civilians during emergency situations. Basic life saving seminar, fire drill and the like are some of these examples. NSTP-CWTS SERVICE COMPONENTS Education This area involves enhancement of Institutional support materials and facilities for the community and school such as providing materials containing basic literacy skills for pre- schoolers, alternative learning system for out-of-school youths and adults, mathematics and science tutorials and extended services of skilled students. NSTP-CWTS SERVICE COMPONENTS Recreation This area involves sports fest, parlor games for street children and painting that enrich youth’s capacities to relate with one another in the community. NSTP-CWTS SERVICE COMPONENTS Values Formation and Moral Recovery This area involves the development of the youth to be good leaders, responsible individuals imbued with good moral values and active agent of development of the community. NSTP-CWTS SERVICE COMPONENTS Industry and Entrepreneurship This area includes programs and activities that are vital to economic growth. CWTS students demonstrate technical skills in communities. NSTP-CWTS SERVICE COMPONENTS Care for Health This area aims to give knowledge on medical-related fields and extend health ser vices needed in the community. It includes medical services like first aid operation, vaccination, info dissemination, basic life saving seminars, health/nutrition technical assistance and training of youth to be first aid assistants. NSTP-CWTS SERVICE COMPONENTS Environment This area inculcates environmental awareness and its contribution to health and related fields. It involves management of waste, environmental protection, dissemination and application of technologies supportive of the National Thrusts. The importance of CWTS as a whole is geared towards the development and redirection of positive values and attitudes among students. This is by giving them the chance to see that they can create a difference in their own ways, Thus, making them appreciate their role and responsibilities not only as students but also as an individual that can contribute to the betterment of life be it in their family, community and to the nation as a whole. NSTP-CWTS SERVICE COMPONENTS At the end of this chapter, the learner must be able to: 1. determine the holistic concept of the National Service Training Program; 2. analyze the Community Welfare Training Service [CWTS] as a component of NSTP to alleviate social problems & issues; and 3. develop a deeper and active engagement in various grassroots community services.
