Module Unit 1 National Service Training Program 1. What is NSTP? Objectives: At the end of the lesson , the students are expected to: a. Explain the history and significance of the NSTP in the purview of the national security and development. b. Appreciate the value of NSTP as the citizenship training program. The NSTP Act of 2001 was formed and became effectively implemented nationwide in the school year 2002-2003 in accordance with the implementing rules and regulations (IRR). Graduates of CWTS and LTS Shall belong to the National Service Reserve Corps(NSRC) and could be tapped for civic welfare activities through joint efforts of CHED, TESDA and DND in coordination with DILG, DSWD and other concerned agencies. 2. Graduates of ROTC Shall form part of the citizen Armed Force pursuant to RA 7077, subject to the requirements of DND. 1. The Evolution of the National Service Training Program 1935 Philippines began with the creation of Commonwealth Act No.1, otherwise known as the National Defense Act. NDA- it is a legislative act providing basis for the national defense of the country, punishing certain violations thereof, appropriating funds therefore and for other purposes under the government. 1980 The National Defense Act was amended to give existence to Presidential Decree No. 1706, otherwise known as the National Service Law. It mandated compulsory national service to all Filipinos Citizens. August 08,1980 the commonwealth Act No. 1 was amended to give existence to Presidential Decree No.1706 or National Service Law Mandates compulsory national service to all citizens f the country. Commonwealth Act No.1 requires: College Students, Specifically males Finish 2 years or 4 semesters of Military Training to be reserved cadets of the national defense of the country. LTS ❑This program components is designed to train students in teaching literacy and numeracy skills to school children and out- of- school youths. ROTC ❑The primary pool of manpower for basic and advance courses of the reservist act provided for organization, training and utilization of reservist, referred to in the act as “Citizen Soldiers”. The civic education and defense preparedness program for Filipino college students, aim to provide military mobilize them for national defense preparedness. ROTC ❑The implementation Of the National Service Law , except the provision of the Military Service was suspended by Presidential Memorandum Order No. 1 under the incumbency of former President Corazon Aquino. 1986-1987 Paving the way for the conceptualization of ROTC, embodied under Republic Act No. 7077 RA No. 7077( The Citizen Armed Forces of the Philippines Reservist Law, effective in school year 1986-1987. 2001-2002 As a way to offer an alternative in neutralizing people’s aversion to this military program during school year 2001-2002, ROTC was only made optional under the National Service Program (NSP) conceiving the so called (E-ROTC) like rendering civil auxiliary sources in the form of helping maintain law and order. December 2001 The NSTP Act , envisioned to address public clamor for reforms in the ROTC and NSP Programs, was signed into law. President Gloria Macapagal Arroyo as an aggressive modality toward making the former national service training that is military in nature. The main objective of NSTP: To stress the significant role played by youth, male and female alike, in the task of developing our nation via national service training. The non- military program components of NSTP: are committed to strengthening the values and traits of the youth. improving skills and knowledge on various endeavors, developing interest in community service and making them responsible for peace and development to ensure harmony and growth in the Filipino communities. Activity 2: Role Playing Topic: “ Disaster Preparedness and Emergency Response’’ Scenario A powerful typhoon has stuck a community, causing widespread flooding, power outages, and damage to homes. The local government and emergency services are overwhelmed, and the community members need to come together to respond effectively. Group 1 : Community Leaders Responsible for organizing the community, coordinating with local authorities, and ensuring that resources are distributed fairly. Group 2: Rescue Team Tasked with assisting in evacuation efforts, providing first aid, and ensuring that vulnerable individuals are safe. Group 3 : Health Workers Focus on setting up temporary shelters, providing medical care to the injured, and preventing the outbreak of diseases. Group 4: Volunteers A group of community members willing to assist in various tasks, such as distributing food and water, maintaining order, and helping with clean-up efforts. Objective: Each group must collaborate to create a disaster response plan, focusing on effective communication, resource management, and ensuring the safety and well-being of all community members.
