The Official Publication for the UPRA is www.urodeo.com. 2 UNITED PROFESSIONAL RODEO ASSOCIATION ARTICLE OF INCORPORATION Be it known that we do hereby voluntarily associate ourselves together for purpose of forming a private corporation under the laws of the State of Texas and do hereby certify. NAME OF THIS CORPORATION shall be the United Professional Rodeo Association. a. To encourage rodeos to comply with standards established by this Association in order to obtain official recognition and sanction as a professional rodeo. b. To hold and sponsor contests and championships among members. c. To carry on any and all activities within the scope and purpose of this organization, except such as may be deemed as political and religious. THIS CORPORATION shall not have, nor shall issue capital stock and no dividends of pecuniary profits be declared to the members thereof. OFFICERS of this corporation shall consist of a President, Vice President, and Directors for each event. A General Manage / Treasurer and Secretary shall be appointed by Executive Committee for an un-expired term. BY LAWS UNITED PROFESSIONAL RODEO ASSOCIATION ARTICLE I NAME: The name of this organization will be the United Professional Rodeo Association. OBJECTIVE: The objective of this organization will be; 1. To promote rodeo as a sport and profession, striving at all times to insure honesty and fairness to all members; 2. To create an amicable relationship among all aspects of rodeo; 3. To inspect, sanction and advertise rodeos being in accordance with Association standards. ARTICLE II MEMBERSHIP: Regular membership will be open to any reliable persons interested in performing in rodeos, contesting in rodeo events or producing rodeos, providing their applications are accepted. Associate membership will be open to all other individuals interested in the general advancement of the sport. Any person having joined the Association will thereby become subject to the rules and by-laws now in force or later adopted and enforced by the Executive Committee and shall be subject to expulsion for violation of same. ARTICLE III OFFICERS: The officers of the Association will consist of a President and Vice-President who will be elected by popular vote as hereinafter provided. No member of the UPRA Board of Directors shall hold any similar post with and other association. DIRECTORS: There shall be one Director Position representing each of the 8 contest events sanctioned by the Association, also one Director representing the position of Judges, Contract Performers, Stock Contractors and Queen Coordinator. These Directors will be elected by popular vote of membership who participates in the event in a manner hereinafter provided. No member of the UPRA Board of Directors shall hold any similar post with any other association. EXECUTIVE COMMITTEE: The Executive Committee will consist of the President, Vice- President, General Manager/Treasure, Rough Stock Director, Timed Event Director and an at large member of the board appointed by the Board of Directors. 3 ELECTION PROCESS: Election by popular vote shall be conducted as follows: association shall publish notice of nomination ballot and date of deadline in one month (30 days) of official publication of the association. The association shall publish voting ballot with date of deadline in one month (30 days) of official publication of the association. Method of nomination/voting will be through United States mail verified by member signature and postmark. ARTICLE IV APPOINTMENT OF APPROVAL: Spokesman may be selected and approved at a meeting of the Executive Committee. Each spokesman will be knowledgeable toward all rules and policies of the Association. Any member in good standing may submit names of potential spokesmen or coordinator in writing to the Association. SPOKESMAN will to the best of their ability promote, sell and service professional UPRA rodeos, working with all segments, i.e. participate, Rodeo Committeemen and Producers/Stock Contractors. GENERAL DUTIES AND FUNCTIONS: Spokesmen will serve as area representatives of the UPRA in case of a dispute, in the absence of an Officer or a Director. They will be called upon to make recommendations to Rodeo Committees, Producers and contestants concerning the problem in question. ARTICLE V PRESIDENT: The President will preside as chairman at all regular and special meetings of the Executive Committee and the General Membership perform other such duties as usually attached to the office, and as directed by the Executive Committee. The Vice-President shall assume the duties when the President is unable to attend. The Secretary will take the minutes of the meetings. EXECUTIVE COMMITTEE: This committee will originate, execute and enforce all rules and policies of the UPRA. EXECUTIVE COMMITTEE VETO: This committee will have the right to veto a rule or policy if they feel it is detrimental to the UPRA and its membership. The vetoed rule of policy shall be resubmitted at a meeting of the Executive Committee. A majority vote at this meeting will govern. In the event of a tie vote at a combined meeting the rule or policy in question will be submitted to membership vote. QUORUMS: At any meeting of the EXECUTIVE COMMITTEE, two-thirds of members present will constitute a quorum and a majority vote of the duly which constituted quorum will govern. WRITTEN PETITION: Signature of 15% of the number of membership, which equals to the previous UPRA fiscal year membership, will be required for a valid petition. Roberts Rules of Order will be used to conduct business at all meetings. ARTICLE VI ELECTED OFFICERS: The receipt of a majority of votes cast will elect all Officers and Directors by mail ballot, or as set by the Executive Board. In the event of a tie vote, ties will be run off by mail vote, in the event of second tie, a draw by the Executive Committee shall determine the winner. If nominated for two offices, a person must be notified and nominee must choose the one office which he desires to be a candidate. The President and Vice-President will hold office for two years concurrently until their successors are elected and qualified. The Directors will hold office for two years until their successors are elected and qualified. Provided however that rotation of Directors and governors shall be staggered by election of 1/2 of the membership each year. 4 To be eligible for the office of President or Vice-President, a person must have served at least one term as a Director and be a current member in good standing. Any Officer of this Association that does not conduct himself in a manner which is constructive and honorable to the Association may be impeached from office by a 2/3 vote at a meeting of the Executive Committee. If a member of the Executive Committee is assessed a fine of $250.00 or more while in office they will be automatically be relieved of their position. ELECTION PROCEDURES ELIGIBILITY: In order to be eligible to serve on the Board a person must be a paid-up member for a period of one year and in good standing with the association. a. In order for a member to be eligible to serve as a Director, he must be an active participant in the event for which he is nominated or approved by Executive Committee. b. In order to serve on the Board of Directors a member must be in good standings with Board approval for each candidate. ARTICLE VII SALARIED PERSONNEL: The President will employ such personnel as the Executive Committee deems necessary. Such employees shall receive a salary and expenses in an amount fixed and sanctioned by the Executive Committee. Personnel so employed will perform all manner of duties to the benefit of the Association as directed by the Executive Committee through the President. A member of the Executive Committee may be a regular salaried employee. ARTICLE VIII FISCAL YEAR: The fiscal year of the Association will be from Membership Rodeo to Membership Rodeo. ARTICLE IX RESIGNATIONS AND REINSTATEMENTS: Any Director desiring to resign this Association may do so by submitting a letter in writing to the UPRA office and remain in good standing, providing that they do not work a rodeo at suspended rodeos or rodeos produced by suspended Producers or Stock Contractors. Thereafter, he shall be allowed to rejoin at any time after one year has elapsed upon payment of the regular annual dues, provided, however, that if he/she attempts to rejoin within one year of resignation, then he/she will be required to pay his/her regular annual dues plus normal incurred penalties. ATRICLE X SPECIAL BOARD MEETING: Special board meetings may be called at any time and place by the President or by any 4 members of the Executive Committee, upon less than 15 day notice as provided above. All Directors must be notified and a quorum must be present to conduct any business. 5 ARTICLE XI MEMBERSHIP MEETINGS OR BALLOTING: A quorum of 15% of the total membership shall be required to transact business at a general member meeting. MEMBERSHIP REQUIREMENTS AND/OR PRIVILEGES CONDUCT: All contesting members will at all times conduct themselves in an exemplary manner upholding the association purpose and shall present themselves in a neat, clean and orderly cowboy or cowgirl manner. 1. Ladies Barrel Racing and Ladies Breakaway Roping events are exclusively limited to women only, as demonstrated by a valid birth certificate. If there is a question at any time, the UPRA reserves the right to request a copy at any time for a birth certificate from any members, any one requesting to join the UPRA or anyone wanting to enter a UPRA sanctioned event. 2. Any UPRA member and/or contestant will be responsible for his conduct to the UPRA Executive Committee in the vicinity of an UPRA function or rodeo. Any UPRA member or contestant can be placed on report by the Producer and both Judges for misconduct. The report must be made in writing to the UPRA office and signed by the Producer and both Judges. Any UPRA member or contestant on report for misconduct must deposit a $25.00 bond with the UPRA office immediately. Failure to do so will automatically place the reported individual on the next published UPRA suspended list. All misconduct reports will be disposed of at the next regularly scheduled Executive Committee meeting. The reported individual will have the right to appear before or be represented before the Executive Committee to contest any action pertaining to his or her misconduct report. Should the reported individual elect not to appear before or be represented before the Executive Committee, the $25.00 bond shall be forfeited. 3. Any UPRA member involving a Rodeo Committee or Sponsor in an argument shall be fined a minimum of $100.00. The Board of Directors may indefinitely suspend or permanently remove membership for actions detrimental to the United Professional Rodeo Association and/or the sport of rodeo. DRESS OF CONTESTANTS: All contesting members will present themselves in a neat, clean and orderly cowboy or cowgirl manner. 1. When contestant numbers are furnished all participants must wear these numbers to enter the arena and to receive their stock. Anyone without a number may be excluded from the arena. Participants must wear their numbers in a place visible to the Judges and spectators. 