Procurement 101.03 The Public Information Office (881) will be staffed by a uniformed member who will be designated as the Public Information Officer (PIO) , and who will: A. Represent the Department to the media and the citizens of Dallas. B. Serve as primary contact between the Department and the media. C. Foster positive community relations by keeping individuals and organizations in affected communities informed and enabling them to express their concerns to the media, fire personnel and elected officials. D. Provide communications to elected officials such as Council Members, the Mayor as well as the City Manager to keep them informed of occurrences within the City of Dallas as well as their respective Council Districts. E. Communicate timely and accurate information to the media and the public regarding significant incidents through consultation with incident command, fire personnel and arson investigators as necessary. F. Maintain communications with personnel from all divisions in order to locate positive information that may be newsworthy. G. Provide updates to the Office of the Fire Chief of any unusual or developing incidents 24 hours a day. H. Provide updates to the On-Call Chief of any unusual or developing incidents 24 hour a day I. Refer to MOP 311.05 for response criteria. 101.04 Medical Director The purpose of the Medical Director is to provide physician control for the medical direction/supervision of pre-hospital care delivered by certified EMS personnel. The Medical Director will supervise and coordinate with the Deputy Medical Directors, DFR Command Staff, EMS Council and other stakeholders to ensure DFR’s emergency medical practices and patient care are managed and strategically planned to maximize the department’s resources while ensuring the citizen’s needs for quality pre-hospital emergency care are met per the expectations of City and DFR Management. 1. Medical Director qualifications: a) A physician licensed to practice in Texas. b) Familiar with the design and operation of the DFR’s EMS operations. Will act as a health and safety advocate for all members. C. Captain, Wellness and Fitness Coordinator (831) 1. Is directly responsible to the Safety Deputy Chief (809). 2. Will develop and deliver programs, procedures, and policies to improve DFR members’ wellness. 3. Is responsible for all aspects of DFR’s Wellness initiatives. 4. Will perform liaison duties between DFR and all agencies involved in evaluating DFR members’ wellness, as well as those who specifically test our members’ fitness for duty. 5. Will complete additional training and obtain professional certifications related to fire department wellness initiatives as well as NFPA 1582. 6. Will develop and maintain records and reports to ensure compliance with DFR policies and nationally recognized standards. 7. Will perform other duties as assigned by the Safety Deputy Chief (809). D. Physical Fitness Equipment Coordinator (847) 1. Is directly responsible to the Captain, Wellness and Fitness Coordinator (831). 2. Is responsible for maintaining records related to the inventory, location, and status of DFR physical fitness equipment, workout rooms, and the jogging track. Page 3 of 7 3. Is responsible for developing programs and recommending equipment purchases, replacement, and repairs that can improve DFR members’ physical fitness. 4. Will monitor and maintain the DFR monthly Form 158, the Physical Fitness Report. 5. Will serve as the Wellness Champion and is responsible for communicating all requirements and opportunities related to Wellness Points under our current health insurance plan to all DFR members. 6. Will be responsible for obtaining and maintaining certifications related to physical exercise, peer fitness training, and nutrition. 7. Will provide exercise and training opportunities for members who are placed on conditional and restricted duty. 8. Will be responsible for updating and maintaining identification cards for DFR members. 9. Will liaison with the Risk Management Office and provide Remedial Defensive Driving and Defensive Driving Certifications for all DFR members. 10. Will perform other duties as assigned by the Captain, Wellness and Fitness Coordinator (831). E. Lieutenant, Fitness Coach 1. Is directly responsible to the Safety Deputy Chief (809). 2. Is responsible for the management of all aspects of all DFR fitness training programs. 3. Will assess recruit and firefighter strength, mobility, and aerobic health. 4. Will develop physical training programs designed to improve job performance. 5. Will liaison with Academy staff to provide and update a pre-hire training manual, Academy fitness manual, and a fitness curriculum that enhances recruits’ ability to perform required physical tasks. 6. Will examine Battalion Chief and Workers Compensation reports of injury and illness to understand contributing factors related to physical fitness and movement/mobility weakness amongst DFR members, and will develop specific training and corrective measures to reduce these occupational injuries and illnesses. 7. Will obtain certifications and perform continuing education related to physical fitness training, program development, and strength and conditioning coaching. 