[Penalties]** Willful violations of any provisions of this Circular shall be subject to the penal provisions of Act 3846, as amended. **V. [Effectivity]** This Circular shall take effect immediately upon approval and it supersedes any order, Circular, or instruction or part thereof which is inconsistent herewith.