2. Contestants shall ride in grand entry if needed or requested to do so. Long sleeve, buttoned down shirts with collar (sleeves rolled down), hats and boots must be worn in the arena by all contestants, during performances and slack; failure to comply with this rule will result in disqualification for remainder of the rodeos, plus a minimum of a $100.00 fine. 3. Contestants competing in any slack performances must wear long sleeve, buttoned down shirts with collar (sleeves rolled down), hats and boots in the arena; failure to comply will result in immediate disqualification for remainder of rodeo, plus a minimum of a $100.00 fine. 4. Contestants changing clothes behind bucking chutes or anywhere they may be seen by anyone will be fined $100.00 for first offense. Doubled each time thereafter. 6 RODEO ENTRY MEMBERS: If a UPRA member enters a rodeo and gives valid number, his name shall be accepted by the Entry System, without requiring entry fee to be paid until said member reaches his destination. Immediately upon his arrival at the rodeo, member shall find Secretary and make payment of fees due. No stock will be given until entry fees are paid. If a member fails to appear, said member will be held responsible for entry fees due plus a $25.00 fine. Turnouts in the performances fine will be $100 plus fees. 1. All entries must be accompanied by a UPRA membership card number. Anyone entering on a High School, College or as a local will pay a $10.00 permit charge, in addition to their fees. Upon a time that they win $500.00 or more at said rodeo, they must purchase a card, before they receive their winnings. 2. Contestant must enter through the official UPRA entry system, entries added after the official trade deadline will not be awarded event points 3. Persons entering said rodeo on a permit must pay their entry fees 2 hours before said rodeo starts. 4. There will be no personal checks accepted for rodeo entry fees. 5. There will be no walk-ins and no late entries. 6. Any UPRA member entering in said rodeo will be liable for the entry fee. Entries given to anyone other than the Rodeo Secretary will be disregarded. 7. Buddy System: To confirm your buddy you must have to put down the buddy’s card number to be entered. Buddy in different events is family only. 8. Any withdrawals from a UPRA event must be done before the books close. 9. Co-Approval rodeos: There will be no rule that will keep a person from entering the rodeo. 10. Contestant and/or those authorized to enter contestants are responsible for the use of member card number and possible consequences related to card use. 11. Entries are OPEN ONLY dates and times posted in official publication of the association, there will be no fax, email or text entries. 12. Harassment of Entry Secretaries, Rodeo Secretaries, Stock Contractors, Directors, Judges, Committee Members and/or Personnel will not be tolerated at any time including at the time of entry, payment of fees and/or Stock Contractor intentionally violating provisions of Entry System Rules may be subject to Entry System Rule Violations. 13. If entered in an event, must make honest effort to compete on that stock. Entry System Violations Contestant – Offense#: 1. May be disqualified from said rodeo including forfeit of championship points, loss of Credit for rodeo competed at, loss of finals rodeo eligibility and possible fine. 2. Same as #1 plus three month suspension and automatic $250.00 fine. 3. Termination of membership for a period of one year. Entry Secretary, Rodeo Secretary and/or Stock Contractor – Offense #: 1. May be disqualified from said rodeo including no credit for rodeo worked or produced, loss of call in monies and/or bonus funds, loss of finals rodeo eligibility and possible fine. 2. Same as #1 plus three month suspension and automatic $500.00 fine. 3. Termination of membership for a period of one year. 7 GENERAL RULES: All UPRA members shall read and know the prevailing rules of each individual rodeo. Failure to know the rules will not be accepted as an excuse. 1. UPRA will only sanction single entry Team Roping. 2. Contestants must be on hand to answer the call of the Arena Director and must comply with all other rules of the management of each particular contest or exhibition held under the auspices of the UPRA as long as they do not conflict with the UPRA rules. When, in the opinion of the Arena Director, sufficient number of contestants is present for an event, there will be no delay because of those not present. 3. The entry of 2 or more paid contestants shall constitute a contest. 4. Producers are responsible for all labor hired by them. 5. The number of entries will determine how many go rounds of competition there will be in any single event with the decision being made by the Rodeo Committee and/or Stock Contractor, unless otherwise advertised. 6. Fines may be classified by the Board of Directors as Follows: a. Class A b. Class B c. Class C The severity and the intent of the rule violation will be taken into consideration when imposing penalties. The Board may ask the individual to appear before the board to justify and/or explain such fine and/or explain such fine and/or rule infraction. 7. Contestants are entitled to 2 Vet and 2 Doctor Releases per year, finals rodeo not included. Contestant may not compete for 5 days from date of Doctor Release. Contestants using a Doctors release will be disqualified from all rodeos in said weekend, from the time Doctors release is used for. Doctor/Vet release must be in the office within 7 days following rodeo it is used for. Doctor and/or Vet Release must have contestant name and name of the rodeo listed, you may hand write the name and rodeo on the release if the doctor or vet does not. For Vet release must have name of animal on it. It is the contestant’s responsibility to make sure the office receives the release, failure to do so will void the doctor/vet release.. 8. Anyone found abusing a Doctors/Vet release will be brought before the Board of Directors to answer charges. 9. Anyone under 18 years of age must have a parent’s signature on a notarized waiver before being allowed to compete in the rodeo. This must be filed in the office and renewed each year. 10. Turn Out fines for all sanctioned rodeos will be $25.00 per event turned out, plus fees, which must be paid before competing on remaining stock. If entered in other events. a. Such contestant will not be eligible for average money in an event which he had turned out stock. b. Stock turned out, will not be brought back. 11. Grand Entry: The association urges that all colors and grand entries be handled by competent horses and horsemen and the association members ride in the grand entry if needed or requested to do so. 12. The UPRA, Producers and Rodeo Committee assumed No Responsibility or Liability for injury or damage to the person, property, or stock of any owner, contestant or assistant. INSPECTION OF JUDGES BOOKS: Contestants shall be privileged to see the records of each event in which they take part at any time convenient for the Secretary and Judges. REFUND OF ENTRY FEES: No rodeo shall be responsible for the returning of a contestant’s entry fee if he has contested in the rodeo, but if they are entered in other events in which they prove they are unable to contest, and then the entry fees for those events must be returned. Drones used at any rodeos must stay a safe distance away as to not interfere with contestants and/or rodeo stock. Should a drone or anything else deem as a threat to contestant and/or rodeo stock, it will constitute a complete stoppage of the rodeo until the arena can be deemed safe by the rodeo judges. No excessive rattling of chute gates allowed. A $25 fine at the discretion of the judge. Contestant accepts arena conditions when he/she nods head or comes running. Fee Schedule: Steer Wrestling, Tie down Roping, Barrel Racing Fees (Under $500 Added $80 Min - $100 Max), (Over $500 /Under $1,000 $80 Min - $150 Max), (Over $1,000 Added $80 Min - $180 Max) Fee Schedule: Ladies Breakaway Roping Fees (Under $500 Added $100 Min - $100 Max), (Over $500/Under $1,000 - $100 Min - $150 Max), (Over $1,000 Added $100 Min - $180 Max) Fee Schedule: Team Roping Fees: (Under $1,000 Added - $120 Min - $150 Max), (Over $1,000 Added $150 Min - $200 Max) Fee Schedule: Rough Stock Fees to be set by Rodeo Committee and/or Stock contractor. Suggested (Under $500 Added - $65 Min - $80 Max), (Over $500 Added $80Min - $150 Max) *Committees may request special ground rules for their event, if special ground rules are granted, said rules MUST be posted in rodeo listing. MEMBERSHIP DUES AND FISCAL YEAR be established by the Board of Directors. Board of Directors reserves the right to refuse membership to anyone with just cause. Membership will be open to any reliable person interested in performing in rodeos, contesting in rodeo events or producing rodeos, or to any person interested in the advancement of rodeos, providing their application is accepted. Membership cards may be purchased through the UPRA office or from the Rodeo Secretary at any UPRA rodeo. Any member entering a rodeo on an expired membership card or allowing anyone else to use his/her card will be fined $50.00 plus current dues. All UPRA membership cards will be $150.00 per year. Non competing cards (judges, secretary, timers, etc) will be $75.00 per year. Members shall always enter under name as it appears on their membership card. NON-CONTEST CARDS: Non-Contest cards must be purchased by all Announcers, Secretaries, Pick-Up men, Bullfighters, Timers, Contract Acts and Judges desiring to work any ground rule rodeos. In order to be eligible to work the UFR, contract personnel must have worked 5 UPRA sanctioned rodeos, to be started at time of purchase. If same location, have to work 3 rodeos to count for 1 toward the finals, only 6 in one location can be counted. These cards must 9 be obtained through the UPRA office or from a Rodeo Secretary at any UPRA rodeo. 6. Judges and/or any of the above listed positions must purchase the traditional membership card if they desire to compete in any of the rodeo events. Non- contest card holders cannot compete in any of the 8 standard rodeo events. 7. Anyone that runs neck rope or runs the chute gate at rodeo for the Stock Contractor must have a UPRA non-contestant card. Price of card is $75 per year. 8. PRODUCERS: Producers must obtain a Producer card through the UPRA office. Producers are responsible for any Contract Personnel working their rodeos to insure they have a card. The Producer is responsible for the actions of the people he hires to work the rodeos. Failure to do so will result in the Stock Contractor being fined $100.00 for each violation. UPRA LIFETIME MEMBERSHIP: Any Officer/Director who has successfully served two terms for four years shall become a lifetime member. Any member upon attaining the age of 50 years, that has been a current member in good standing for 10 consecutive years, will be given a lifetime membership card. Any Director/Officer not attending 60% of meetings will not be eligible for lifetime membership or other benefits. UPRA PASSES: All contestants who pay entry fees shall be entitled to admittance for themselves and one additional pass for the performance they are entered only. All officials and labor passes shall be given at the discretion of the management-exception being special winter rodeos- all contestants may be required to pay a $3.00 gate fee. At any covered arena there will be no passes given out. 1. 2. 