ACT NO. The State shall protect and advance the right of the people to a balanced and healthful ecology in 8749 accord with the rhythm and harmony of nature. Statement of Policy – It is hereby declared the policy of the REPUBLIC State: ACT NO. 6675 To promote, encourage and require the use of generic terminology in the importation, manufacture, distribution, marketing, advertising and promotion, prescription and dispensing of drugs; To ensure the adequate supply of drugs with generic names at the lowest possible cost and endeavor to make them available for free to indigent patients; To encourage the extensive use of drugs with generic names through a rational system of procurement and distribution; To emphasize the scientific basis for the use of drugs, in order that health professionals may become more aware and cognizant of their therapeutic effectiveness; and To promote drug safety by minimizing duplication in medications and/or use of drugs with potentially adverse drug interactions. This Act shall be known as the “National REPUBLIC Health Insurance Act of 1995 ACT NO. 7875 General Objectives. – This Act seeks to: a) provide all citizens of the Philippines with the mechanism to gain financial access to health services; b) create the National Health Insurance Program, hereinafter referred to as the Program, to serve as the means to help the people pay for health care services; c)prioritize and accelerate the provision of health services to all Filipinos, especially that segment of the population who cannot afford such services; and d) establish the Philippine Health Insurance Corporation, hereinafter referred to as the Corporation, that will administer the Program at central and local levels REPUBLIC ACT NO. 7719 This Act shall be known as the “National Blood Services Act of 1994”. Declaration of Policy. – In order to promote public health, it is hereby declared the policy of the State: a) to promote and encourage voluntary blood donation by the citizenry and to instill public consciousness of the principle that blood donation is a humanitarian act; b) to lay down the legal principle that the provision of blood for transfusion is a professional medical service and not a sale of a commodity; c) to provide for adequate, safe, affordable and equitable distribution of supply of blood and blood products; d) to inform the public of the need for voluntary blood donation to curb the hazards caused by the commercial sale of blood; REPUBLIC ACT NO. 7719 Declaration of Policy. – In order to promote public health, it is hereby declared the policy of the State: e) to teach the benefits and rationale of voluntary blood donation in the existing health subjects of the formal education system in all public and private schools, in the elementary, high school and college levels as well as the non-formal education system; f) to mobilize all sectors of the community to participate in mechanisms for voluntary and non- profit collection of blood; g) to mandate the Department of Health to establish and organize a National Blood Transfusion Service Network in order to rationalize and improve the provision of adequate and safe supply of blood; h) to provide for adequate assistance to institutions promoting voluntary blood donation and providing non-profit blood services, either through a system of reimbursement for costs from patients who can afford to pay, or donations from governmental and non-governmental entities: REPUBLIC ACT NO. 7719 Declaration of Policy. – In order to promote public health, it is hereby declared the policy of the State: i) to require all blood collection units and blood banks/centers to operate on a non- profit basis; j) to establish scientific and professional standards for the operation of blood collection units and blood banks/centers in the Philippines; k) to regulate and ensure the safety of all activities related to the collection, storage and banking of blood; and l) to require upgrading of blood banks/centers to include preventive services and education to control spread of blood transfusion transmissible diseases. This Act Shall be known as the "Expanded Senior Citizens Act of 2010.” REPUBLIC Declaration of Policies and Objectives. Rural Health Unit Act RA 1082 The Rural Health Act of 1954 In July 1954, the Congress of the Philippines passed the Rural Health Act, calling for the establishment of a rural health unit in every municipality and municipal district of the Philippines. It also made several administrative changes in the rural health program, among them the appointment of municipal health officers, the changing of the name of the district health officer to provincial health officer, the establishment of dental services in each congressional district, and the general increase in salaries of local health personnel.
