STANDARD OPERATING GUIDELINE OFFICERS Date Issued: July 26, 2023 Rescinds: August 30, 2021 Section: Personnel File Code: P-OFFI PURPOSE To provide Toronto Fire Services personnel with a guideline for Officers. RESPONSIBILITY All personnel are responsible for understanding the role of Officers. Officers are responsible for the management, efficiency, conduct and training standards of personnel under their command. GUIDELINES 1. General 1.1. This Officers guideline applies to all personnel of full rank or in an acting capacity. 1.2. Officers shall govern themselves to fulfill the TFS Mission Statement: 1.3. Officers' responsibilities include, but are not limited to the following: a) Safety and welfare of TFS personnel under their command during emergency and non-emergency operations. b) Safety and welfare of the public during emergency and non- emergency operations. c) A professional and courteous attitude to the public representative of the image of professional Firefighters. d) Ensuring personnel under their direct supervision are; i) trained as required for the duties they may be called upon to perform by conducting daily in-service maintenance training as directed by the Rules and Regulations. ii) informed on expectations in performance and participation. iii) following TFS policies, guidelines and procedures to the best of their abilities. iv) familiar with and follow all; Standard Operating Guidelines and Policies (SOGs & Ps). Standing Orders e) Ensuring assigned personnel are familiar with TFS communications including; i) Fire Chief's communiques (FCC). ii) memorandums. iii) other written materials. File Code: P-OFFI Page 1 of 2 STANDARD OPERATING GUIDELINE f) Ensuring TFS apparatus and equipment is; i) maintained and kept in operational readiness. ii) repaired as required by TFS policy. g) Ensuring the TFS Incident Management System (IMS) is followed at all incidents large or small and that constant effort is made to improve the effectiveness of the IMS by participating in: i) AARs and sharing lessons learned with others. ii) continuous training to improve their crew and their own skills in IMS. h) Completion of reports and records accurately and in a timely fashion such as; i) daily staffing reports on Quatro. ii) Emergency Incident Reports and; iii) other reports and forms as directed to by Standard Operating Guidelines and Policies. iv) Training reports. v) personal notes are to be maintained as per TFS note taking specifications. i) Conducting in service fire prevention programs and reporting as required on such programs. j) Maintenance of TFS facilities as required. Conditions may exist that shall require reasonable discretion on the part of the Officer in Charge.