1. In case of a rainout, the contestants who are competing that night, who intend to draw out, must do so that night by advising the rodeo Secretary of their intention to draw out. 2. If the rainout occurs on the last performance and it is agreeable to stock contractor and committee, cowboys and cowgirls that are to contest during that performance shall have the right to vote whether to contest or not. 51% of the vote will govern. POSTPONEMENT: Stock Contractor or committee has authority for postponement and/or final say. APPLICATIONS AND REQUIREMENT FOR APPROVAL Rodeos desiring sanction of their rodeo must have application into the UPRA office 60 days prior to event. Special consideration may be given to rodeos inside of 60 day window, pending Board approval. The official publication for UPRA is www.urodeo.com. Application shall state events, prize money, fees, date books open and close, slack time and order of slack and the name, address and phone number of the person in charge of the books. All UPRA rodeos must Any member and/or UPRA contestant or misusing their membership card, contest number pass for gaining entry for others at or to a UPRA rodeo will be fined $50.00. Habitual violators will be suspended. Official UPRA Pass Cards presented at the gate shall entitle bearer to admittance at UPRA rodeos. (Card to be issued to current directors, officers and salaried personnel). In the event of failing weather, if a performance is postponed and contestants cannot be present for the next performance, they shall be allowed to draw out their entry fee. RAINOUTS: 10 be produced by an accredited UPRA Producer; stock shall be approved by UPRA Board of Directors. 1. UPRA will offer a one time bonus of $2,000 to new committee rodeos, $1,000.00 will be paid to stock contractor at the end of current rodeo season, providing qualifications are met. a. Two year rodeo contract to the UPRA Office, with added money a minimum of $500 per event with a minimum of 3 rough stock events and 4 timed events. b. Rodeo must meet minimum 150 entries prior year for second year eligibility c. Second $1,000.00 will be paid at end of second year rodeo season “Bonus available one time only, one location, any stock contractor and must be approved by the UPRA Board of Directors. The UPRA Board reserves the right to adjust and/or change qualification. A “New” rodeo is defined as a rodeo not previously first approved by the United Professional Rodeo Association. Current locations with a UPRA rodeo not eligible unless an existing UPRA rodeo committee applies to the UPRA Board of Directors for additional rodeo in addition to current rodeo. REQUIREMENTS FOR STOCK PRODUCER/ RODEOS: No less than 15 Bareback horses, 15 Saddle Bronc horses and 15 Bucking bulls. Stock Contractors must also own their own timed event cattle or lease from someone that has a UPRA Timed Event Stock Card. To be eligible to supply timed cattle at a UPRA ground rule rodeo, person must obtain a UPRA Timed Event Stock Card from the UPRA Office. Time Event Stock Cards are $75 per year. 1. New UPRA Stock Contractors must bring 2 new UPRA rodeos (not UPRA sanctioned within the past year) to qualify for Producer card the first year. To count as a new rodeo, the rodeo must add a minimum of $100.00 per event. Stock Producer cards are $75.00 per year. 2. Stock Contractors shall be subject to approval by the Executive Board on a yearly basis. 3. A rodeo must have a minimum of two performances to count as a rodeo. One day or one performance rodeos will not be counted. Two separate one day rodeos may be combined to count as one rodeo. 4. A UPRA sanction rodeo must have at least 6 of the 9 standard events, 4 timed events and 2 rough stock events or 3 timed events and 3 rough stock events: the standard events being Bareback Riding, Saddle Bronc Riding, Ranch Bronc, Bull Riding, Tie down Roping, Ladies Barrel Race, Team Roping, Ladies Breakaway Roping and Steer Wrestling. 5. The UPRA will not sanction a rodeo with limited entries in any of the 8 major events. 6. One card holding Bullfighter must be furnished for every approved rodeo. 7. Contracts received after deadline date (10th of each month), will be the responsibility of the Producer. The Producer will pay for any cost occurred to meet the guidelines for approving said rodeo. 8. A Single performance rodeo must have 150 paid entries (competing paid entries) for rodeo to count toward stock contractor’s finals rodeo qualification. 2 or more performance rodeos must have 100 paid entries (competing paid entries) for rodeo to count toward stock contractor’s finals rodeo qualification. 9.. If at any time a UPRA ground rule rodeo decides to change the ground rule on said rodeo, that rodeo will not be sanctioned by the UPRA. No exceptions.10. It is agreed between the Officers, Executive Committee and Producers of all Championship Rodeos that qualified stock will be used. If a Producer leases stock, this stock must be approved by the Board of Directors. 9. Flagmen and Judges may not be changed after a rodeo begins except in cases of sickness or injury or by request of an Association Official because of 11 incompetence or through agreement with Stock Contractor, Rodeo Committee and Association Officials. 10. No holdback of livestock will be maintained, except with prior approval of Producer and/or Judges. 11. Competent Timers shall be obtained to time all the sanctioned rodeo events. This will be the responsibility of the Rodeo Producer or Stock Contractor. At UPRA ground rule rodeos with $4,000.00 or more added, there will be two UPRA cardholding timers. The rodeo secretary will be only that, secretary. NO EXCEPTIONS!! The Stock Contractor and/or Producer will be certain that all Contract Personnel hired by him to work a rodeo are members in good standing or have been approved by Executive Committee. 12. The management will be responsible for all help, including men turning out stock for timed events. Help to be subject to the approval of the UPRA. 13. Prize money will be set up by each individual Sponsor, except that all entry fees must be added to the purse and listed as such on advertising for the rodeo. It is highly recommended that all entry fees in the 8 championship events be equal. 14. A rodeo cannot reduce its prize money in any event as compared to the previous year without showing sufficient cause to the Executive Committee. Any Producer or Stock Contractor accepting a contract on a rodeo that reduces its prize money without approval of the Executive Committee will be suspended. 15. AMBULANCE AND DOCTOR DURING RODEO PERFORMANCE: Sponsoring committee will furnish an attended first aid auto or ambulance to stand by during the performance and during competition preceding or following each performance to properly take care of injured contestants. It is highly recommended that at doctor also be on the grounds if possible. 16. SANCTION FEE: Contact UPRA office for updated schedule. 17. No person shall be allowed in the arena during a rodeo performance unless entered in an event or unless he has signed a waiver releasing the management and Producers from liability. This rule to be enforced by the Arena Director, Judges and/or Stock Contractor. 18. The Stock Contractor and/or producer will be certain that all contract personnel hired by him to work a rodeo are members in good standing or have been approved by Executive Board. 19. Judges and Secretaries pay begins at $150.00 and up, per performance. Standalone slack shall be considered a performance. (Standalone Slack is any slack that does not lap a performance.) 20. UPRA ground rule rodeos; one judge must be certified, second judge must have a UPRA membership card. At rodeos with $10,000 or more added money, Stock Contractor must have 2 certified Judges. 21. UPRA ground rule rodeos; all contract personnel must have a UPRA card. 22. Stock Contractor cannot judge his/her rodeo or any event that his stock is being used. A Stock Contractor is not eligible to Judge the finals rodeo. 23. Stock Contractor, Producer and/or Rodeo Committee are responsible for rodeo payout and any added money advertised. Association will award points based on actual rodeo payout. 24. Tie Down Roping, Breakaway Roping,Steer Wrestling, Team Roping: must have 1/2 enough cattle for biggest day or 1/3 enough total entries, whichever is greater. Once animal has gone 2 times in one day, it is no longer eligible to be drawn again for that day, unless another animal is crippled, on that day. The exception is 1 day rodeos. 25. Steer Wrestling: Fresh cattle cannot be mixed with old cattle. Cannot add fresh cattle unless prepared; (prepared: run on horseback and thrown down at least 3 times) 12 26. Standard order of events will be used at all UPRA rodeos. Steer Wrestling will be the 2nd event in the rodeo and in slack. Acts and other events will place where needed. This is the suggested order of events. No bucking stock is to be loaded in the chutes while there is a children’s activity in progress in the arena. 28. A Stock Contractor may include his/her UPRA Stock Contracting Membership Card for sale as a part of his/her rodeo company, current stock contractor standings, eligible bonus and/or other privileges may be also transferred to the New Owner. (Providing Card is in Good Standing and Remains in Good Standing). *There will be a onetime transfer fee of $250.00 (Payable by New Owner to the UPRA) * New Owner may change name of Rodeo Company, this must be done during transfer process. Stock Contractor selling his/her Stock Contractor Card will not be eligible to hold another UPRA Stock Contractor Membership Card in his/her name or other name for a period of two years. If selling stock contractor purchases a UPRA Stock Contracting Card after the two year period, he/she must be re-approved using the existing rules set in place for new stock contractors as defined in the UPRA rule book. 30. Stock for Finals Qualifications: a. Stock must have minimum of 2 outs at previous UPRA rodeo (First or Second Approved). b. Unapproved stock brought to membership rodeo subject to fine. 31. If Heel Barrier is used at any UPRA Ground Rule rodeos, a 3rd Judge will be required for that rodeo to watch the Heel Barrier. 32. Cattle used for Team Roping must be numbered clearly with a fire brand, unless approved by director. The brand must be on the right side and clear to read with a fire brand in order to receive a stock charge for that rodeo. SUSPENSION OF MEMBERS OR RODEO OFFICIALS The Board of Directors may indefinitely suspend and/or permanently remove membership for actions detrimental to the United Professional Rodeo Association and/or the sport of rodeo. 1. A UPRA member may be listed as an undesirable and suspended for persisting in any of the following offenses: a. Bad Checks. Any member passing a bad check in a rodeo area will be fined $50.00 must make check good for 1st offense; 2nd offense, member will be suspended and fined $100.00; 3rd. offense, member will be suspended and must appear before the Executive Committee for reinstatement AFTER restitution of check has been made. 13 b. Failure to pay motel or hotel bills. c. Non-payment of entry fees. d. Fighting in the arena, and/or rodeo grounds. e. Attempting to fix or bribe the Judges. f. Entering the arena under the influence of alcohol or narcotics. g. Failure to pay doctor or hospital charges for necessary services rendered as a result of injuries received at a sanctioned rodeo. h. Continuous harassment of Secretaries and Judges and failure to pay fees. 2. Stock Contractors and/or Producers may be suspended for any of the above membership offenses and in addition, any of the following offenses. a. Failure to pay added money as advertised. b. Leaving any bad debts connected with the production of a UPRA rodeo in any town. c. Breach of bonafide contract involving UPRA member. The UPRA will honor and act only upon written contracts; Stock Contractors, Producer, Contract Acts, etc.... d. Stock Contractor, Producer and/or Rodeo Committee are responsible for the rodeo payout and any added money advertised. Association will award points based on actual rodeo payout. e. Passing of bad checks to personnel, contestants, etc. f. Undesirable. 