Playbook Objective This Playbook is designed to assist achieving operational readiness to support deployments of EPON Fiber technology for Bulk, Residential, and Business Services customers through the use of XF3 and the new 2-Box (ONU+XB7) devices. Operational readiness is defined as having standard processes in place for marketing, sales, order management, installation and technical/customer support for the launches. This playbook outlines the necessary steps and tasks that must be completed to achieve full operational readiness. It also provides information and links to additional documents and resources required to support the launch. The intent of this document is to provide the required information regarding the end-to-end PON infrastructure (OLT to CPE - current), such that those organizations required to operate and support this infrastructure understand the key components of this platform, where to access architecture standards, infrastructure support documentation, hardware deployment and support processes, etc. While this document will contain some unique content, specifically created for the PON infrastructure, wherever possible it will call out to the associated documents that have been created and maintained by the related subject matter experts. It will be incumbent upon the subject matter experts and their organizations to maintain those documents and keep them current. Comcast's current physical network architectures and design strategies are constantly evolving to ensure a disciplined approach to addressing subscriber and service growth, as well as accommodating the introduction of new signal processing and transport technologies. As part of this iterative HFC plant improvement process, Comcast must continue to build on the already high levels of reliability and performance of Comcast networks, adopt new standards and scalable architectures, as well as cutting edge hardware components and designs. In recent years at Comcast, service growth itself has been complemented by an improved customer experience such as the X1 platform, Xfinity Wi-Fi out of the home, and Cloud DVR (cDVR). Associated with ease-of-use and personalization, these enhancements to the customer experience have also added traffic to the network. These initiatives signal major technology shifts that Comcast and other cable operators are looking to take advantage of for operational efficiency, cost effectiveness, and service velocity. Because of the need to support long-term traffic growth with sufficient capacity, and a need to properly align network evolution with key enabling technology trends while respecting legacy revenue, a visionary network evolution strategy is required. A key component of this Network Architecture strategy is to deploy Fiber-to-the-x (FTTx), where "x" may refer to the premises (P) generically, or more specifically: the building/basement (B) of an MDU; a single family home (H); or an individual unit (U) within an MDU, providing a shared bandwidth solution the gives our customers high-end, symmetrical speeds over a passive optical network. 3.1. Program Goals The overarching goal of the FTTP programs described below are to future proof our network for next-gen services and the growth of high speed data. 3.2.1. This solution is free to MDU properties (for up to 5 serviceable locations) and a great incentive for bulk and retail properties alike. Common Area WiFi is an extension of the broader Xfinity WiFi network and is a point of entry for acquiring new subscribers in retail properties. Home-based Business (HBB) In cases where more than 2 phone lines are needed to be provisioned at the premise, 2 XF3 ONUs will need to be installed. EPON Product Offering Refer to the list below for the current Business Services Offering over EPON. EPON for HFC Capacity Offload Where Service Group (SG) utilization is approaching or above designated thresholds, high-consuming Business Services customers (Top Talkers) are likely contributing to those conditions and those customers may be having a negative customer experience. In addition, the high-consumers could be adversely impacting the customer experience for others on that Service Group (SG). In situations like this, locations with high-consuming Business Services customers should be considered for EPON to off-load the HFC network of the associated traffic and potentially upsell those customers to a higher speed tier. 7.2.1. EPON BI Customer Target Dashboard A tool has been developed to help facilitate the process of identifying potential customer targets for building EPON networks and offering EPON-based services. The EPON Customer Target Dashboard can be used to focus on highly utilized Service Groups as a way to identify locations and customers to consider for an EPON solution. In addition, regardless of SG utilization conditions, the tool can also be used to identify customers that are consuming excessive amounts of data, likely having a marginal customer experience, and may benefit from the symmetrical 1Gbps service EPON can provide. Division, Region and Market filters provide the ability to identify potential EPON customers, based on knowledge of where the OLTs have been deployed, as these backend devices must be within a certain proximity of customers to provide EPON-based services. Dashboard Link: EPON BI Customer Target Dashboard Link (Please check with the Section contacts for access to the Dashboard) *To access the EPON BI Customer Target Dashboard, you must be on the internal Comcast network or connected over VPN. This tool is not accessible via the Internet. 