The safest path may or may not be the standard fire drill stairwell and exit. During a Fire Drill: 1. The teacher should take his/her scholars out of the building using their assigned stairwell and exit listed on page 6. 2. Each teacher shall be in possession of his/her Emergency Procedure Binder during all emergency evacuations (drills included). The Emergency Procedure Binder contains scholar and teacher roster and contact information, class schedule, drill attendance sheet and the Emergency Manual. 3. Classroom windows and doors should be closed and the lights should be turned off. 4. A correct count of our scholars is critical for accountability. 5. Upon reaching the appropriate destination the teacher must take attendance in his/her attendance book and make note of any scholars who should be with the class but are not present. This information should be forwarded to the Principal, Vice Principal, School Counselor, HSSC or Security Officer. 6. scholars and staff must be at least 300 feet from the building. 7. The Areas of Refuge are identified by appropriate signage. Scholars and Staff with disabilities that prevent them from exiting the building in a timely manner must be directed to an Area of Refuge (Outside of the elevators: 1st floor security desk, 2nd floor security desk, & Rm. 326). These individuals will receive evacuation assistance. Please note that it is imperative that normal evacuation procedures are followed when possible. Head Custodian, Secretary, Security Officers, Nurse, School Counselor and the Principal will be in the hallway to assist with escorting scholars and staff to an Area of Refuge. scholars, who are physically disabled, for example a scholar in a wheelchair, must remain in the nearest Area of Refuge to be escorted by the fire department. 8. Vernon Avenue Irvington, NJ 07111 First Floor: 44,088 sq-ft Second Floor: 32,104 sq-ft Third Floor: 15,162 sq-ft 17 Emergency Drills Defined The NJ School Drill Law (N.J.S. 18A:41-11), requires schools to conduct 1 fire drill and 1 school security drill each month with a minimum of 2 of the following per year: (a) Lockdown, (b) Evacuation (non-fire), (c) Bomb threat and (d) Shelter in Place. A school security drill must be conducted within the first 15 days of the start of the school year. A. Lockdown (a lock down is the means by which we have an Active Shooter drill) ▪ Announce the drill: This is a Lock down, Lock down. ▪ Staff members are reminded that during a lock-down they are to ignore any knocks on their classroom doors and the fire alarm if activated (unless smoke or fire are observed or directed by first responders). ▪ During a lock-down, all staff should remember to silence their cell phones and turn off all (a) lights, (b) computers, and (c) smart-boards in the room, ▪ Assign someone to call 911 o The first person to encounter the threat should call 911 (when possible) and notify the main office to call a lockdown. o In all other instances the Principal, Vice Principal, Head Custodian, Security or Main Office will call 911 and the lockdown. ▪ There is no need to separate by gender when going into locker room or bathroom for a Lockdown Drill. B. Evacuation (non-fire) 300 feet or off-site ▪ Announce the drill: This is an Evacuation, Evacuation. ▪ Assign someone to call 911. o The Head Custodian, Security, Principal or Vice Principal will call 911 for non-fire related evacuations. ▪ Do not activate the fire alarm. C. Bomb Threat ▪ Announce the drill: This is a Bomb threat, Bomb threat. ▪ Assign someone to call 911. o The Head Custodian, Security, Principal or Vice Principal will call 911 for non-fire related evacuations. ▪ Do not activate the fire alarm. D. Shelter in Place ▪ Announce the drill: This is a Shelter in Place, Shelter in Place ▪ If the announcement is a shelter in place, personnel outside should promptly return into the building. 18 ▪ Shelter in Place is for an external threat; scholars outside and in the halls immediately return to their classrooms and remain there with the door closed and locked until an announcement is made. Teachers may continue with their classroom instruction, but NO ONE enters or leaves the building. School should be given by the local police. ▪ A Shelter in Place is used for a medical emergency in the school or any type of external threat. In a Shelter in Place, exterior window blinds are pulled, instruction continues, and entrance and exit from the building is limited. ENDING DRILLS: (person one-name) “All Clear, Date, Time” (person two-name) “All Clear, Date, Time.” When ending a drill, a process should be implemented where two personnel members known to the school personnel make the all-clear announcement. The first person introduces themselves and indicates the lock-down drill has concluded. A second person then introduces themselves and indicates the lock-down drill has ended. Staff must understand they are not to exit their rooms until they hear the proper process announcing the conclusion of the drill. 19 Emergency Drills Housekeeping 1. All doors must be locked when staff members leave classrooms/offices/closet. 2. The administration is encouraged to practice a lock-down at inopportune times, such as when scholars are in the cafeteria and during morning routines. 3. While classrooms are occupied, doors must be on lock mode. Magnetic panels or painter’s tape must cover the door lock. 4. Teachers and substitutes should have a way to lock their classroom doors and be familiar with how to lock their assigned classroom door. 5. When room keys are distributed to substitute teachers, a procedure should be put into place to ensure the keys are returned at the end of each day. In some cases, school principals have implemented a collateral process when distributing classroom keys. 6. Room Number must be posted inside and outside of all classrooms. 7. Only one entrance for staff and community to enter and exit. 8. Post a “Main Entrance” sign. 9. Front door must be locked at all times. 10. Inform your Resource Officer 48 hours before an emergency drill. 11. It is important for staff who go outside the building with scholars, (such as physical education, recess, etc…) have a means of communication. When a threat announcement is made, the announcement should be made simultaneously over the PA system and through the walkie-talkies. 12. If a room is not large enough to provide a safe corner for all the scholars, use window coverings on the classroom doors made from poster board and affixed to the window by Velcro. 13. In general, all electric panel doors, electric supply utility rooms, boiler room doors, auditorium doors, elevators, custodial closets, and unoccupied classrooms should be locked at all times. 14. As a best practice, during lunch and throughout the day, staff should leave and return through the same exterior door. Also, an accountability process should be implemented so the administration is aware who is out of the building should a crisis occur. 15. It is common for custodial staff, cafeteria/kitchen and substitute teachers to be unaware of lock-down procedures. It is suggested the district ensures all staff are thoroughly trained in the different types of drills and fully understand proper lock-down procedures. This training should be offered on an ongoing monthly basis to new personnel. 20 16. All staff must wear their identification cards attached to the appropriate colored lanyard at all times. This serves as an easy way for first responders to identify staff during a crisis. A best practice is to have staff wear one colored lanyard, substitutes have another color, and visitors have a third color lanyard. Staff should also be cognizant when people are in the building not wearing proper identification. 17. During a drill, a Drill in Progress sign should be posted on the main entrance door. 18. As a reminder, school bags, lunch bags, instrument cases, etc. should not be left unattended in the hallways. These items can hinder the response time of first responders during a crisis situation. 19. Walkie Talkies must be available to all staff who are outdoors (recess, physical education) 20. Buildings and Grounds and Whitsons staff must call the building before entering. 21 Emergency Drill Quick Overview You must wait for 2 staff members to clear Lock Downs and Shelter in Place drills. “All Clear, All Clear” (person will announce their name, date and time) 1. Lock Down (Lockdown) o o o o Lock the doors (barricade the door if the door lock is inoperable). scholars must hide away from door and windows. Teachers must not open the door for anyone; not even the principal. scholars must remain quiet. This drill must be conducted at least two times for the school year. 2.