3. If a Stock Producer is suspended, no UPRA member will be eligible to work any rodeos produced by said suspended producer. Violation of this rule will result in said member being fined any money won or salary paid at said rodeo and possible suspension. 4. When a member has been reported to the office for a rule infraction, he/she will be placed on the suspended list immediately for publication. If office is contracted by a Rodeo Secretary, any person on the list will be refrained from contesting, unless proper bond or restitution is made to the UPRA office. 5. A person on the suspended list shall not be allowed to participate, contest or hold any official position or perform any duty at a UPRA rodeo. 6. Any time a member’s name appears on the suspended list they cannot act on any official capacity unless reconsidered and sanctioned by the Executive Committee. 7. Anyone bringing suit against the Association will be permanently suspended. 8. A rodeo official violating any rule or making a decision which does not comply with the Association’s rule book (such violation or decision to be witnessed by 1 Director and 2 Spokesmen or 1 Spokesman and 2 Directors can be temporarily suspended by a director from acting in any official capacity at any UPRA sanctioned rodeo. Such suspension to take effect immediately following the final performance of the rodeo when original improper violation or decision was made by official. Suspension will remain in effect until the Executive Committee rules whether the rodeo official should remain ineligible to act in any official capacity or be reinstated. Accused violator may have privilege of posting a $50.00 bond to remain eligible to hold an official capacity until such Board action is taken or be immediately suspended. 9. Any decision made by a rodeo official in accordance with the UPRA rulebook will be final. Any protest should be filed with the office in writing. 10. A contestant promotion or endorsing any kind of strike pertaining to a UPRA sanctioned rodeo will be suspended from participation in any UPRA rodeo and subject to a $500.00 fine. 14 11. The UPRA office will maintain a list of qualified Judges, paid up members and suspended list to be released to qualified, interested parties, upon request. 12. If any error on books at close of the rodeo, any over payment should be returned or result in suspension. Contestants shall be privileged to see the records of each event in which they take part at any time convenient for the Secretary and Judges. CO-APPROVED RODEO RULES The first association approval rules prevail at co-approved rodeos. 1. In case of dual membership anyone turning out will be placed on primary suspended list only. 2. Percent monies will be split by both associations, when applicable. Each receiving equal percent, unless otherwise approved by the Board of Directors. 3. An effort must be made to use one approved Judge from each association, yet a ground rule UPRA rodeos, both must hold a current UPRA membership. A Judge’s list can be sent to the producers upon request. 4. UPRA will not approve more than two (Co/Triple Approvals) other associations when approving rodeos. (Excluding trade/swap events) POINT AWARDS 1. Members will receive one point for every dollar won. 2. All money won including day monies and bonus monies will count toward official standings. 3. Prize money will be added money and entry fee totaled. 4. Points awarded to any member will be totaled for the year to determine the champion in each event. 5. A contestant that is accredited points at any approved UPRA rodeo must have been a member in good standing prior to the first performance of the rodeo for which he is to receive points. 6. The collective points awarded to any contestant will be used to determine the Champion All-Around Cowboy/Cowgirl, but he/she must qualify by being entered and winning in at least 2 of the 8 major events. To be eligible to win All-Around Champion for the year you must enter and work a minimum of 2 events at 10 or more rodeos and win a minimum of $1,600.00 in each event. 7. To be eligible to receive the Association’s Trophy Awards, the high point winner in each event who named Champion must be member in good standing. and be present to receive any awards won at awards banquet. NO EXCEPTIONS!! 8. To be eligible to attend the finals a member must attend 10 or more sanctioned rodeos in that year. 9. A UPRA member having points accumulated toward our Championship forfeits all points if association dues are not paid before the given deadline date. ROOKIE ELIBILIBILILITY 1. If you have never held another card in any association other than High School or College, you are eligible to run for rookie. (Proof of eligibility is responsibility of contestant). A PRCA permit is considered a competing card, if you have had a PRCA permit, then you are not eligible to run for rookie. 2. A 2nd year of eligibility will be given to those who meet first year rookie requirements and do not win more than $2,500.00 per event, and/or a Rookie 15 Title, during first year of rookie eligibility. (Eligibility will run consecutive years beginning with first year of eligibility. No exceptions). 3. A minor contestant may compete without declaring rookie status until the age of 18 or until contestant qualifies for a UPRA finals rodeo at which time the next season will declare their rookie status. 4. All rookie forms must be submitted 30 days from date of purchasing UPRA membership. APOPTED HUMANE RULES On the cutting edge of animal safety and humane rules the Rodeo Association uses the “Rodeo Industry” Code of Practice for Animal Care and Use. This “Rodeo Industry” Code of Practice for Animal Care and Use was developed by the association and other leading rodeo associations from across the United States and Canada. GENERAL: 1. A Veterinarian shall be on-site or on-call at all performance and sections of slack. 2. Stimulants or hypnotics will not be used or given to any animal used for contest purposes. 3. Livestock shall not be confined or transported in vehicles beyond a period of 24 hours without being unloaded, properly fed and watered. 4. Any animal that becomes excessively excited and lies down in the chute repeatedly, or tries repeatedly to jump out of the chute, or in any way appears to be in danger of injuring itself, may be released immediately. 5. No member shall abuse any animal by any non-competitive or competitive action. 6. No member may mistreat livestock anywhere on the rodeo grounds. 7. Small animals are not allowed in the arena, unless part of a specialty act. 8. Livestock will be removed from the arena after each competition is complete. 9. A conveyance will be available to remove animals from the arena in case of injury; the conveyance shall be large enough to remove a horse or bull. 10. A designed area should be available to treat any animal that may be injured. 11. There will be a time limit for the tie down roping, steer wrestling and team roping. EQUIPMENT: 1. Spurs must be dulled. No locked rowels or rowels that will lock on spurs may be used on Bareback, Saddle Bronc or Ranch Bronc horses. 2. Horse Flanks straps will be of the quick-release type and must be fleece or neoprene lined to cover the belly and both flanks of the horse. 3. Cinch, saddle, girth and flank straps shall be free of sharp or protruding objects. 4. Standard electric prods shall be used as little as possible for moving livestock. The animal shall be touched only on the hip or shoulder area. 5. Required Bareback pads are too completely covering the inside of the rigging and are to extend a full 2 inches behind the rigging. 6. Cinches on Bareback riggings shall be made of mohair or other suitable material and at least 8 inches in width at the center, but may taper to accommodate the cinch D ring. 7. Front cinch on Bronc saddles shall be mohair, and shall be at least 8 inches in width at the center, but may taper to accommodate the cinch D ring or rings. 8. Hooks or posts shall not be used on Bull ropes. 9. Bull tails will not be allowed under flank straps. FACILITIES: 1. Chutes must be constructed to prevent injury to an animal. Maintenance men and equipment shall be available at all times to repair chutes if necessary. 16 2. The arena shall be free as possible of rocks, holes and unnecessary obstacles and debris. 3. In order to protect timed event horses, the back and side opposite the timed event chute of the timed event boxes shall either have a lower rail which is not less than 3 inches above the ground and have no obstruction in the area from the ground level up to the lower rail or be lined from the ground level up to a minimum of 3 inches high with a solid panel. Box pads are likewise required for each timed event box. LIVESTOCK: 1. All animals shall be strong and healthy. 2. Animals for all events will be inspected by a rodeo official before the draw. Animals that are injured, sore, lame, sick or impaired eyesight shall not be included in the draw. Should an animal become sick or incapacitated between the time it is drawn as the time it is scheduled to be used in competition, that animal shall not be used in the competition and another animal shall be drawn for the contestant. 3. Steers horns will be trimmed so that they are able to pass through the timed event chute. 4. All Team Roping cattle shall be protected by horn wraps. 5. All horned animals used in the Steer Wrestling and Team Roping shall have their horns blunted to the size of a dime or greater. Animals used in the Bull Riding and bull fighting events must have their horns blunted to the size of a 1⁄2 dollar or greater. If not tipped the 1st offense fine will be $25 a head, 2nd offense $50, 3rd offense $75, etc. 6. There shall be minimum and maximum weight limits in place for timed event cattle. 7. Consecutive runs are not allowed on the same horse or team in the timed events provided there are other qualified horses on the premises unless approval is gained from the Arena Director, Arena Boss or Stock Contractor. 8. Neck rope must be used in the Tie Down Roping. 9. Calves may not be intentionally flipped backward (jerked down). 10. Contestants must adjust rope and reins in a manner that will prevent horse from dragging calf. 11. Rope to be removed from the calf as soon as possible after “tie” is approved. 12. All livestock shall be familiarized with the arena prior to contest where conditions permit. CONTESTANTS: FINALS RULES 1. In order to qualify for the Finals, contestants must have a card and have entered and competed in at least 15 or more approved rodeos in for that year. In the Rough Stock must compete in 10 rodeos for that year. 2. All entry fees must be sent to the office before the deadline date set by the Board of Directors. Fees must be paid with a cashier check or money order. 3. To receive a Finals Award you must be present at the Awards Presentation. Anyone not present will forfeit their awards to next eligible person. 4. Turn Out Finals: If qualifying for the finals must compete in all 3 performances. If contestant turns out 1st performance then must turn out all 3 performances. If contestant competes in 1st performance and turns out 2nd and 3rd performances the fine is $250 per performance, unless injured 17 5. Team Roping; in order to be eligible for the average, must compete with same partner in all 3 performances. If partner hurt/or turns out, can pick up partner from contestants already entered in the finals. If partner turns out before finals starts, then will pick up next qualified contestant in line. 6. Contestants shall ride in grand entry if requested to do so. Long sleeved button shirts (sleeves rolled down, tails tucked in), hats and boots must be worn in the arena. 