7.3. Access Network Solutions & EPON Comcast offers different Access Network solutions for our customers including DOCSIS based products (SMB) and Fiber based solutions (Metro Ethernet). EPON will now provide another set of Fiber based products that we can offer to our customers. Each solution has its target market / customer and must be considered according to customer needs and availability of those services and technologies in a particular area. The following table provides an overview of where Comcast's various Access Network solutions would be considered and how they compare. 7.4. Serviceability Section Contacts: Bridgette Burke The Business Services PON initiative is in the initial phase of the larger program and at the present time, defining PON serviceability and the associated processes is a work in progress. As such, limited information and documentation is available at this time. More detailed process and system information will be provided once it's developed and communicated. (Need updates) 7.5. Speed Tier Offerings As required, Comcast Business Services will adjust speed tier offerings and pricing to account for competition, customer demand, network capacity and other factors. Please consult the Business Services Internet Product team for the latest speed tier and pricing info. At the present time, only existing Asymmetrical speed tiers will be offered over EPON. 7.6. EPON - When & Where 7.6.1. HFC Capacity Offload Because EPON networks are a ‘fiber to the customer’ solution, this type of access network can be considered as a way to help alleviate existing capacity constraints, or to avoid future capacity related issues, on the Hybrid Fiber Coax (HFC) network. Where a large number of customers and / or high-consuming customers – Business Services or Residential - are driving up Service Group utilization levels, these areas should be prioritized for EPON. In addition to moving these “Top Talkers” off the HFC network, having made PON available in these areas, will provide additional upsell opportunities and can help justify fiber construction costs to that location. Costs not incurred by having to perform Node Splits also makes a case for considering EPON in highly utilized HFC areas. 7.6.2. Opportunities At the present time, Comcast’s EPON implementation is limited to providing High Speed Data (HSD) services. Video and Voice services over EPON are still being tested and trials are upcoming. The following examples assume the EPON infrastructure can deliver Video, Voice and Data services to both Residential and Commercial subscribers, affording Comcast the following opportunities. Office Buildings / MTUs MTUs (Multi-Tenant Units), Office buildings, or MDUs (Multi-Dwelling Units) can have a major impact on the associated HFC Service Groups. In many cases, to alleviate the hazardous network conditions caused by these locations, an HFC node may be installed in a specific building (referred to as MDU Offload). With an MDU Offload, fiber is pulled to the associated building(s). While this is a viable solution, depending on consumption growth in such locations, it might require future augmentation. Depending on the size of the building, amplifiers may also be required to ensure proper signal strength to the customers’ locations. Implementing an EPON network solution for an MDU would also require that fiber be pulled to that physical location. However, no active devices (HFC amplifier) would be required beyond that point. A fiber distribution cabinet would be installed in the basement and/or each floor. From that one fiber pull, 32 splits would be available for Commercial customers and up to 128 for Residential locations. 7.6.2.2. Multi-use Properties Some properties may have a combination of SMB (Small-Medium sized Business), HBB (Home Based Business) or Residential. Product offerings will be decided to best fit their needs. Overview and Business Benefits Today Business Services does not have an EPON Triple Play offering. Residential does have an EPON TP, and Comcast is currently building residential MDUs as EPON fiber only. Many of these residential MDUs also have business passings, and without a Business EPON product offering, we are forced to overlay coax or RFoG at an additional cost to service the business customers. (Comcast pays the additional construction cost, not the customer.) A Business EPON Triple Play product offering will allow mixed use (resi/commercial) apartment buildings (MDUs) to be built as EPON only, and avoid the cost of overlaying coax or RFoG for businesses. Deployment Approach We are building an EPON Triple Play solution that will leverage the existing functionality and automation that has already been built for BI. Every EPON order will include BI. This solution will only be sold by SBAEs and orders will be processed by the BSC-COT. Leadership has approved this approach and requested that we deliver this solution in the 4Q 2018. The product offering will be BI, BV, BVE and BTV. This product offering is intended to only be sold to business passings in a resi EPON only MDU. This is not meant for 100% commercial buildings. If the resi MDU is brownfield (has coax/RFoG), then the EPON offering is not needed. 90% of the buildings are greenfield. To facilitate speed to market, and since there is expected low volume, the approach is to minimize development and use manual processes until there is enough volume to warrant development and automation. 7.6.3. Customer Prem & CPE The installation methods used for customer premise equipment - including such things as Fiber Distribution Cabinets, Risers and Conduit - will vary based on certain conditions at the customer location. Due to space restrictions, handheld microscopes often result in incomplete inspection of the interface, allowing for inspection of Patch Cord side only, which leads to cross-contamination. If the patch cord side is cleaned when connected into a dirty bulkhead fiber, both sides of the fiber connection may become dirty. Scopes should be analog or digital cameras.
