II. INTRODUCTION A. Purpose: To provide instructions on how to make assignments, reassignments, and temporary transfers. B. Scope: This instruction is to be used by all Department personnel when making decisions concerning assignments, reassignments, and temporary transfers. C. Author: The Fire Chief, or designee, shall be responsible for the content, revision, and review of these rules and regulations, and will ensure that they are consistent with any valid and applicable bargaining agreements. RESPONSIBILITY A. III. POLICY A. IV. It is the responsibility of the Deputy Chief over Operations, or designee, to comply with this procedure when making assignments and reassignments. All supervisors will comply with this procedure when making temporary or daily transfers. The general policy of the Fire Department is that the Fire Chief may make such assignments, reassignments and details, which are deemed to be for the best interests of the service. This authority is delegated to subordinate officers as may be necessary. PROCEDURE A. FIRE SUPPRESSION: 1. TEMPORARY OR DAILY TRANSFERS AND TEMPORARY OR PERMANENT ROVING ASSIGNMENTS: a) The Fire Chief, or designees for their respective platoons, shall first seek volunteers. Should there be no volunteers, 130.03 Assignment-Reassignment.doc Page 2 of 11 then the Chief or designee shall select those personnel having the least seniority in their respective positions in their respective stations. b) B. Newly hired firefighters shall have completed probationary status before being assigned to roving positions or daily transfers. ALL DIVISIONS: 1. PERMANENT DUTY ASSIGNMENTS: a) For the purpose of permanent duty assignments, the following guidelines shall be use: (1) The guidelines listed in this procedure in no way lessen or supersede the authority of the Fire Chief to assign, re-assign, or transfer personnel which are in the best interests of the service. (2) Normally, any opening will be filled based on seniority and the rank required for the open unit position. (3) Any opening at the Hazardous Materials Stations will be filled based on seniority and the rank required for the position. Certification as a Hazardous Materials Technician (HMT) will be provided on duty and will be defined by LVFR. This training must be obtained prior to the date of assignment at the HMT station (starting June 1, 2006). All such assignments will be for a oneyear minimum period, barring promotion or other extreme circumstance. Those attending the HMT Academy who are not assigned to the HMT station will be required to maintain their certification for two years (effective for new certifications obtained after January 1, 2018) and will be moved into the HMT station when personnel are needed to cover for sick leave, annual leave, etc. A HMT Academy will be conducted as needed to maintain a roving pool of qualified personnel. (a) Exceptions: In the event that a Hazmat Academy cannot be conducted due to budget constraints, the following exceptions will be allowed. 130.03 Assignment-Reassignment.doc (b) Page 3 of 11 (i) Re-certification: Individuals who wish to re-certify their (HMT) certification, who have previously completed the LVFR Hazmat Academy and have been on an inactive HMT certification status for less than five years, may bid an open position at FS3 so they can begin the recertification process. HMT recertification must be successfully completed within six months of the move to FS3. The individual’s previous bid assignment will be held for the first three months of recertification. There will be a maximum of four trainees per shift allowed at one time. (ii) New certification: Individuals with either a greater than five year lapse in their HMT certification or new HMT trainee applicants (who have completed their Fire Fighter probation), may bid into an open position at FS3 so they can begin the certification process. HMT certification must be completed successfully for these individuals within twelve months of the move to FS3. The individual’s previous bid assignment will be held for the first six months of certification. There will be a maximum of four trainees per shift allowed at one time. Open positions at FS3 will be filled by seniority, in the ranks required for the respective position in the following order: (i) Individuals with current LVFR HMT certification. (ii) Individuals that have less than a five year lapse in their LVFR HMT certification. (iii) Individuals with either a greater than a five year lapse in their LVFR HMT certification or are a new HMT trainee 130.03 Assignment-Reassignment.doc Page 4 of 11 applicant. (4) Any opening for the Technical Rescue Team will be filled by seniority, in the ranks required for the respective position. Certification as a Technical Rescue Technician will be provided on duty and will be defined by LVF/R. This training must be obtained prior to the date of assignment at the TRT Station. All such assignments to the TRT station will be for a one-year minimum period, barring promotion or other extreme circumstance. Those attending the TRT academy who are not assigned to the TRT station will be required to maintain their certification for two years (effective for new certifications obtained after January 1, 2018) and will be moved into the TRT station when personnel are needed to cover for sick leave, annual leave, etc. A TRT Academy will be conducted as needed to maintain a roving pool of qualified personnel. (c) Exceptions: In the event that a TRT academy cannot be conducted due to budget constraints the following exceptions will be allowed. (i) Re-certification: Individuals who wish to re-certify their TRT certification, who have previously completed the LVFR TRT Academy and have been on an inactive TRT certification status for less than five years, may bid an open position at FS44 so that they can begin the re-certification process. TRT recertification must be successfully completed within six months of the move into FS44. The individual’s previous bid assignment will be held for the first three months of