8. Will perform other duties as assigned by the Safety Deputy Chief (809). F. Captain, Personal Protective Equipment (PPE) and Safety (824) 1. Is directly responsible to the Safety Deputy Chief (809). 2. Will develop and deliver programs, procedures, and policies to educate DFR members on the proper use, care, and maintenance of PPE. 3. Will perform liaison duties between the Emergency Response, Special Operations, and EMS Bureau, Maintenance, Clothing and Supply, and all businesses and regulatory agencies involved with the care, selection, and maintenance of DFR PPE. Page 4 of 7 4. Will become certified to inspect DFR’s PPE. 5. Will be responsible for coordinating the selection and purchase of new PPE. 6. Will develop a PPE cleaning and inspection schedule that meets nationally recognized standards and allows for a reserve inventory of PPE at all times. 7. Will develop and maintain records and reports to ensure compliance with DFR policies and nationally recognized standards. 8. Will be involved in on-duty injury investigations. 9. Will perform other duties as assigned by the Safety Deputy Chief (809). G. Lieutenant, SCBA Program Coordinator (851) 1. Is directly responsible to the Safety Deputy Chief (809). 2. Is responsible for the management of all aspects of the SCBA program and Thermal Imaging Camera (TIC) program. 3. Will supervise and manage the workload and technical proficiency of all DFR certified SCBA Technicians. 4. Will develop and deliver programs, procedures, and policies to educate DFR members on the proper use, care, and maintenance of SCBA and TIC. 5. Will develop and maintain records and reports to ensure compliance with DFR policies and nationally recognized standards. 6. Will perform liaison duties between the Emergency Response, Special Operations, and EMS Bureau, and all businesses and regulatory agencies involved with the care, selection, and maintenance of DFR SCBA and TIC. 7. Will become certified as a SCBA Maintenance and Overhaul Technician. 8. Will be responsible for gathering SCBA records and will be involved in securing evidence and maintaining the chain of custody when a member is seriously injured. 9. Will perform other duties as assigned by the Safety Deputy Chief (809). H. Workers Compensation Manager II (822) 1. Is directly responsible to the Safety Deputy Chief (809). 2. Is responsible for managing the Department’s workers’ compensation and limited duty programs. 3. Will have these direct subordinate levels: a. Coordinator II b. Administrative Specialist 4. Will have liaison responsibility with the following entities: a. City’s Third-Party Administrator b. City’s Workers Compensation Health Care Network c. GIS Specialist III The GIS Specialist III will possess expertise with data analytics, report creation, and oral presentation skills as well as use of GIS software needed to create and design maps to be used by the department’s officers for decision making and ongoing reference. This individual will be directly responsible to the Deputy Chief (809) and will: 1. Provide structured and ad-hoc training to departmental personnel on use of the Pre- Incident Plans program 2. Design and create maps needed for short and long-term planning including special and large organized planning requiring Incident Action Plans 3. Liaison with other City departments to plan for expansion of the City’s hike, bike and walking trails and duties associated with such planning will include marking and mapping constructed trails with 911 Pole marker positions and sharing of such system marking with the department’s members for their reference and use during emergency response. 4. Manage and liaison with other stakeholders involved with the department’s Hydrant Maintenance program 5. Manage and assist with pushing out applications to the department’s fleet of iPad and other smart devices used to obtain information or needed to make use of the Pre-incident Plans program 6. Manage the Department’s pre-incident Plans program 7. Liaison with Haystax Technology (Constellation Program vendor), Dallas Police Department, CIS Department, Downtown Dallas Inc., and regional partners within the North Central Texas Council of Governments concerning pre-incident planning. 8. Provide technical assistance to the DFR ERB Deputy and Battalion Chiefs, district Pre-incident Plans program leaders and other departmental members as requested K. Resiliency Coordinator 1. Will work a 40/hour staff schedule. 2. Is directly responsible to the Safety Deputy Chief. 3. Will develop and deliver programs, procedures, and policies to improve DFR members’ mental health and emotional resilience and wellness. 4. Will maintain a repository of professional services available to DFR members and will assist in referring members to appropriate programs and services. 5. Will keep member referral conversations confidential with the only limitation(s) concerning the abuse or negligence of a child or elderly person or if a member poses a threat of harm to themselves of others. 6. Will maintain professional licensure(s) in one or more of the following fields: Page 6 of 7 psychology, counseling, social work, mental health, and behavioral health. 7. Will complete additional resiliency related training as assigned. 8. Will provide clinical oversight and program coordination for the DFR Peer Support and CISM teams. These teams can also have licensed professionals as members who can provide clinical guidance on specific incidents. 