Students’ participation 2 UV’s bylaws A proposal was initially approved by the UV senate in 2003. In 2004, the regional government of Valencia approved the statutes and published them in the Official Journal of the Valencian Government (Diari Oficial de la Comunitat Valenciana – DOCV). 3 The official name: UVEG Universitat de València (Estudi General) (UVEG) is the name adopted by the institution governed by the present Statutes, notwithstanding the official general validity of the abbreviated name of Universitat de València. UV’s bylaws, Article 1 4 The UV as a public service The University of Valencia, as a public service, is responsible for providing students with the teachings needed for their educations, their preparation for professional practice or artistic activities (…). UV’s bylaws, Article 3 5 The UV’s social aims The University of Valencia is at the service of the intellectual and material development of the peoples, of the progress of knowledge, of peace, of equality between men and women, and the ecological defense of the environment (…). UV’s bylaws, Article 4 6 The UV’s languages The official languages of the University of Valencia are those recognized as such by the Statute of Autonomy of the Valencian Community (Spanish/Castilian, and Valencian). As a public institution, the native language of the University of Valencia is the native language of the Valencian Community. For the purposes of the present Statutes, we accept both its academic name, Catalan, and the name used in the Statute of Autonomy, i.e. Valencian. UV’s bylaws, Article 6 7 UV’s structure The Universitat de València is organised, according to its purposes, into departments, faculties, schools, research institutes, doctoral schools, colleges, university halls of residence and all other faculties and schools, services and specific structures needed for the fulfillment of its functions. UV’s bylaws, Article 14 8 Faculties and schools functions Faculties and schools are in charge of organising teaching as well as the academic, administrative and management processes leading to the award of degrees. They can also organise courses leading to the award of other qualifications, as well as extracurricular and cultural dissemination activities. UV’s bylaws, Article 31 9 Departments functions and organization The departments constitute the teaching and research units in charge of coordinating education according to the University’s programme and of promoting research and other academic activities related to one or more disciplines. They can consist of one area or a set of areas of knowledge. Such areas can be gathered by academic or scientific affinity, on the basis of effectiveness and efficiency criteria. UV’s structure FUNDACIÓ GENERAL DE LA UNIVERSITAT DE VALÈNCIA It cooperates to fulfill the UV’s goals. Its activity is focused on different areas: § Cooperation and Solidarity (Patronat Sud-Nord, 0,7 Program, Delegation for the integration of people with disabilities). § Participation (Voluntariat Cultural, Amics i Antics Alumnes). § Information and Documentation (Centre de Documentació Europea, InfoSud). § Training (Courses of various Patronats and Programmes, Chairs UNESCO and Mediterránea, etc.). § Plastic and performance arts, music (Patronat Martínez Guerricabeitia, Patronat d’Activitats Musicals, Orquestra Filharmònica de la Universitat de València, Orfeó Universitari, etc.). 1. UV’s structure FUNDACIÓ GENERAL DE LA UNIVERSITAT DE VALÈNCIA Its activity is focused on different areas (cont.): § Job placement (Observatory of Professional Insertion and Labour Advice OPAL). § Cultural Heritage (restoration and classification programs). § UV’s image promotion (La Tenda de la Universitat). § Services to the UV (provision of administrative, economic and marketing support to any project leaded by the UV). 1. UV’s structure UV’S CHAIRS Institutional and Business Chairs (Cátedras) constitute a privileged space for the development of training, research and knowledge diffusion. They are supported by competent teams of researchers and specialists. Many are the outcome of agreements with public administrations or private companies. The Senate (Claustro) is the highest representative body. It is responsible for regulations, resolutions and control. 2. The Senate shall consist of the rector, who shall serve as chair; the general secretary, who is the Senate's secretary; the general manager, and 300 members elected according to the following distribution: UV’s bylaws, article 81 22 CENTRAL COMMITTEES OF 1. UV’s structure THE UNIVERSITAT The Senate’s 300 members are elected according to the following distribution: § 153 faculty members with a Ph.D. and a permanent position in the University, and 38 faculty members without a Ph.D. or without a permanent position, elected by the teaching and research staff. § 75 members elected by students. § 30 members elected by administrative and service staff. § 4 members elected by trainee research staff. UV’s structure THE UNIVERSITAT The Governing Council (Consell de Govern) is the collective governing body of the University of Valencia and, as such, it develops the general university policy approved by the Senate, it exercises regulatory powers not reserved to other university bodies as well as the powers to propose, report and resolve as assigned to it by the present Statutes and other applicable provisions, and it assists the rector in all matters within its competence. UV’s structure THE UNIVERSITAT The Governing Council consists of: § The rector, who shall be chair, the general secretary, who is also the Council’s and the general manager. § 15 members of the university community, appointed by the rector. § 20 Senate members elected by the Senate from among the representatives of the various sectors in the following numbers: § 9 representatives of permanent teaching staff holding a Ph.D. § 2 representatives of non-permanent teaching staff or not holding a PhD. § 1 representative of trainee research staff. § 3 representative of administrative and service staff. § 5 students representatives. § 15 representatives of deans and directors of faculties or schools, university research institutes and departments (…) § 3 members of the Board of Trustees (Consell Social) from outside (…). UV’s bylaws, article 88 26 CENTRAL COMMITTEES OF 1. UV’s structure THE UNIVERSITAT The rector is the highest