Account Management Department The Account Management function is responsible for driving revenue and continually improving brand recognition and appeal by 1) seeking new opportunities as well as accelerated organic growth through stakeholder engagement at all levels, 2) developing and managing both client relationships and expectations, and 3) coordinating the efforts of internal PPL business units in meeting the needs of our clients and customers. The Authorized Representative can also act as the Employer of Record (EOR) if he/she is not a paid self-directed services provider for the member/participant. Authorizations/Eligibility (A&E) & Revenue Cycle Management (RCM): The Authorizations and Eligibility portion of this team provides operational management across the portfolio for authorization and eligibility data. The team manages inbound data, response files, pend management and internal escalations associated with eligibility or authorizations. The Revenue Cycle Management portion of this team is responsible for service and administrative invoicing and reimbursement across all programs. The team ensures all billing activities are handled timely and in accordance with contract requirements. Additionally, the team manages all accounts receivable, while ensuring invested capital is minimized and reporting of any risks areas that may have cash impact is provided to internal functional teams. Case managers may work for or in concert with a social worker, psychologist or similar health and human service authority. Case managers work in many aspects of people's lives, and may work with children and families, senior citizens, those with disabilities, recovering addicts, the mentally ill, immigrants, ex-offenders, or the homeless. Each of these jobs have their own specific needs and requirements. The role is critical in helping individuals and their families consider self-directed programs. In this role, the department promotes and fosters compliance with contractual requirements, compliance with Federal/State laws and regulations, and mitigation of risks to reasonable and appropriate levels. The department works to determine whether Public Partnerships’ network of risk management, internal controls, compliance activities and governance processes, as designed and represented by management, is adequate and functioning in a manner to ensure: (1) Compliance risks are appropriately identified and considered in institutional decision making; (2) Compliance risks are assessed, and the highest risks are included in a compliance work plan; (3) Quality management and continuous improvement are fostered in Public Partnerships’ contract compliance processes, risk management processes and control systems; and (4) Material legislative or regulatory issues impacting Public Partnerships are recognized and addressed properly. Consumer Relations Department The Consumer Relations function is responsible for driving revenue and continually improving brand recognition and appeal by 1) developing, growing, and maintaining relationships and partnerships with key local stakeholder groups impacted by PPL services and 2) recommending revenue-producing strategies that reflect consumer opportunities. Consumer Months, also known as Member Months In determining the consumer months covered, the Company defines a consumer as a person who is eligible for participation in a program and is currently being served by PPL and a person who is eligible for participation in a program who has access to the Company’s services. Consumer months represents the number of consumers served by a program on monthly basis. Corporate (PPL) Accounting Department The Corporate Accounting team is responsible for the management of the monthly accounting close process, including all journal entries, monthly accruals, and ensuring compliance with GAAP. Corporate Accounting is also responsible for processing accounts payable, cash management, and corporate tax filings across federal and state agencies. Corporate (PPL) Finance Department The Corporate Finance team's primary responsibilities are financial planning and analysis, which includes six quarter planning, variance reporting, various other financial reports, revenue and pricing, and other corporate financial oversight responsibilities for our organization. The individual participant or their representative is the common law employer of their care/support workers. Encounter RCM model A revenue cycle model which incorporates (1) a service advance, (2) service reimbursement through a payroll voucher (Excel format) and (3) a subsequent payroll data report in 837 Encounter format. In this model, the client does not adjudicate claims on the 837. Enrollment Specialist A Public Partnership employee who travels their state assisting participants and their families to complete the enrollment paperwork OR provides assistance over the phone. Information & Assistance Department The Information & Assistance team provides tools and direct support to Participants self-directing their services and acting as household employers in New Jersey, Tennessee and West Virginia. Invested Capital Formerly known as “working capital” is where PPL temporarily funds a pass-through program’s operations with our admin cash. These transfers are mainly to cover payroll and tax expenses. Many of the loans are made for both the short-term and long-term. We usually do not charge interest on the loans. INV Invoice InvK Invested Capital IP Independent Contractor IT Operations Department The IT Operations team is responsible for the operation and maintenance of our products and systems. The IT Operations team picks up where the IT Professional Services Group (PSG) leaves off; in that, once a program implementation or change order is complete, the IT Operations team takes the lead in "running the business" from a systems perspective. IT Operations is responsible for maintaining and supporting the business, including small enhancements, break-fix, and incident response. IT Operations provides shared services (release and environment management, tech ops, and quality assurance automation) to all three delivery towers and will also be responsible for program de-implementations (closeouts). PPL Product infrastructure and System maintenance is also the responsibility of our IT Operations team. IT Professional