9. Will develop measurements to track data that will be analyzed for program efficacy. 10. The Emergency Response, Special Operations, and EMS Bureau is commanded by an Assistant Chief (805) who is appointed by the Fire Chief, and directly responsible to the Chief of Staff (801). The Emergency Response, Special Operations, and EMS Bureau Assistant Chief shall: 1. Assist in the formulation and administration of the policies, rules, regulations, and procedures governing the members and operations of the Department 2. Will serve as an Emergency Response, Special Operations, and EMS Bureau liaison with other Fire and City of Dallas Departments, as directed. 103.01 EMERGENCY RESPONSE – FIRE AND RESCUE OPERATIONS DIVISION A. Deputy Chiefs, Emergency Response Emergency Response Divisions are commanded by two Deputy Chiefs on each shift; Deputy Chief, Division 1 (806) and Deputy Chief, Division 2 (807). Deputy Chiefs shall: 1. Be appointed by the Fire Chief. 2. Be directly responsible to the Executive Deputy Chief (808) for the proper and efficient operation of their assigned Division and shift. 3. Be responsible for the enforcement of all policies, rules, regulations, and procedures of the Department within their Division. 4. Respond to alarms and special calls when dispatched and assume command and direct operations at emergencies, unless relieved by a superior officer. 5. Supervise and direct activities of Division personnel and departmental policies as they relate to station personnel. The Deputy Chiefs are to be vigilant in seeing that the emergency services provided are kept in a high state of readiness and excellence and they are to be intolerant of inefficiency, incompetency, and complacency. 6. Will submit written reports of calls or contacts they may have with citizens regarding services, actions, conduct of members. 7. Will make recommendations for changes or additions to departmental procedures as is necessary or appropriate. 8. Will check reports and keep such records as are necessary to ensure efficient operation of their division. Page 2 of 11 9. Will, in unusual situations, be authorized to issue such orders and instructions as are in the best interests of the Department. However, they will inform the on-call Chief of their orders or actions. All members of the Department will comply with such orders and instructions. 10. Will act in the capacity of the Assistant Chief (805) when so designated. 11. Will, in the absence of the Fire Chief, Executive Assistant Chief (801), Assistant Chief (805), and the Executive Deputy Chief (808), be in charge of and responsible for all activities of the Department, according to seniority. Should both on-duty Deputy Chiefs be equal in seniority (same date of appointment to the position), the Deputy Chief, Division 1, will be designated as the senior Deputy Chief. 12. Will perform other duties and be available as required by the Assistant Chief (805) or Executive Deputy Chief (808). B. Deputy Chiefs’ Command Technicians, Emergency Response 1. Deputy Chiefs’ Command Technicians are Driver Engineers assigned to the Deputy Chiefs, Divisions 1 and 2. Deputy Chiefs' Command Technicians: a. Are under the direct supervision of the Deputy Chief at all times, except when functioning under the Incident Command System during situations where an on- call Chief or Fire Chief has taken command. At such time, the Command Technician will be subject to that Commander's supervision and direction. b. Are responsible for the proper setup of the Command Post and the transfer to the Command Van when required. This is to be done at fires and/or other incidents utilizing City coordinated emergency plans. On scene, the Command Technician will: 1) Oversee Command Post operations and assist when identifying a need affecting the incident 2) With the assistance of the Battalion Chiefs' Command Technicians, monitor all radio frequencies and respond to all radio transmissions pertaining to the incident. 3) Set up the Command Van for proper operation. 4) Be responsible for the use of the mobile telephones. 5) Be responsible for accurate plotting of proper tactical information as well as information on multiple alarm sign-in board and the logistics pertaining to the incident. 6) Be knowledgeable in firefighting tactics, strategies, and the Incident Command System and see that orders are relayed effectively. c. Will have a thorough knowledge of all Department and City of Dallas emergency plans. d. Will assist the Deputy Chiefs in coordinating the staffing and distribution of Page 3 of 11 personnel within the Division by: e. Determining staffing levels of each district and be proficient in Telestaff. f. Will be responsible for the proper care and maintenance of their assigned vehicle and associated equipment. g. Will have a general knowledge of all major thoroughfares in the entire city. h. Will have specific knowledge of major thoroughfares and block number splits at major intersections within their Division response area. i. Will have a specific knowledge of all fire station locations within their Division response area. j. Will keep abreast of street conditions that would affect the route to any location within their