Project Management the discipline of planning, organizing, executing, and controlling resources and activities to achieve specific goals within a defined timeframe and budget Organization and Management Organization -group of individuals who are cooperating willingly and effectively for a common goal -a group that seeks to know who is in-charge of doing and what needs to be done Structural Organization -formal arrangements that are established to coordinate all activities in order to implement a given strategy -reflects the anatomy of a firm through its focus on mechanisms and processes that link both vertically and horizontally Organization and Management Structural Elements of an Organization: Men different members of the organization starting from the very top to the last workman in the enterprise Materials Represent materials necessary in the distribution of functions or in the attainment of its objectives Machine Tools necessary in producing desired outputs Methods The procedures and ways used in the course of its actions Money The financial resources of the organization Organization and Management Major Elements of Organizational Structures: 1. Distribution of Functions – the functions to be performed, the groups of functions and the vertical and horizontal task relationships among functions 2. Vertical and Horizontal Authority Relationships – who are in the authority to do what 3. Communication and decision processes- the manner which formal decisions are made and by whom 4. Policies – the decision, rules, or guidelines established Principles of Good Organization 1. Principle of Objective 2. Analysis 3. Simplicity 4. Functionalism 5. Departmentalization 6. Centralization of Authority and Responsibility 7. Limited Span of Control Principle of Objective A clear and complete definition of the objective must be known Any individual must adhere to a definite purpose or aim Serves as a guide to future planning and action Enables everybody to act consistently according to a common goal Analysis A sound business judgement attempts to build an organization through full knowledge of the requirements of the business There should be a study as to whether the project could be finished at the right time and at the right price the client will be able to pay Simplicity The simplest organization that will serve to attain the desired objective is considered the best Functionalism Organization shall be built around the main functions of the business and not on the individuals Departmentalization Done to achieve a smoother flow of operations Can be through functions, products, location or by projects of the organization Centralization of Authority and Responsibility There should be a centralized executive control or command authority When there is a unity of command, every person knows what he can perform within his scope of authority, knows the things for which he is responsible of, and also whom to report to and consult in case of problems or doubts Limited Span of Control The number of subordinates and executive can manage effectively The limit of decision making level one can make Management Management to be effective must be systematic Management to be successful must be scientific. Management must be humanistic. Line of Responsibility From the executive to the supervisor down to the workers under his jurisdiction From the workers to those who are in authority over him Management Control Control is defined as “to check or regulate…to keep within limits” Includes activities that are require restrictive or corrective action Depend on the management control of a key player Project Manager For a specific unit and function, the PM is the most difficult and with the highest degree of responsibility To have effective control, the manager must know by heart the reasons behind his purpose To have a clear perception of the needs of the business or project To be a good planner and good organizer Quality of an Effective Manager 1. He studies, analyzes and dissects his job 2. He knows how to delegate the administrative details of his job 3. He is willing to delegate to and share with this subordinates the credit of a job well done 4. He trains and develops his men to prepare them to assume delegated work 5. He knows how to control and plan his time 6. He institutes controls for effective performance Effective Functions 1. To Plan 2. To Organize 3. To Direct 4. To Control Quality of an Effective Manager Planning – the job of making things happen that would otherwise not occur; an intellectual process, the conscious determination and direction of action -uncertainty and change Organizing – A good organizational structure does not guarantee good performance but a poor one makes good performance impossible. Improving the organization will always improve performance. Directing – guiding and overseeing subordinates Leadership – the process by which an executive directs, guides or influence the work of others in choosing and attaining a goal Coordination– process whereby an executive develops and orderly pattern of group effort among the team in pursuit of the common goal Quality of an Effective Manager Control – the process by which an executive gets the performance of his subordinates to correspond as closely as possible to chosen plans, orders, objectives or policies Policies and Procedures Policies –general statements, which guide or channel the thinking and action of members of an organization Procedures –reflection of policy. It involves the selection of a course of action and applied to future activities.
