HOFFMAN ESTATES FIRE DEPARTMENT STANDARD OPERATING GUIDELINES SOG Category & Identification Number: EFFECTIVE DATE: RESPONSE GUIDELINES – 010 September 1, 2023 NIMS COMPLIANT SOG Title: Accident with Entrapment (ACEN) Revision: 8 APPROVED BY: NUMBER OF PAGES: Re-evaluation Date: Alan Wax January 1, 2026 Fire Chief 2 PURPOSE The purpose of this guideline is to provide standardized and predetermined responses to all incidents classified as an Accident with Entrapment (ACEN) by Northwest Central Dispatch (NWCD). POLICY It shall be the policy of the Hoffman Estates Fire Department to follow this guideline. However, it may be altered to achieve a more appropriated response based on information received from NWCD or to achieve a faster response based on location and/or status of fire department apparatus and personnel. PROCEDURE A. For motor vehicle accidents or other circumstances with entrapment (two ambulances for each District respond), the response will be as follows: District 21 Eng. 21, Tower 22, Squad 22, Amb. 21, Amb. 22 and Bat 6 District 22 Area A - Eng. 22, Tower 22, Squad 22, Amb. 22, Amb. 21 and Bat 6 Area B - Eng. 22, Tower 22, Squad 22, Amb. 22, Amb. 23 and Bat 6 District 23 Eng. 23, Tower 22, Squad 22, Amb. 23, Amb 36 and Bat 6 District 24 Eng. 24, Tower 22, Squad 22, Amb. 24, Amb. 22 and Bat 6 Note: This is the basic response; CAD may replace the district EMS unit if there is a closer EMS unit available. 1 B. For motor vehicle accidents with entrapment on the I90 tollway the response will be as follows: Westbound 56.1– 59.25 Eng. 24, Tower 22, Squad 22, Amb. 22, Amb. 24 and Bat 6 Eastbound 58.5 – 62.5 Eng. 24, Tower 22, Squad 22, Amb. 24, Amb. 22, and Bat 6 Westbound 59.25 – 61.8 Eng. 22, Tower 22, Squad 22, Amb. 22, Amb 21 and Bat 6 Eastbound 62.5 – 66.0 Eng. 22, Tower 22, Squad 22, Amb. 22, Amb 24 and Bat 6 Notification: If the State Police are not on the scene, the Incident Commander is responsible to have NWCD notify State Police District 15 that an incident has taken place on the tollway and give them a brief description of the emergency. DEFINITIONS An Accident with Entrapment is defined as any call that is reported as a person entrapped, whether in a vehicle or other circumstance. EXCEPTIONS Where MABAS Illinois Policies and Procedures current online reference or MABAS 1 Operating Guidelines/Policy Statements are in conflict with HEFD Standard Operating Guidelines, HEFD Standard Operating Guidelines will take precedence.