Division. k. Will have a general knowledge of specific target hazard locations within the Division and the quickest and safest route to each. l. Maintain records and submit reports. m. Perform such other duties as required by their Deputy Chief. C. Battalion Chiefs, Emergency Response 1. Emergency Response districts are commanded by Battalion Chiefs. Three Battalion Chiefs are assigned to each battalion district, one for each shift. Battalion Chiefs: a. Are directly responsible to the Deputy Chief in charge of their Division and shift for the proper and efficient performance of duties. b. Will supervise their battalion in accordance with procedures and enforce the policies, rules, regulations, and procedures of the Department within their command. c. Are responsible for the morale, efficiency, and distribution of personnel within their command, including the rotation of paramedic personnel assigned to Rescues. d. Will respond to alarms and special calls when dispatched, assume command, and deploy apparatus and personnel in the most effective manner for the control and extinguishments of fire and preservation of life and property. They also will implement the appropriate level of the Incident Command System and apprise the officers who relieve them of command concerning the situation as it exists at that time. e. Are responsible for the state of training of personnel assigned to their command, witness drills, making investigations, watching for evidence of neglect or inefficiency, and taking necessary action to correct any deficiencies. f. Will closely monitor the station training program. g. Will assure themselves that all members under their command are properly trained in departmental procedures, and when operating at emergencies will Page 4 of 11 see that procedures are properly followed. Should the need arise for a procedure or a change in a procedure, the Battalion Chief will forward a report to the Deputy Chief, who will initiate action to evaluate and recommend a proper change or addition. h. Will conduct drills and exercises between or among companies on a routine basis. This includes pre-fire planning drills, high-rise drills, tactical drills, or any other classroom or field training exercises. Battalion Chiefs are to make use of Saturdays, Sundays, and holidays when buildings and premises are accessible, and drills would not disrupt the occupants. Companies may be taken out of service for this purpose provided Fire Dispatch and their Deputy Chief have approved the drill in advance. i. Will be familiar with their district regarding the location of target hazards, high- occupancy locations, new construction, building demolition, water supplies, and streets. j. Will assure that station officers develop and maintain a high level of discipline and performance. k. Will initiate and participate in meetings with civic and service organizations and otherwise actively promote good public community relations. l. Will see that persons authorized to ride on emergency vehicles, as specified by the Fire Chief, have complied with Department procedures and have signed a waiver of liability where required. m. Have overall responsibility for care, maintenance and usage of apparatus, equipment, and supplies in stations under their command. n. Will make regular visits and inspections of each company and Department building over which they have supervision to determine that proper care and attention is being given to all Department property. o. Have the authority to prohibit the use of any equipment, which is unsafe or unfit for service. p. Will check reports and keep appropriate records as are necessary to ensure efficient operation within their commands and apprise the officer who relieves them concerning important or essential information relative to their commands. q. Will oversee the fire inspection and tactical survey activities assigned to their commands. r. Will designate members to act as Company Officers. s. Are authorized to make temporary transfers of personnel in their district for up to 30 days duration with the approval of their Deputy Chief. t. Will submit written reports concerning any unusual circumstances or incidents, including any conduct worthy of recognition. Page 5 of 11 u. Will act in the capacity of their Deputy Chief when so designated. v. Will perform such other duties as required by the Deputy Chief. D. Battalion Chiefs’ Command Technicians, Emergency Response 1) Battalion Chiefs’ Command Technicians are Driver Engineers assigned to assist Battalion Chiefs. Command Technicians are under the direct supervision of the Battalion Chief at all times, except for night watch duty, when they will be under the direction of the station officer. When functioning under the Incident Command System, during situations where a Deputy Chief, on-call Chief, Assistant Chief or Fire Chief has taken command, all Command Technicians will be subject to that commander’s supervision and direction. Members assigned as Command Technicians: a. Will relay orders from the Chief concerned. An order or direction received from a Command Technician at the scene of an emergency must be promptly carried out as coming directly from the Incident Commander. Command Technicians may not give any order, direct or standing, unless specifically authorized. b. Will