Factors like motive, intention, and capability play a huge role. -Motive: Political, personal, religious, hate, prisoner release -Intention: To kill, hurt, destroy, hurt the reputation, and hurt the economy -Capability: Bomb, highjack, or shoot Why target Civil Aviation? -High-profile industry -Force governments to react -Cause high number of death and injuries -Huge impact with limited risk (paid to die) Who poses a threat to Civil Aviation? -Terrorists: Political, financial, religious, intent to kill a large number -Criminals: Acting for profit and commercial or financial gain -Refugees: Asylum seekers (desperate) -Mental Illness: Behaviors that may be a threat to others (suicidal) -Protestors: Can disrupt operations or be used as a decoy and source of information -Journalists: They can go to extreme lengths for a story or be used by a terror group Types of threat: -Unlawful seizure when in the cabin, turns to highjack when moved to the cockpit -High jacking: - Best time is around 500 ft (Full fuel, empty isles, everyone seated) -Attacks from ground: Ground to air missiles -Bomb on Board: Anytime a passenger is offloaded or a no show, his/her belongings get offloaded -Sabotage at the Airport -Attack on the Airport -Off Airport locations: Catering & Cargo -Interference while or after screening -Airport Systems Known Cargo: Cargo that is screened and sealed Unknown Cargo: Any cargo with broken seal; should be sent back to screening Insider Threat: Used for planning attacks, information, smuggling Managing the insider threat: -Managing the threat is everyone's responsibility -Suspicious actions and activities should be reported immediately -Managers should seek advice from security department, legal advisors, and other relevant authorities Threats are assessed by Ministry of Interior (MOI) & Kuwait National Intelligence Agencies. Information is passed down to Directorate General of Civil Aviation (DGCA) who then will pass it to Kuwait Airways (KAC). Threat Levels: Red -- High (Stop Operation) Orange -- Medium (Continue but with caution) Green -- Low (Good to go) Aviation Security Roles & Responsibilities: Overall appropriate authority is the Directorate General of Civil Aviation (DGCA) Policing, screening, customs & immigration. ICAO -- highest Authority (Annex 17) DGCA 3 Key Documents to bs implemented: NCASP, NCASTP, NCASQCP KAC 3 key Documents to be implemented: KASP, STP, SQCP Personal Responsibility: - Being Aware - Being Knowledgeable - Having the will to act Security should always check for ID's (KAC staff IDs should always be visible) IDs should be checked for: -Picture -Expiry Date -Issuing department Report missing staff IDs immediately Passenger ID or pass consists of (Passport or civil ID) and boarding pass. Check-in officer shall also ask security questions. (Did you pack your bag? Are there any batteries inside? and so on \...) Vehicles have passes as well Temporary Permit: Permit must be displayed at all times with date Staff Screening Checkpoint Prohibited Articles: Explosive substance and device Firearms: Allowed only under special procedures (MOI Z1) Sharp Objects Blunt items: baseball bats etc\... Stunning Devices: Allowed only under special procedures (MOI Z1) pepper spray, teasers etc... Keep your security knowledge safe; it might be used against you & your company Report someone who asks you to pass an item through security Report anyone taking photos of security area or any sensitive areas Suspected item: Something that seems to be out of place Keep people away from said item Ask people if they own the item Keep a safe distance between the item, yourself, and everyone else for their own safety Monitor said item at all times Report the location of the item to security Unattended item: Check, report, then send Suspicious behavior People of vehicles near sensitive areas Taking videos or photographs of sensitive areas Someone asking about security procedures Threats to aviation are received in more than one way Telephone Text Message Face to Face Social Media Mail & Email If someone threatening the company gets ahold of you Do not hang up Write down the time and any other information that might be useful Keep the line open as long as possible Keep him/her talking Gather as much information as you can in the shortest time possible Share and pass the information to the security team Listen to the sounds in the background Listen for specific words, phrases, accents, and speech pattern 5 W's, Life-saving questions Where is the bomb? When will it go off? What does it look like? Who are you? Why are you doing this? Threat Levels Red: Stop very credible information Amber: Extra security the information is somewhat credible Green: Continue daily operations as normal