recertification. There will be a maximum of four trainees per shift allowed at one time. (ii) New Certification: Individuals with either a greater than five year lapse in their TRT certification or new TRT trainee applicants (who have completed their Fire Fighter probation), may bid into an open position at FS44 so they can begin the certification process. The individual’s previous bid assignment will be held for the first six months of certification. There will be a maximum of four trainees per shift allowed at one time. (d) b) Open positions at FS44 will be filled by seniority, in the ranks required for the respective position in the following order: (i) Individuals with current LVFR Technical Rescue certification. (ii) Individuals that have less than a five year lapse in their LVFR Technical Rescue certification. (iii) Individuals with either a greater than a five year lapse in their LVFR Technical Rescue certification or are a new TRT trainee applicant. (5) This provision is only for the initial bidding of unit openings as they occur. It is not intended to impact the day-to-day assignments created by training, drills, rotations, sick leave, vacations, etc. (6) This provision shall not apply to the initial assignment of any probationary personnel. (7) Openings will be put up for bid following the guidelines listed below. In accordance with paragraph A, the bid process for permanent duty assignments shall be as follows: (1) Personnel will be able to view current vacancies within their rank by accessing “Auctions” within TeleStaff. Personnel interested in bidding an open vacancy shall enter their bids using the instructions in Appendix 1. (2) There will be a four-week period for personnel to bid on vacancies. Personnel are in charge of their bid 130.03 Assignment-Reassignment.doc Page 6 of 11 selections at all times. With the Auctions automation, no one, including BC’s, will be able to bid for an employee. (3) Bids may be entered and rescinded throughout the bidding period and will automatically be closed by TeleStaff at 1200 hours on the closing date. (4) Auctions will only allow certified personnel to bid specialty station vacancies. Therefore, if the department is unable to conduct specialty academies and is operating under the exceptions section of this SOP, any non-certified personnel wishing to bid a specialty vacancy must email an electronic bid request to Fire Payroll. (5) If a firefighter desires to bid a unit with two (2) firefighter openings (i.e. Truck 43 firefighter 1and Truck 43 firefighter 2), the person must bid both vacancies in sequential order to allow an opportunity to win either one. TeleStaff will automatically award bids based on seniority within each rank. (6) An employee shall not call Fire Payroll or BC’s about the employee’s current status of any bid period to include the current status, who has bid a position, adding or removing a bid for the employee, whether the employee is going to win a bid, etc. (7) Payroll decisions on when awarded bid personnel will begin in their new position will not be based on bidder requests or preference, but on the soonest pay period after closing of the bid period that is fiscally responsible and effective for timecard purposes. (8) The department will notify personnel of bid awards along with the closing date of the next bid period via email and inter office memorandum at all stations and divisions. (9) Any rank within a station not filled within three (3) bid processes will be filled by the unassigned junior person within the rank. (10) After personnel bid a position, they will not be allowed to bid back to their previous assignment for three (3) 130.03 Assignment-Reassignment.doc Page 7 of 11 bid processes. (11) Shift balancing will be determined by seniority. (12) The Operations Chief, or designee, will make the selection based on this Rule and Regulation. A letter of notification will be sent to all stations and divisions stating who was selected to fill the opening. 130.03 Assignment-Reassignment Page 2 of 11 APPENDIX 1 End-user Tele-Staff station bid auction instructions 1. 2. Open Tele-Staff. After opening you will notice a new label/title under the My TeleStaff in the navigator section called Auctions. Click on the Auctions selection. The next window will open and allow for another option. 3. Now choose your auction labeled Firefighter Positions. You should be able to only view your rank. 130.03 Assignment-Reassignment  4. Page 3 of 11 With the auction opened, you will see all persons within your rank. Your name will be bolded on the right. All three platoons will be viewable, but only your name will be allowed to be selected to be bid for.  This is the seniority list. This is the order used to determine the winners of each auction. It is maintained and published by Human Resources, not Fire Payroll. If you see any issues with the order of this list, notify Fire Payroll by email only. Do not call.  Notice that only the vacant positions or allowable bids are highlighted on the left. These are the only positions that you are allowed to bid for. Select the position you would like to bid for, followed by each additional choice you may have. 130.03 Assignment-Reassignment   Page 4 of 11 You must however, place a priority number at each selection choice (i.e. 1, 2, 3 and so on until you are finished). Check your number bid selections. If you use the number 1 key for all selections, Tele-staff will prioritize your selections for you. It will drop your first selection to number two, then three and so on, unless you indicate your selections by using the number keys beginning at 1 followed by 2 and so on. 130.03 Assignment-Reassignment Page 5 of 11 Once you have made your selection you will see a blue disk beside your selection, this will show Tele-Staff has acknowledged your selection(s). 5. When you are finished with selecting your positions, you must save them to the database by clicking on the “SAVE” button in the upper right corner of the screen. You may now exit the program knowing your bids have been added.