7. If a contestant is a no show at the finals, he/she will be placed on the suspended list with a $250.00 fine for each performance not competed in. Contestant entry fees will remain in the finals payoff, no refunds given. There will be no substitutions for finals contestants, unless it is the next qualified contestant in line for that event, if said contestant called in for the finals, according to the finals qualifications and entry rules. 8. There will not be any alternate time given to anyone for running stock. You will be expected to compete when called upon. 9. All finals contestants will be given a check in time before the finals; it will be your responsibility to get with your Event Director for any Ground Rules and Finals instructions. When mandatory meeting held contestant must be present, there will be a $150 fine for contestants not present. 10. Timed Event Contestants (Tie Down Roping, Breakaway Roping and Team Roping) will be allowed one loop only at the finals. Steer Wrestling is one jump only. 11. The association will offer Champion Header and Champion Heeler. Contestants qualifying for the finals will be top 15 Headers and top 15 Heelers. Contestant qualifies in both heading and heeling must designate which side he/she will compete in. Contestant cannot compete in both. No pick-up partners, top 15 headers will rope with top 15 heelers. Any team that enters the finals will compete with the person entered as partners. If one or both contestants of said team do not show up, then the team will not compete 12. 45 Second Rule in Place: 1st Infraction is $25; 2nd infraction if $75; 3rd infraction is $150. 13. Positions at the Finals: a. Barrel Racing: 1st Go is 1st place to 15th place 2nd Go is 15th to 1st place contestant. 3rd Go will be drawn for position. contestant. Drag every 5th runner, with tractor remaining in arena. Alley must remain clear at all times, including during the drags. b. Steer Wrestling, Tie Down Roping, Breakaway Roping, Team Roping Positions: 1. 1st Go-Round: Contestants will compete in the reverse order of the qualifiers standings (15 to 1) 2. 2nd Go-round: Contestants will compete in the order of the longest time to the fastest time in previous go-round. 3. 3rd Go-Round: Contestants will compete in the reverse order after the 1st & 2nd go round standings. (15-1). 4. Tie Breaker (for determining position order where times are identical). 1st tie breaker will be single fastest time in any go- round. 2nd tie breaker will be the qualifiers standings prior to Finals competition. 12. The association will be responsible for all trophies awarded on the annual point system. 18 13. There will be no riding circles and/or length of arena before you enter the timed event box. If so there will be a fine of $50.00 14. Stock Draw for the UPRA finals will be: a. 1st Performance: top to bottom (15 to 1) b. 2nd Performance: bottom to top (1 to 15) c. 3RD Performance: top to bottom (15 to 1) PERSONNEL: 1. To qualify for personnel of the year, personnel must meet the qualifications to work the Finals Rodeo. (Work 5 UPRA Ground Rule Rodeos. Qualifications begins when membership is purchased. Judges must be Ceritified, have been to a UPRA Seminar and have met the qualification set by certification lever.) Qualified personnel will be placed upon ballot for voting by the top 20 contstants in each event at the time ballot is published. It is the responsibility of personnel to notify the UPRA Office he/she has met the qualification. The vote will determine, “personnel of the Year.” The Board of Directors will set forth prize for winners. The Board of Directors may use results to determine who works the Finals Rodeo and/or the Board of Directors may hire other personnel to work the Finals rodeo. Categories includes,Secretary, Time Keeper, Judge, Bull Fighter, Pick UP Men and Stock Contractor. The Announcer and Contract Act does not have to meet these qualifications to work the finals rodeo. 2. All contract personnel must follow the guidelines set forth by the association. 3. If a Stock Contractor is qualified for the UPRA finals rodeo, he/she will not be eligible to Judge the UPRA finals rodeo. STOCK: 1. Stock for the UFR shall be selected by event directors, the Finals Committee and Stock Contractors, in order to select the best stock available for finals. In order for stock to qualify for the UPRA finals, it must have had at least 4 outs at 2 UPRA rodeos during the current rodeo season. 2. Stock has to be on grounds 1 day prior to first performance of the UFR. If stock needs to be bucked only once during the UFR, then said animal will be bucked in the first night performance and then the animal can be sent home. 3. If animal is to win a finals award, the animal has to be out twice during the UFR. 4 If animal of the year to be selected prior to the UFR by vote of top 20 contestants in participating event. Animal of the year does not have to be competed on at the UFR to win award. 5. In order for a Stock Contractor to win Bucking Stock of the year, that animal must be owned by that Stock Contractor. 6. If an animal receives a re-ride at the finals rodeo due to inferior performance , said animal is no longer eligible for remainder of finals rodeo. Judge has final say. STOCK CONTRACTORS: In order to qualify for the UPRA finals stock contractors must provide ownership a minimum of 5 head of Bulls, 5 head of Bareback horses, 5 head of Saddle Bronc horses and 5 head of Ranch Bronc horses. Qualification and Rate of Pay as set by the UPRA Board of Directors, rate of pay will be set by the UPRA Board annually. 19 Stock Contractor Finals Qualification: The 3 rodeo rule; may be used only one time to qualify for UPRA finals, once qualification has been used, the 5 rodeo rule qualification becomes effective to qualify for UPRA finals rodeo. Three (3) to (5) Ground Rule Rodeos with 150 Paid Entries (May combine 2 rodeos with less than 150 paid entries) Minimum of 2, Maximum of 5 Head in each Rough Stock Event, Excluding Ranch Bronc 1. 2. 3. 4. 5. 6. 7. 8. 9. 10. 11. Ranch Bronc Event: Qualified UPRA Stock Contractors that offer Ranch Bronc during current rodeo season must have a minimum of 2 or more Ranch Bronc horses available for the UPRA Finals. ARENA SECRETARY REQUIREMENTS AND DUTIES All Arena Secretaries must be approved by the Executive Committee. All Secretaries must purchase a Non-Contest Card to be eligible to Secretary UPRA or UPRA co-sanction rodeos. 1. Secretaries must be at rodeo at least 2 hours before each performance. 2. Secretaries are responsible for obtaining an entrant’s card number when an entry is called in and will require all contestants to show a paid up current UPRA membership card or a receipt for the purchase of such card, when fees are paid. Failure to do so will result in a $50.00 fine being placed upon the Secretary for each infraction of this rule. Secretaries are to check and reject any person who is currently on the suspended list. If known they are to call to the attention of the Judges any person or persons who obtain entry by falsification (using another member’s card or card number, etc.). Any such person or persons who may obtain entry through falsification will be drawn out, if they have already competed, will be disqualified. Entry fees and prize money will be forfeited. 3. All Judging and Timers sheets will be used to record the scores and times (no blank paper with names and times wrote on it) it must be official. All stock is to 20 be drawn for by at least 1 Judge or a Director. Drawing must be done so that any contestant may witness the drawing, if he desires. In all riding events, a complete go-around must be drawn at one time. Results of said drawing are to be posted at least 1 hour before the 1st performance. a. Stock and contestants for other events to be posted in advance of each performance. Positions and stock must be drawn with poker chips in all events. b. There must always be at least 4 or 5 sets of copies of the draw. 1 copy will be in the Secretary’s records, 1 posted for the contestants to view, 1 for the Judge to use and 1 for each of the timers. 4. Upon entering a rodeo timed event contestants will inform the Secretary if they are competing on the same horse and require a split. Failure to inform Secretary when entering forfeits splitting privileges at said rodeo. 5. The Secretary will be responsible for obtaining all forms needed to complete said rodeo. No other forms will be accepted. This includes; result forms, no show sheet, secretary summary and rodeo recap of prize money paid. All forms will be sent to the rodeo secretary, not the producer, unless otherwise advised. 6. There will be no drawing out after the books close. 7. No checks will be taken for fees. 8. Secretaries will hold out finals funds, percentage and stock charge out of fees: a. Finals and Office fees (includes Judges Performance pay, bonus money and call-in fees) $14.00 per contestant (Team Roping – will be $32.00 per team). b. Association Fee – 3%/6% of total entry fees (minus Stock Charge, including Added Money). c. Stock Charge – $20.00 per run for all 8 events. In Team Roping enter once stock charge is $25. Ladies Barrels - $20.00 if drag on 5 names, if not $15.00 d. Finals Fees - $4.00 e. Entry system - $5.00 Non-member fee of $10.00 is to be split $5.00 to the Association and $5.00 to the Producer. This must be collected at all rodeos and included with all monies sent to office. No card-non-member, if said entrant wins $500 or more, UPRA card shall be taken out of winnings. 9. Results of all UPRA sanctioned rodeos must be faxed to the UPRA office by Monday following the completion of each rodeo. All results, monies, Judge’s sheets and day sheets must be sent to the UPRA office by the Secretary on Tuesday following the last performance and no later than 5 days after completion of each rodeo. This includes co-approved rodeos. No call-in fees will be paid if these rules are not followed. 10. All added money to be included in payoff. Added money shall be equally divided among each of the 8 standard events presented, unless one event is featured and stipulated as such by the addition of money in excess of the amount added in the other events. 11. There will be no ground money paid. In case of only 1 qualified ride, that contestant will receive all money for that event. If no qualified rides, Stock Contractor will receive all the money. 12. All contestant money must be mailed out by Tuesday following rodeo. Failure to abide by rule will result in $100.00 first offence, $250.00 second offense and suspension for third offence (Arrangements must be made with UPRA in event of emergency) 13. Appropriate attire must be worn. 21 14. At UPRA ground rule rodeos with $4,000.00 or more added, there will be two UPRA cardholding timers. The rodeo secretary will be only that, secretary. NO EXCEPTIONS! PAYOFF 1. Immediately after completion of rodeo, secretary shall make payment to winning contestant as follows: a. If first place exceeds $2,200.00 (Team Roping not included), 8 places will be paid instead of 6 places (24-19-16-13-10-8-6-4%). b. AVERAGES: A contestant must compete on every head of stock drawn for him in that event in order to place in the average. When 2 or more head of stock are given, an average may be paid. 6. If not enough contestants qualify for the number of places to be paid in any event, the remaining places shall be divided evenly among those contestants who did qualify (have a score or a time). If no qualified ride all monies will go to the Stock Contractor. 