# ORGANIZATIONAL COMPONENT – CRIME ANALYSIS ## POLICY: It is the policy of the Omaha Police Department (OPD) that the Crime Analysis Unit (CAU) will assist the OPD with planning and the deployment of resources in order to prevent and suppress criminal activities by providing accurate, timely, and useful information to OPD decision-makers regarding crime patterns and trends. Administrative, Strategic, Operational, Intelligence, and Tactical operational support will be provided to various units through daily, weekly, and monthly analytical products as needed. ## PROCEDURE: ### I. Organization * The Crime Analysis Unit (CAU) will report to the Technical and Reporting Services Bureau (TRB) Deputy Director. ### II. Analytical Function * The CAU will analyze crime data as follows: * Collect analysis data from the following sources: * Record Management System. * Incident Reports. * Additional Factors Reports. * Supplementary Reports. * Field Contact Observation Cards. * Parolee Information. * Probation Information. * Pawn Records. * Other Criminal Justice Agencies. * Social Media. * Open-Source Public Information. * Collate analysis data according to similar or inter-related characteristics. * Analyze the crime data by identifying: * Frequency of specific types of crime. * Frequency of calls for service. * Emerging trends and patterns. * Geographic factors (i.e., use of crime mapping) including: * District profile information. * Events by address. * Temporal factors including: * Time of day. * Day of week. * Response time. * Victim and target profile descriptor. * Suspect descriptor. * Suspect vehicle descriptor. * Suspect associates and communication. * Modus Operandi (MO) factors. * Physical evidence information. * Stolen property information. * Problem Oriented Policing strategies. * Disseminate Administrative, Strategic, Operational, Intelligence, and Tactical analysis products via email, shared network drives, bulletin, or briefings as appropriate: * The CAU will provide Uniform Patrol Bureau (UPB) and CIB Units, as well as other law enforcement agencies, with relevant findings regarding emerging crime series/patterns, ongoing investigations, or intelligence products on a regular basis. * Command briefings: * The CAU will brief and provide information to the OPD command staff and the Chief of Police on high profile cases, emerging crime problems, trends, and crime series at regularly scheduled CompStat meetings and staff meetings. * The following analyses will be provided to OPD command staff at CompStat meetings: * CompStat Report that identifies crime events by the UPB precinct and CIB Unit. * CompStat Maps that identify crime events by location. * Statistical reporting comparisons against national and historical data. * Crime Series/Pattern Bulletins will be prepared upon the discovery of a probable crime series or pattern. * The bulletin will contain all relevant information and be placed on a shared network drive that is available to CIB employees, as well as UPB, for use at shift briefings. * The CAU will evaluate all data and findings for accuracy prior to dissemination, as well as receive and evaluate feedback from the users of its products to ensure the quality of the information being distributed. * Informal feedback received by CAU employees will be directed to the CAU Manager. * The CAU may request formal feedback from users in written or verbal form. ### III. Statistical Function * The CAU will analyze, compile and post monthly crime statistics on the Omaha Police public website upon command approval. * The CAU will analyze and compile readily available statistics for distribution to requesting external customers upon command approval. ## REFERENCES: ### I.
