(032) 420-9728; 422-4605 Website: www.mdci.edu.ph ENHANCED INSTRUCTIONAL MATERIALS No. 2019-05 STCW 3.1.1c TOPIC NO. 13: AVOIDANCE OF FALSE ALERTS AND ACTION TO BE TAKEN IN THE EVENT OF ACCIDENTAL ACTIVATION Annex A The ship being in the open sea or inshore is prone to distress/accidents despite of the safety precautions taken. Accidents may happen aside from the normal acts of nature which may endanger the ship. In the case of fire on board ship, the situation is so different if the fire broke out on land where one can seek help from the neighborhood or fire department. Seeking help while at sea is by means of an alert distress signals. Annex A There are various means of sending alert signals for a ship at sea. These include: 1. Sending off distress alerts by means of the Radio Transmission like the Very High Frequency (VHF) (DSC) 2. Automatic Distress Alert on board (Satellite transmission) 3. By sound or light signals (Morse Signaling) 4. By pyrotechnics, EPIRBs, and SARTs 5. Orange Smoke Signals 6. Hoisting of flags N and C 7. Dye Marker at sea Annex A Images of the Distress Alert Signals Annex A Action to take in case of False Activation of Distress Alerts RESOLUTION A.814(19) GUIDELINES FOR THE AVOIDANCE OF FALSE DISTRESS ALERTS GUIDELINES FOR AVOIDING FALSE DISTRESS ALERTS Administration should: 1. inform shipowners and seafarers about the implications of the rising number of false distress alerts; 2. take steps to enable ships properly to register all GMDSS equipment, and ensure that this registration data is readily available to RCCs; Annex A 47 CFR § 80.335 - Procedures for canceling false distress alerts 3. tune for radiotelephony on the distress and safety frequency in each band in which a false distress alert was transmitted; and 4. transmit a broadcast message to “All stations” giving the ship's name, call sign or registration number, and MMSI , and cancel the false distress alert frequency in each band in which a false distress alert was transmitted. Annex A Action to take after sending a false distress alert in DSC Turn off the power to the unit to stop the DSC call then turn power back on and make a voice announcement to cancel the alert on Ch-16. Send a DSC call canceling the Distress Alert. No specific action is necessary. Turn off the power and make a voice announcement to cancel the alert on Ch-70. Action to take after sending a false distress alert on MF 7-33E2: What action should you take after sending a false Distress alert on MF? Make a voice announcement to cancel the alert on 2182.0 kHz. Make a voice announcement to cancel the alert on 2187.5 kHz. Make a voice announcement to cancel the alert on 2174.5 kHz.