7. Any rodeo with Added Money $1,000 are over an event, in the Timed Events, the fees will be $100. 8. Breakaway fees are $100. Failure to abide by rules: a. 1st Offense: $50.00 fine, notified by phone. b. 2nd Offense: $250.00 fine. No finals eligibility 1 year. Notified by Certified mail. Contractor also notified by certified mail. 22 c. 3rd Offense: 1 year suspension, $500.00 fine. No finals eligibility 2 years. Notified by Certified Mail. Contractor also notified by certified mail. d. Contestant, for whom points are reported, must have had a current membership card prior to the performance they contest in at the rodeo for points to be counted as award points. CALL-IN RULES: All call ins will be taken through a Central Entry System. a. Contestant may enter himself and 2 other entries. b. The contestants must call to enter rodeo during times posted through entry system. c. Contestant must have their card number and everyone that they are entering. The rodeo producers and secretaries shall assume full responsibility for entry fees and added money. The association will accept no check for entry fees (If Secretary Takes a check for fees she is responsible for said money. Do not send contestant check to office). TIMERS: 1. There shall be 2 qualified timers at every UPRA rodeo. 1 Official Timer and 1 Back-up Timer. 2. Timers must hold current association membership card. 3. Timers who time the 1st performance in an event shall be required to time all competition in that event. 4. Timekeepers are not to average times. Both timekeepers will record their time and should the official timer fail to get the time, then the backup time will be taken for that contestant only. In the case of both timers failing to get a time, then a re- run will be given and contestant will carry all penalties received in previous run. 5. Steer Wrestling shall be timed in 1/10’s, all other events in 1/100’s except Barrel Racing, automatic timer and 2 stop watches (backup) are required. Times must be recorded as complete times shown on the timer. 6. In Rough Stock events, time will begin when the inside shoulder breaks the plane of the chute or when flagger drops the flag. In timed events, the barrier flag will begin the time and the arena Judge will determine the end of the time by dropping the flag. 7. Timers cannot time the event if they are competing in that event. 8. Air horns or buzzer must be used to signal 8 seconds. 9. If electric timer fails to work during the Barrel Racing on 10% or less of the contestants entered that night, the stop watch time will be recorded for those people. More than 10% will result in all times being stop watch times. 10. Appropriate attire must be worn. Be neat and professional. 11. NO CELL PHONES USED PERIOD!!! There will be a fine if caught on the cell phone. 12. The Tie Down Roping, Breakaway Roping, Steer Wrestling and Team Roping will have a 30 second time limit to complete the run/catch. 13. At UPRA Ground Rule Rodeos with $4,000 or more added, there will be 2 UPRA card holding timers. The rodeo Secretary will be only that, Secretary. NO Exceptions. JUDGES AND JUDGING METHODS 1. All Judges are subject to association sanction and approval and must hold a current association card and certification is subject to board approval. 2. Judges must be hired from an approved list established through the association office. Certified Judges will receive performance pay from the association per 23 performance worked providing they meet all requirements and are in good standing. Certified Finals Eligible, Certified and Approved Judges will be listed by the Board; all others will be placed on the provisional Judging list. Judges will be moved in levels whenever qualifictions are met pending approval from UPRA Judges Directors. Once a judge is listed as Certified, the Judge will remain Certified as long as they participate in a seminar every 2 years and are in good standing. 3. There are 4 tiers of Judges in the UPRA. They are as follows a. Certified A – Judge must attend a UPRA Judging Clinic every 2 years and judge a minimum of 5 UPRA Ground Rule Rodeos in the same year. Certified A Judges are to be paid.75 per paid contestant by the office once all needed documents are approved by the Association. b. Certified B – Certified B judges are to be paid.50 per paid contestant by the office once all needed documents are approved by the Association. Judges will be certified if they have attended a PRCA Wrangler Clinic every 2 years and receive.50 per paid contestant by the office once all needed documents are approved by the office. c. Approved – Judge has attended a UPRA clinic but has yet to meet requirements to be Certified. d. Provisional – All other judges that do not fit the criteria set above shall be placed in the Provisional list. 4. Judges that do not uphold rules may not receive performance pay. 5 Judges pay begins at $150 or up a performance. Standalone slack shall be considered a performance. 6. Stock Contractors will not be allowed to Judge their own stock or rodeo. 7. Any Judge under the influence of alcohol or drugs shall be put on the suspended list and fined, with the option to appear before the Board within 30 days. 8. Judges will not be allowed to Judge Rough Stock events on horseback. 9. If an honest effort has been made by the Stock Contractor to hire an Association sanctioned Judges and none are available, then in that event, Judges may be elected by a majority of the contestants present at the first performance. This has to be approved by the Producer and Rodeo Committee and appropriate UPRA Directors, although said Judge must have a UPRA card. 10 All Judges will know and understand all rules governing rodeo (as set forth in the association rule book and any valid ground rules enacted) and will be responsible for enforcing and upholding same. All decisions will be left to the discretion of the Judges. 11. Judges will be on grounds at least 4 hours prior to 1st performance of a rodeo and at least 2 hours before each performance thereafter, unless other arrangements are made with the Stock Contractor. 12. At double approved rodeos, 1 Judge must be an approved Judge from each association whenever possible, yet one has to be certified and both must have a UPRA card. 13. If contestant receives a bad gate, contestant will be entitled to a re-run providing he/she declares themselves immediately. Upon the Judge’s discretion. 14. All Judges must use a stop watch in Bareback, Saddle Bronc, Ranch Bronc and Bull Riding. 15. Any member who has been on the association suspended list twice in one year is automatically barred from Judging. 16. All stock in contest events must be drawn by the Judges or Association Director. 17. Judges will not be eligible to compete in rodeos in which they are judging, except the line Judge may compete in timed events only. 18. Contestant may pull riggings and ropes from either side in all events. 24 19. If an animal that is drawn in a riding event or timed event becomes sick or injured before it is out, a Judge must pass judgment and the animal’s inability to perform before it can be shipped or replaced in the draw. 20. Any contestant that questions a Judge’s decision, in an unprofessional like manner is subject to a fine by the Board of Directors. Any Judge who enters into a debate and verbally abuses a contestant will also be subject to a fine. 21. Judges will rule on all re-rides or re-runs. 22. Decision of Judges, Flagmen and Timers will be final and no undue protest by the contestant will be permitted. Any contestant arguing or protesting a Judge’s decision will be disqualified for the remainder of that rodeo and will be subject to a $50.00 fine. 23. Conflicts will be settled after the rodeo, not during, with the presence of the Judges and the Event Directors, if available. 24 In the event the Association office receives a letter of complaint with 10 signatures of members from any rodeo against a Judge, that Judge will be brought before the Board of Directors to answer the charges brought against him. 25. A rodeo official violating any association rules or making a decision which does not comply with the association’s rule book (such violation or decision to be witnessed by 1 Officer and 2 Directors) can be temporarily suspended by an Association Director from acting in an official capacity at any sanctioned rodeos. Any decision made by a rodeo official in accordance with the rule book will be final. Such suspension to take effect immediately following the final performance of the rodeo where original improper violation or decision was made by the official. Suspension will remain in effect until the Executive Committee rules whether the rodeo official should remain ineligible to act in any official capacity or be reinstated. 26. If a Judge is also a Director of the association and he imposed a fine on another member or contestant, he has to abstain from voting on that issue involving the person he has fined. This applies to Director fining an individual as well. 27. All fines imposed by a Judge must be in writing and signed when turned into the association office. Fines must be documented on the Secretary’s books and in writing by the Judge of said rodeo. 28. Judges are required to furnish their own supplies used in the course of their job. Stop watch, barriers, and string (etc.). Judges must meet with the Stock Contractor and Event Director, if available before the first performance to set barriers and stake barrels. Measurements on barriers and barrels must be recorded on a form and posted for the contestants viewing. These forms will be furnished by the association. 29. In the Barrel Racing: a. Both judges are required to be present during the barrel race event, 1 Judge flagging and the other Judge across the arena to see that a qualified cloverleaf pattern is run. b. Judge flagging barrel race will stand immediately behind the electric timer. Electric time must be backed up by flag and time recorded on every run. c. Timing shall begin as soon as the horse’s nose reaches the starting line and will stopped when the horse’s nose passes over the finish line. The flagger is not to leave his place unless it is a visibly marked place. If barrel is knocked down the Judge not flagging is responsible for resetting barrels. 30. There will be a flag thrown down on ground for failure to mark out horse and for barrier penalties. 25 31. A helper cannot aid in or restrain a horse in the box during competition, result is a disqualification. MARKINGS: 1. Judges markings are to be from 1 to 25 on the rider and 1 to 25 on the animal, having a total of 50 on each side, making highest possible score of 100 with full spread to be used. The rider and animal will be marked separately; marking the rider according to how much the rider spurs the animal and the animal according to its performance. 2. All scores will be recorded in ink and should not be changed if in compliance with rulebook. Any changes (wrong line, re-ride, etc.) must be noted on Judge’s sheets. 3. After each performance, Judges must total their own score sheets and immediately upon completion, turn the score sheets into the Secretary. Scores and/or times will then be recorded to a master sheet. These records will be official and will not be changed after the completion of each performance. Line judge must mark penalties. RE-RIDES AND RE-RUNS: Judge’s decision on re-rides will be final if in accordance with rules set forth in 1. 2. 3. 4. 5. 6. 7. 8. 9. 10. 11. 12. 13. 14. 