Services Group (PSG) Department The IT Professional Services Group serves as the trusted, client-focused IT professionals and thought-leaders providing financial management tools and technology services by innovating with and for individuals and their providers, to enable individuals to live independently and self-direct their own needs. IVR System, also known as Interactive Voice Response System The interactive voice response system is available to users of the BetterOnline™ portal and supports Customer Service by providing an automated response 24x7 to users. The IVR is configured on a per program basis to provide current status of users’ enrollment and/or recent timesheets. Long-term services and supports (LTSS) Long-term services and supports Legal Guardian A person who has the legal authority to care for the personal and property interests of another person, called a ward. Guardians are typically used in three situations: guardianship for an incapacitated senior, guardianship for a minor, and guardianship for an adult with developmental disabilities. A legal guardian is not necessarily the designated representative OR employer of choice in a self-directed program. It pays for health care services for those with low incomes or very high medical bills relative to income and assets. It is the largest public payer of long-term care services. Medicaid Billing System (MBS) In-house Medicaid billing software which imports payroll data from Navision and formats the data into either an 837 EDI file or an Excel voucher file, which are sent to the client. MBS also reconciles 835 EDI payments and manual remittance advice payments received by the client. As a database server, it is a software product with the primary function of storing and retrieving data as requested by other software applications—which may run either on the same computer or on another computer across a network. These amounts are reported as program funds receivable, net an allowance, on the PPL balance sheet. Most of this account balance is from invested capital, but a small amount of advance funding for criminal background checks is included in PFR. Product A product is something (a service, an idea, an object) that is created and packaged with the intent to offer new or additional benefits to a customer. Product Development Life Cycle (PDLC) A process that develops an idea into a product, and then helps to manage that product’s in-market life Project Management Office (PMO) Department The PMO improves the quality and efficiency, while reducing risk of all PPL projects by providing directive project management services to PPL client projects and internal enterprise projects. Provider The care/support worker or “provider” of paid support/care for an individual participant in a self-directed program. Also known as, employee/worker/provider/direct care worker/personal care provider/tutor/employee/direct service worker/support service worker/attendant Provider Network & Enrollment The purpose of the Enrollment and Provider Network team is to provide comprehensive enrollment support for individuals and providers including customer service for issues relating to enrollment status and online support, and processing documentation pertaining to the enrollment. The objective of all enrollment activities is to provide the necessary supports for individuals to ensure they receive timely service delivery. Internally, the enrollment team serves as a cross functional partner, particularly with Core Operations and Account Management, in continuous improvement initiatives aimed at reducing enrollment cycle times and exceeding contractual service level agreements. The Provider Network will drive complimentary activities aimed at developing and growing a marketplace for service providers to further ensure that individuals have a ready supply of supports in self-directing their services. Required on 837 EDI. Also known as a Procedure Code, or Proc code. Service Invoice Refers to the sales invoice created in NAV, which contains all Paid Hour, Requisition and Overtime data from the most recent payroll(s). The invoice is created from a report module, which is then posted to the G/Ls and the SIL table. Not revenue. Pass-through dollars. Service Modifier The code which describes additional information about the associated service code. Modifiers can be used in many different events. Types PPL uses include modifiers permanently associated with a code (most common), Time-of-Day, event type, waiver type, additional utilization approved and modifiers which alert client that claim is from PPL. Also known as a Service Qualifier. Service vs Admin Cash Accounts Upon entering into a service contract PPL establishes a separate noninterest-bearing account at a major financial institution to manage the service funds for the new project. PPL’s corporate cash accounts are kept separately and referred to as the admin accounts. Service Plan The written document that specifies the services and supports that are to be furnished to meet the preferences, choices, abilities, and needs of the individual, and that assist the individual to direct those services and supports and remain in the community. Technical Product Owners (TPO) The primary purpose of the Technical Product Owners group is to deliver value to our stakeholders (internal/external) in furtherance of PPL’s mission to support individuals to live independently through self-directed programs. As such, our group is responsible for the identification, prioritization, and refinement of technical work and to represent our stakeholders in delivery execution. Teleforms Using optical character recognition on forms designed by PPL developers, this application processes paper forms into electronic data which is then loaded into Navision. VPN Virtual Private Network Waiver A Medicaid waiver is a provision in Medicaid law which allows the federal government to waive rules that usually apply to the Medicaid program. The intention is to allow individual states to accomplish certain goals, such as reducing costs, expanding coverage or improving care for certain target groups. Thanks to these waivers, states can provide services to their residents that wouldn’t usually be covered by Medicaid. For instance, in-home care for people who would otherwise have to go into long-term institutional care.
