Another reason might be is that oil only formed recently and wasn’t trapped underground long enough. This amount remains constant, until 3rd of July where it increases to 655 Million barrels. Then as time increases, Crude Oil reserve in the USA decreases from 655 Million Barrels to around 470 Million barrels of oil by July 1st 2022.