15. each individual event. If an animal falls on back, side or belly, a re-ride will be offered. If an animal has run off 3 consecutive times he must be taken off the draw. If, in the Judge’s opinion, rider makes 3 honest efforts to get out on a chute fighting animal and is unable to do so, he may have a re-ride drawn for him. If a qualified ride is made by a contestant and the animal is marked by either and/or both Judges at 12 or under then contestant shall be eligible for a re-ride. In any riding event, if a qualified ride has been made and an animal runs off or stops, rider will have one drawn for him unless flank breaks or comes off, rider has option or re-ride or score. RE-RIDES: In all 3 riding events (bareback, saddle bronc and bull riding) the re- ride animals will be given as: Any “turn out” animals from contestants who have failed to pay fees. The 1st re-ride will automatically be the 1st “turn out” animal and so forth in a sequential manner. In case of no “turn outs” the re-ride will be drawn from the herd. The spur out rule will be waived if horse stalls coming out of the chute. This is up the Judge’s discretion. The spur out rule will be waived if horse fouls any part of contestant (foot, leg, back, etc.) unless contestant declares himself for a re-ride. This is also up to the Judge’s discretion Any bucking animal coming out of the chute backwards, the spur out rule will be waived. Once a horse or bull has been contested on in the re-rides, that animal cannot be drawn for a re-ride again unless Stock Contractor puts animal back in the draw. Contestant not ready to compete after being properly notified is subject to a $25.00 fine. Contestant has a 45 second time limit to leave the chute. If the animal hits the fence while a ride is in progress and the contestant touches the fence, not aiding himself or his ride, he should not be disqualified. If a Pick-Up man interferes in any way with a ride or the rider, hitting the animal, etc. while contestant is making a qualified ride, the rider has the right to receive a re-ride on the same animal, providing he has made a qualified ride to that point. Judge will watch entire ride even after disqualification, in case other Judge feels a rider is entitled to a re-ride, the other Judge will honor his decision. Latch side Judge has first call to determine qualification of ride. 26 16. Any re-ride ask for will be taken or the contestant will receive a no score. 17. Contestant will have until next contestant competes to make his decision on re- ride. 18. Re-rides must be offered in the same performance as the contestant competed in. 19. Re-Ride animals will be posted on Judges sheet. 20. When a contestant is entitled to a re-ride, he may choose the same animal, providing producer is willing, or a re-ride drawn for him. 21. If roper drags calf more than 10 feet deliberately, he will be flagged out and also be subject to a minimum fine of $50.00 and disqualified for remainder of rodeo. 22. If neck rope fouls contestant in any timed event, he will be entitled to a re-run if he declares himself immediately, at the discretion of the Judge. 23. If calf/steer gets out of arena, the flag man is to stop the time and roper will get the same calf back; lap and tap, (roper to start in chute) with the time he/she had when calf got out, added to the time. 24. If wrong calf/steer is given to a contestant he shall be given the correct animal drawn for him and time on incorrect animal shall be disregarded. No re-runs will be given to the hanging of horns on chute. If flag Judge miss flags contestant, he has option to make the contestant run over. 25. No re-runs will be given due to default or breakage of contestant’s equipment. 26. Animal must cross score line in front of judge. If animal does not, by no fault of contestant (in judges opinion), and contestant declares him/herself, contestant will receive a rerun with no penalties, on a new animal (with sullen animal being pulled off herd). See misdraw procedure to replace animal. DRAWING OF LIVESTOCK 1. All stock must be branded with a legible number. No duplicate numbers can be used. 2. If an animal is disqualified from competition after the draw has been made, a new animal will be drawn for the contestant from the balance of animals that are not already drawn or from the re-ride pen. The re-draw will be done by the misdraw method. Misdraw should affect the least amount of people. a. If one or more extras are available, all animals not competed on below the misdraw up to the end of the run on the cattle shall be eligible to be drawn. One animal is drawn, that being the animal assigned to the contestant with the misdraw. The contestant who originally had that animal will be assigned the extra. All other contestants will be assigned the animals originally drawn for them. b. If no extras are available, all unused animals below the misdraw up to the end of the run on the cattle shall be eligible to be drawn, with the last unused animal drawn in that run designated the extra. c. Treat each misdraw individually. 3. All stock and positions (performance and slack) will be drawn and posted at one time. All stock must be drawn with poker chips for each chip labeled with each stock number for each individual animal in each event at every UPRA sanctioned rodeo. If this is not done it will be considered a Class A violation. The 1st time $250.00, the 2nd time $500.00 and the 3rd time not eligible to secretary a UPRA sanctioned rodeo. 4. All runs must be kept even on all timed event cattle. A run is not complete until every animal has been drawn at least once. Judges should work with Secretaries to insure that all runs are kept even and fair. 5. Stock will be drawn not more than 2 hours prior to the rodeo at the arena. 27 6. If an animal that is drawn in a pen in a timed event becomes sick or crippled before it is out, a Judge must pass on the animals inability to be used before it can be shipped or replaced in the draw. 7. No Breakaway or Tie Down calves may be used in the calf scramble, in the event this occurs a fine will be $100.00 1st offense and an additional $50.00 added thereafter. 8 All stock will be drawn to finish run on cattle before any cattle can be re-run. BARRIERS 1. A 10 second penalty will be added for breaking or beating the barrier. In timed events, a barrier will be considered broken when ring drops within 10 feet of the post, at discretion of Judge. Barrier equipment must be inspected by the Judge before each timed event. If equipment is faulty, it must be replaced. Should barrier break at any point other than the designated breaking point, decision is up to the barrier Judge. If contestant obviously beats the barrier but the barrier rope is broken and string is unbroken, barrier Judge may add a ten second penalty. Otherwise this shall not be considered a broken barrier. Should horse rear at pin, this constitutes a barrier penalty. 2. Barrier must be used at all sanctioned rodeos. Length to be decided according to length of box and arena. All neck ropes must be tied with string. No rubber bands or metal snaps can be used on barriers. Breakaway Hondo device can be used. 3. Judges are responsible to see that barriers are in place before first performance and will see that barrier is proper length. Barrier Judge will be responsible for measuring barrier with tape measure before roping and dogging in each performance to insure it’s same as setup. Length of score shall be listed with the Secretary and referred to as needed. 4. In order for time to be official, flag must be dropped. 5. If automatic barrier stretched in front of horse fails to work, but time is recorded, contestant or team will get time and there will be no penalty for broken barrier, at discretion of the Judge. 6. The height of the barrier is to be 32” to 36”, measured at the center of the box. Barrier not considered broken unless ring drops within 10 feet of post. 7. When barrier is stretched and animal is standing contestant has 45 seconds to call for stock. After 45 seconds stock will be released and contestant receives a no time. 8. If at any time a contestant or a contestant’s handler is caught interfering with the barrier in any form (either by changing length, score line or holding neck rope), contestant will be disqualified and receive a no time. 2nd offense, there will be a fine of no less than $50.00 and 3rd offense will be suspension from association. 9. Stock belongs to contestant once he/she has called for it. If neck rope fouls contestant they must declare themselves immediately. It will be the Judge’s decision to award re-run. If contestant tries to contest stock after a foul, no re- run will be allowed. 10. All score line lengths are to be set by Judges and recorded on official UPRA sheet to be posted at rodeo, and then turned in to UPRA office. Deviations in score lengths (with disregard to event director’s advice) subject to fine. a. Tie Down Roping and Breakaway Roping – At indoor rodeos, the length of score will be the length of the box minus 3 feet. The minimum length score at outdoor rodeos will be the length of the roping box minus 2 feet, straight back. Providing arena conditions and cattle allow. b. Steer Wrestling – Once score line has been set it will not be changed during that go around, nor will steer wrestling box, chute or barrier be 28 changed in any manner, measured straight back from the pin to corner of box, the neck rope must not be more than 1/2 the length of the box, unless approved by director. Provided arena conditions and cattle allow. c. Team Roping – Maximum length neck rope shall be 2 ft. shorter than the box straight back. Provided arena conditions and cattle allow. d. When heifers are roped in Team Roping, score must be 2 foot (24”) under/neck rope 4 foot (48”) less than length of the box unless approved by both Team Roping directors. 11. If Barrier malfunctions it is to be fixed at that time and a Re-rune will be given. At Judges Discretion. FIELD FLAGGER 1. In any event if an animal escapes from the arena, flag will be dropped and watches stopped, contestant will get animal back lap and tap start, time already spent will be added to time used qualifying, plus any penalty, if time is not recorded, the decision of the flag Judge will be final. a. If rope is on animal, roper will take animal lap and tap. b. Flag Judge shall position himself for Tie Down Roping at the end of the arena allowing him to come toward the roper. In Team Roping field flag man shall place himself against the fence on the left hand side of the timed event box. In Breakaway Roping flag man will position himself on side rope breaks from saddle horn. In the Steer Wrestling the flag man will position himself on the left hand side of timed event box on dogger’s side. c. If contestant is given wrong calf, contestant will be given the correct calf that was drawn for contestant and time of incorrect calf will be disregarded. d. If calf gets up or comes untied in Tie Down Roping, then Judge will show the stop watch time to contestant. TIMED EVENTS: 1. If two contestants are riding the same horse and are drawn in positions together, they must ask to be split, when possible, so that it won’t take any more time than needed. a. If contestant does not make an effort to advise secretary of this a $25.00 fine will be imposed on them. (Must be paid before they can compete). 2. In the event of any cattle change, due to setting up, kicking, ducking back, etc...or old cattle, two members are to go with Director of said event as witness to tell Producer to take out or replace one or more head of stock. Thus, if not done as proposed, the Producer is to be fined no less than $50.00. 