Standards for Physical therapy services and practitioners By Dr Joseph Wageh Saweres After completing this lecture, the student will be able to: 1. Define Physical therapy services 2. Recognize the International Standards for Physical Therapy Services (Practice) 3. Realize the International Standards for Physical Therapy Practitioners Standards for Physical therapy services and practitioners Physical therapy services: It is an organized unit providing physical therapy by qualified physical therapist and appropriate supportive personnel. International Standards for Physical Therapy Services (Practice): The physical therapy services should be organized to meet the purpose of the department and patient care plan. There are twelve standards that define the practice of PT. Standard “1”: “There is a written statement of purpose for the PT services” - Defines the goals of the physical therapy service as they relate to the needs of the patients and the community. - It is regularly reviewed and evaluated by physical therapy staff. Standard “2”: “The PT service is under the direction of a qualified physical therapist” - All physical therapists must be graduates of a physical therapy education program accredited by authorized agency “Faculties of Physical Therapy”. Standard “3”: “PT facility is constructed and equipped to provide adequate space and proper environment to meet professional, educational and administrative needs of the service in a safety and efficient way” - This means adequate space for examining and treatment of the patients. - Factors to be considered include floors, wall surfaces, entrances, exits, electrical supply and water supply. Standard “4”: “Equipment is available in the quantity and of the quality and variety necessary to fulfill the needs and purposes of the service” - Equipment is available to meet the educational and administrative needs of the physical therapy services. - All new equipment is inspected and tested prior to use. - All electrical equipment is grounded. - All equipment's must be calibrated. Standard “5”: “There is a written organizational plan for the PT service” - The plan should be compatible with the purpose of the institution and the service. - The plan defines the lines of authority and communication within the service and to other components of the organization. - The plan is reviewed annually. Standard “6”: “Financial management of PT services is based on efficient accounting principles that will develop and maintain financial stability of the service ” - An accounting system is established for the physical therapy service that identifies by the cost of operation and the income received for services provided. - Service charges are determined by the costs of providing the services plus a reasonable profit margin. Standard “7”: “A plan of care for each patient is developed by the physical therapist in consultation with the referring physician” - The plan of care is written and includes initial evaluation, treatment goals and procedures. - The patient and his family are active participants in the therapy program. Standard “8”: “Coordination of the PT care with the other services to provide an effective treatment for the patient” - There are communications between the personnel of the physical therapy service and other services to plan and review the patient's total care program. Standard “9”: “There is a written plan or a program of continuing education for all personnel within the PT service” - The physical therapy personnel contribute to educational programs (professional meetings, conferences, short meeting) within the institution and in the community. Standard “10”: “The PT service participates in research projects that may contribute knowledge for improving patient care and development of PT as a profession” - The extend of research project depends on the variability of the facilities, equipment and finances. - The staff members are encouraged to publish their research results. Standard “11”: “The PT service has a program for the assessment of quality of all aspects of the service” - Assessment occurs at regular intervals. Standard “12”: “The PT service reviews and develops written procedures periodically that cover the administrative aspects of departmental operations” The administrative procedures as: 1. Statement of the physical therapy service. 2. Job description for all positions. 3. Conditions of employment. 4. Emergency and evaluation plan. 5. Requisition of equipment and supplies. 6. Maintenance and repair of equipment. 7. Organizational plan of the institution and the physical therapy service. 8. Record keeping The patient record as: - Patient care plan. - Reevaluation. - Progress notes. - Discharge summary - Follow up care. International Standards for Physical Therapy Practitioners: Standard “1”: “Personal Qualities” “The physical therapist possesses those characteristics necessary or optimal performance in his profession” Standard “2”: “Ethical Conduct” “The physical therapist maintains ethical standards of practice” Standard “3”: “Patient Management” “The physical therapist develops a plan of care for each patient referred to him and is responsible for its implementation and modification as necessary” THANK YOU
