Human resource planning should serve as a link between human resource management and the overall strategic plan of an organization. Human Resource Management Human Resource Planning As defined by Bulla and Scott, human resource planning is 'the process for ensuring that the human resource requirements of an organization are identified, and plans are made for satisfying those requirements'. Human Resource Management Human Resource Planning Stainer has defined human resource or manpower planning as, "Strategy for the acquisition, utilization, improvement and preservation of an enterprise's human resources. It relates to establishing job specification or the quantitative requirements of job determining the number of personnel required and developing sources of manpower". Coleman has defined human resource or manpower planning as, "the process of determination of manpower requirements and means of meeting those requirements in order to carry out the integrated plan of the organization". Human Resource Management Human Resource Planning According to Wickstrom, human resource planning consists of the following activities: • Forecasting future manpower requirements, either in terms of mathematical projections of trends in the economic environment and development in industry, based upon the specific future plans of a company; • Making an inventory of the present manpower resources and assessing the extent to which these resources are employed optimally; Human Resource Management Human Resource Planning • Anticipating manpower problems of projecting present resources into future and comparing them with forecast of requirements to determine their adequacy, both quantitatively and qualitatively; • Planning the necessary programmes of requirement, selection, training, development, utilization, transfer, promotion, motivation and compensation to ensure future manpower requirements are properly met.
