Civil Service Commission The Civil Service Commission (CSC) is the central personnel agency of the Philippine government. One of the three independent constitutional commissions with adjudicative responsibility in the national government structure. Civil Service Commission It is also tasked to render final arbitration on disputes and personnel actions on Civil Service matters. Mandated Functions of CSC 1. Administer and enforce the constitutional and statutory provisions on the merit system for all levels and ranks in the Civil Service; Mandated Functions of CSC 2. Prescribe, amend and enforce rules and regulations for carrying into effect the provisions of the Civil Service Laws and other pertinent laws; 3. Promulgate policies, standards and guidelines for the Civil Service and adopt plans and programs to promote economical, efficient and effective personnel administration in the government; Mandated Functions of CSC 4. Formulate policies and regulations for the administration, maintenance and implementation of position classification and compensation and set standards for the establishment, allocation and reallocation of pay scales, classes and positions; Mandated Functions of CSC 5. A civil servant or public servant is a person in the public sector employed for a government department. What are the types of Government Employees? 1. JO/COS (Job Order / Contract of Service) - These are the employees who do not have employer- employee relationship. 2. Casual- These are also the same with JOCOS in terms of renewing. However in this type, you do have employer and employee, which means you get to experience benefits like a regular/plantilla employee. The only cons of this type are, they do not have step increment and do not have security of tenure. What are the types of Government Employees? 3. Plantilla Position / Regular - These are the employees who get to enjoy all the benefits of working for the government. 4. Appointed - Theses are the ones who have been put to a position from the higher ups. Mostly, it only occurs in top management (Director Levels, Assistant Secretaries, Under Secretaries, etc.) What are the types of Government Employees? 5. Co-Term - Employees whose stay are dependent of their boss. Career and Non Career Positions Career positions are those in which employees enter through merit based process, typically via Civil Service Examination. These roles provide job security and are based on tenure. It has potential potential for career growth through promotions and training. Career and Non Career Positions Examples: Regular Employees Civil Servants such as teachers, health care workers, etc. Technical and Managerial Positions that require specific skills or expertise Career and Non Career Positions Non Career Positions- are typically filled by appointments and are often temporary, contractual or project based. It is more politically oriented and does not require passing the CSE. The tenure of employment is not secured. Career and Non Career Positions Examples:Political appointees Consultant Contractual Elected Salar Grade and Step Salary Grade (SG)- refers to the Salary Grade of each employee Step - refers to the next step based on your SG. The step should be increasing each year For example, you are SG10-1 (22,190), for the next year it should be SG10-2 (22,376).