authority of the University of València. She holds its representation, governs it, manages it, and is responsible for it before the Senate, in accordance with the law and the present Statutes. UV’s bylaws, article 93. María Vicenta Mestre Escrivá The rector is elected by direct vote and by universal, free and secret suffrage. The vote is weighted by sectors of the university community. UV’s structure THE UNIVERSITAT Executive Council Vice-rectors are appointed by the rector among the members of the University of València who meet the legal requirements. Vice-rectors help the rector in his/her tasks and exercise the powers attributed to them to ensure the operation of the University of València. The rector coordinates the functions assigned to the vice-rectors, notwithstanding their powers and responsibilities. UV’s bylaws, article 105.1 31 2. Faculty’s structure COMMITTEES OF THE FACULTAT Article 4 RRI* Faculty of Economics: § “The governing bodies of the Faculty of Economics are the Board of the Faculty and the dean. Likewise, the academic commissions for the degree (CAT’s) and the rest of the committees provided for in this Regulation will be established”.* RRI: Reglament de Règim Intern 32 2. Faculty’s structure The Board of the faculty is the highest representative body, where its members are represented. The Council consists of a dean (chair), and 60 members elected according the following distribution: § 31 faculty members with a PhD and a permanent position in the University. § 5 faculty members without a PhD or without a permanent position. § 2 members elected by (and among) trainee research staff, linked to the departments or department sections assigned to the Faculty. § 16 members elected by (and among) students. § 6 members elected by (and among) administrative and service staff. Faculty’s structure The functions of the Faculty’s Board (Junta de Facultat): a) Choosing the dean. b) Proposing internal regulations of the Faculty to the Governing Council. c) Formulating a censure motion to the dean, whose approval will imply his/her resignation. d) To elect, and, if applicable, revoke the representatives of the Faculty in the University’s bodies. e) Formulating proposals for the faculty’s budget and approve the budgetary allocation. f) Issuing a report on the proposals of the curricula g) Proposing the introduction of the new degrees. h) To propose the creation of titles and diploms of the University of Valencia. i) Preparing the proposal for allocation of spaces. j) Creating and approve the composition of the academic comissions of title and all the comissions that are deemed necessary for the fulfillment of their functions l) Formulating the requests of the necessary personnel for the fulfillment of the functions of the faculty. m) To approve, in order to facilitate its evaluation, the annual activity report that will be sent to the Rectorate. n) Resolving conflicts that may arise in the Faculty. o) Proposing the award of prizes and honors. p) Approving the regulation provided in article 43.2.d. of the Statutes of the Universitat de València previous report of the corresponding center’s commissions. q) All those that reserve the Statutes and the current legislation. Students’ participation The students of the University of València can participate in the decision making on the subjects that concern them, through the assemblies of students of group, faculties and university, which are the maximum bodies of participation in the respective scope. Students’ participation Article 175 Statutes of the UV The funcions of the faculty or school Student Council Branch shall be: a) To agree and propose the measures it deems appropriate for the best defense of the students rights and interest. b) To agree to call the faculty or school sutdents assembly with the periodicity stated in the regulations. c) To propose to the Governing Council, for its approval, a regulations Project that rules its constitution and operation. d) To choose the Coordination Board that, in accordance with the regulations, shall ensure the enforcement of the agreements of the assembly. e) To coordinate the initiatives that arise from the faculty or school assemblies. f) To propose the distribution of the Budget allocaton that, at the University of Valencia, is devoted to students sports and cultural activities. g) To choose and, if appropriate, dismiss the representatives of faculty or school committees and of those university commitees where each faculty or school has a system of representation. h) To choose among its membres, and if aplicable, revoke the persons that will be part of the Student Council representin the faculty or school representatives assembly. i) To be heard in the disciplinary proceedings open to students in the respective faculty or school. j) To elaborate and raise proposals to the faculty or school board and, through the Student Council, to the Governing Council and to the Senate. k) To fulfill all tasks entrusted to them by the faculty or school board and, in general, those derived from the present Statutes.” 40 4. Students’ participation Article 178.1. Statutes of the UV There are functions of the General Assembly of Students: § a) Agree and propose the measures it deems appropriate for the best defense of the rights and interests of students. § b) Propose to the Governing Council, to take advantage of it, a draft regulation that regulates the constitution and operation. § c) Choose the Coordinating Board that, in accordance with the regulations, must ensure compliance with the agreements taken by the Assembly. § d) Coordinate the initiatives that arise from the center assemblies. § e) Propose the distribution of the budget allocation that, in the field of the University of Valencia, is dedicated to sports and cultural activities of students. § f) Choose and, if appropriate, revoke the representatives of students in the university commissions. § g) Prepare and raise proposals to the Governing Council and the Senate. § h) Participate in the commissions in charge of the distribution of scholarships, grants and credits for students of the University of Valencia, as well as in the setting of the criteria for their concession. § i) Carry out all the tasks entrusted to it by the Senate or the Governing Council and, in general, those derived from these Statutes. 42 WHAT CAN YOU DO FOR YOUR FACULTY? 43