3. Stock belongs to contestant once he/she has called for it. 4. A minimum of 3 head of steer/calves will be penned when bringing cattle back. 5. Barrier Judge will be sure no one stands close enough to the barrier or equipment to tamper with it. Any judge failing to comply with these instructions will be declared ineligible. 6. Cattle Pushers – The individual pushing the cattle in the timed events cannot leave the mouth of the chute until the animal has crossed the score line. Penalty for failure to abide by this rule will be a $25.00 fine charged to the contestant. 7. A helper cannot aid in or restrain a horse in the box during competition, result is a disqualification. 29 DISQUALIFICATIONS: If stock is turned out by contestant, the contestant turning out the stock will be disqualified in all events for remainder of that rodeo; however, if stock is mounted, roped or wrestled at the contestant’s expense, he may compete on future stock at that rodeo, except in case of injury of the contestant. 1. Any member tampering with any competition livestock will be disqualified at that particular rodeo. 2. No contestant may be disqualified from a sanctioned rodeo for any altercation or charge of rowdyism that takes place anywhere outside of the rodeo grounds. Contestant may be disqualified for any of the following offenses within the rodeo grounds. a. Being under the influence of alcohol narcotics. b. Riding with rowels too sharp or locked rowels or rowels that will lock in the opinion of the Judges. c. Altercation or quarreling with the Judges or Officials in the arena. d. Any contestant deliberately abusing livestock at a sanction rodeo, regardless of whether abuse happens during a qualified run, will be removed from the arena and totally disqualified from the rodeo. e. Not being ready to compete when called upon. f. Cheating or attempting to cheat in any way. g. Being bucked off before the 8 second buzzer. h. In Saddle Bronc, changing hands on rein, wrapping reins around hand, pulling leather, losing stirrup or wrapping reins around horn. i. In Bareback, Saddle Bronc and Bulls, touching himself or animal with free hand, assisting himself with free arm by touching animal or binding his hand to the rigging in such a manner that he cannot get off horse when Pick-Up men arrive. j. Failing to mark horse out of chute or hanging up may result in Disqualification, at Judges discretion. k. In Bull riding using sharp spurs, using bell hook, chap tucks or any gimmicks or spurs placed in knothole of rope, while pulling rope. Ropes cannot be used that have any knots, wires or other aids for the purpose of placing spurs therein. $100 fine for using spurs too sharp and no marking, if discovered by Judge. l. Leather Latigo straps, only. 3. If horse stalls coming out of chute, either Judge may tell rider to take his feet out of the horse’s neck and spur horse in the belly, spur out rule will then be waived. Rider may not be disqualified for following Judge’s request. 5. No re-rides will be given due to default or breakage of contestant’s equipment. Borrowed equipment is accepted as contestants own. 6. Contestant not ready to compete after being properly notified is subject to a $25.00 fine. There will be a 45 second time limit enforced. 7. Contestant will be disqualified if he attempts in any way to tamper with chutes or animals (during, before or after a performance). 8. Hazer must not hit steer in face before catch is made, or render any assistance to contestant while he is working steer. Failure to observe this rule will disqualify contestant. 10. Members and permit entries must be disqualified and will be fined $50.00 for being in arena or contesting in a UPRA sanctioned rodeo in short sleeved shirts or tennis shoes. 30 EVENT RULES BAREBACK RIDING 1. One hand is to be used in Bareback Bronc riding. Riders may use their own rigging, if rigging is not over 10 inches in width at handhold or a freak. A leather covering pad must be on the entire underside of the Bareback rigging next to the animal. Riders may use dry rosin or tape on handhold and glove only. 2. Horses will be ridden 8 seconds. Contestant will have the right to call Judges Pass on whether or not the horse was properly flanked and cinched. 3. To qualify, rider must have spurs over the break of the horse’s shoulders and touching the horse when horse’s feet hit the ground on the first jump. a. If a horse stall’s coming out of the chute, either Judge may tell the rider to take his feet out of the horse’s neck and spur the horse in the belly. First jump qualification may be disqualified for not following the Judge’s instruction to take feet from neck of horse stalled in chute. 4. Horses are not to be hot shot until turned completely out of chute, unless requested by rider. 5. Both Judges will use a stop watch. Time will start when horse leaves the plane of the chute with the inside shoulder, and will stop when rider disqualifies himself or buzzer sounds. 6. There will be no ground money. In case of only 1 qualified ride, the qualifying contestant will receive all money in that event. Points will count for all money paid. If no qualified rides, Stock Producer will receive all the money. 7. Judges must carry a flag and should rider fail to mark horse out of the chute, flag is to be thrown in the air to signal disqualification. 8. If flank comes off or breaks before the 8 second ride is complete, the rider is entitled to a re-ride as long as he makes a qualified ride: if he wants a re-ride on the same horse, it is at the Stock Contractor discretion. 9. Rider cannot have a hand in rigging while it is being pulled. 10. Judges shall disqualify contestant who has been advised he is the next rider to go, if he is not above the animal with glove on when previous horse leaves the arena. a. Contestant not ready to compete after being properly notified is subject to a $25.00 fine. Contestant has a 45 second time limit to leave the chute. 11. Riders who are fouled at the chute or when horse falls out of the chute will be entitled to a re-ride at the discretion of the Judges. Contestant must declare himself to receive a re-ride. 12. Quick release devices on Bareback rigging will be accepted as legal equipment. You will still be subject to hang up fine if you have to use it and no re-rides will be given due to failure of these devices. 13. Contestant accepts arena conditions when he/she nodes head or comes running. 14. All Judges Decisions will be final. SADDLE BRONC RIDING Measurements for the saddle to be: RIGGINS – 3⁄4 inch with front of D-Ring no further toward cantle than rear of swells. CANTLE – no more than 5 inches tall from jockey to highest point. SWELLS – no more than 14 inches wide or undercut more than 1 inch either side. STIRRUPS – hung on bars, not less than 14 inches long. No freaks. Leather latigo straps, only. 31 1. Riding to be done with plain halter, one rein and saddle. Standard halter and “association” committee saddles must be used. If contestant fails to comply with this rule, contestant will be disqualified. Rider to furnish own equipment. 2. Riding rein and hand must be on the same side. Horses to be saddled in chute. Rider may cinch own saddle or examine same to determine if satisfactory. Rein must be attached to halter. 3. Rider must have spurs over the break of horse’s shoulders, touching horse with same, when horse’s front feet touch the ground the 1st step/jump out of chute. 4. Horses are to be ridden 8 seconds, time to start when the inside shoulder breaks the plane of the bucking chute. If horse backs out of the chute or turns around, rider will get a free roll. 5. Rider will have the right to call on the Judges to pass on whether or not a horse is properly flanked and saddled to buck its best. Middle flank belongs to the rider, however cannot be cinched any further on the horse than straight up and down. 6. Horse will not be hot shot till turned completely out of chute, unless rider agrees. Rider must tell flank man and 1 Judge if he desires hot shot, however if horse fails to buck, no re-ride will be given. 7. There will be no ground money paid. In case of only 1 qualified ride, that contestant will receive all money for that event. Points will count for all money paid. If no qualified rides, stock producer will receive all the money. 8. Rein belongs to the stock contractor. 9. If horse stalls coming out of the chute, either Judge may tell rider to take his feet out of the horse and spur the horse in the belly; 1st jump qualification will be waived, Judges discretion to be used. 10. Dry Rosin only may be used on saddle and chaps, no foreign substances allowed. Horse belongs to rider, when rider mounts. 11. Judge must carry a flag and should rider fail to mark horse out of the chute, flag is to be thrown in the air to signal disqualification. 12. There must be a minimum of 2 entries in this event to constitute a contest. 13. If Director sees any reason for taking a certain animal out of the draw, he will be eligible to do so. 14. At any rodeo adding $200 or more no unproved horses will be used. 15. Contestant accepts arena conditions when he/she nodes head or comes running. 16. All Judges Decisions will be final. RANCH BRONC RIDING 1. All saddles will be stock saddles with no alterations to standard Ranch Saddle. No Saddle Bronc tree can be used. No front binds. No Bucking Rolls or extra Added Swells on saddle. 2. NO NIGHT LATCH. No nylon Laitgo. 3. No whips, quirts or ropes, etc can be used. 4. Double grab is a no score. 5. Back cinch hobble to front girt, no more than 12 in. 6. Rider must have rein hand on same side of horse’s neck. 7. Contestant must spur the animal before he will be awarded a re-ride. 8. No excessive tightening of cinch. 9. Stock Contractor has say so on Halter and Rein placement or use. 10. Points will be given 1⁄2 for the animal and 1⁄2 for the contestant. 11. Points will be given for spurring and fanning with the contestant’s hat. Excessive whipping will be subject to disqualification. 12. Horses will be ridden for 8 seconds. 32 13. Halter must be plain with one rein. 14. Contestant can use free hand to hold to saddle, but not wrapped in anyway in strings or rope. 15. Contestants must be dressed in cowboy attire (hat, boots, and long sleeved shirt). Chaps are optional. 16. Using sharp or locked rowel spurs will be grounds for disqualification. 17. Saddle and chaps shall be free of glue or any sticky substance. 18. Contestant accepts arena conditions when he/she nodes head or comes running. 19. All Judges Decisions will be final. BULL RIDING 1. Both Judges will use a stop watch. Time will start when bull leaves the plane of the chute, inside shoulder, and will stop when rider disqualifies himself or buzzer sounds. This will be mandatory at the finals, also. Animal must be ridden 8 seconds for a qualified ride. 2. Riding to be done with 1 hand and loose rope; with or without handholds. No knots or hitches to prevent rope from coming off bull when rider leaves bull will be permitted. Rope must have a bell. No bell, no marking. Bell must be under belly of bull. 3. All bulls having horns must be dehorned, tipped to the diameter of a 1⁄2 dollar or greater, kept out of the draw. 4. If rider makes a qualified ride with any part of the loose rope in riding hand, he is to be marked. 5. Rider will have the right to call Judges to pass on whether or not bull is properly flanked to buck its best. 6. Only 5 point “plain” or “notched” spur rowels one rowel per shank may be used in the bull riding. One shank per spur. 7. If a bull has run off 4 consecutive times, he must be taken out of the draw. 8.