be thoroughly familiar with all Incident Command procedures and communications procedures, especially those pertaining to multi-alarm response, personnel accountability, and those of the staging officer. c. Will be responsible for monitoring the radio channels used at their assigned incident and assure that communications are maintained with Fire Dispatch and all Division Supervisors at all times. d. Will be proficient in knowledge and use of City of Dallas Master Emergency Response Plans and departmental emergency plans. e. Will be responsible for sending size-ups and status reports to Fire Dispatch and the Emergency Response Center, when applicable. f. Will be proficient in the use of currently used computer hardware/software. g. Will assist in maintaining staffing levels of their district and updating the reports, which reflects the battalion’s staffing levels and shortage by company. h. Will assist their chief in the preparation and distribution of annual leave scheduling. i. Will prepare reports and maintain databases. j. Will have a thorough knowledge of their first-alarm district to include routes, streets, block numbers and splits, and general knowledge of their second and greater-alarm districts. k. Will inspect their vehicle daily and perform preventive maintenance procedures to ensure it is ready to respond. l. Will keep their assigned vehicle clean and serviced. m. Will perform such other duties as required by their Battalion Chief. Page 6 of 11 E. Captains, Emergency Response 1. Captains are directly responsible to their Battalion Chief for the proper and efficient performance of assigned duties. Captains perform as the commanding officer of a fire station with a variety of supervisory, training, and firefighting duties. Captains: a. Perform the duties of their assignment including the support and enforcement of policies, rules, regulations, and procedures applicable to their assignment. b. Respond with their companies to alarms and other emergency calls and, when first to arrive, assume command until properly relieved. c. Manage station expenditures for the comfort and pleasure of members such as the purchase of televisions, appliances, and similar items that are decided by a vote of the members concerned. A two-thirds majority of the personnel assigned to the station will be considered as approval. d. Ensure that the station facility, apparatus, and equipment receive proper care and maintenance. Captains in single company stations, excluding Battalion Chief stations, will be responsible for ensuring compliance for each shift. e. Serve in the capacity of Battalion Chief when designated. f. Ensure that all members under their command complete all required training. g. Ensure to the best of their ability and without delay that their company responds to alarms in a manner that is safe and within departmental rules. h. Perform such duties as the station officer. Duties include staying abreast and apprising members of all directives, memorandums and all departmental communications; conducting training sessions as needed; conducting inspections and tactical information surveys of buildings in assigned districts; maintenance of appropriate logs regarding alarm responses, consequential events, and any files necessary for efficient operation of their command. F. Lieutenants, Emergency Response 1. Lieutenants are directly responsible to their immediate supervisor for the proper and efficient performance of assigned duties. Lieutenants will be directly responsible to their Captain or to their district Battalion Chief when assigned to a single company station. Lieutenants: a. Perform the duties of their assignment and support and enforce the policies, rules, regulations, and procedures applicable to their assignment. b. Respond with their companies to alarms and other emergency calls and, when first to arrive, assume command until properly relieved. c. Have a thorough knowledge of their first and second-alarm districts. d. Perform as an assistant to the Captain at multiple-company stations and accept such authority and responsibility as may be delegated by the captain. e. Ensure that all members under their command complete all required training. Page 7 of 11 f. Ensure to the best of their ability and without delay that their company responds to alarms in a manner that is safe and within departmental rules. g. Will act in the capacity of Captain when designated. h. When assigned to a single company station, perform such duties as the station officer. Duties include staying abreast and apprising members of all Directives, Memorandums and all departmental communications; conducting training sessions as needed; conducting inspections and tactical information surveys of buildings in assigned districts; Maintenance of appropriate logs regarding alarm responses, consequential events, and any files necessary for efficient operation of their command. G. Driver Engineers, Emergency Response 1. Driver Engineers when in quarters are directly responsible to their Station Officer for the proper and efficient performance of duties. Drivers of vehicles to which an officer is assigned will be responsible to that officer when the vehicle is away from quarters. Drivers of vehicles to which an officer is not assigned will be responsible to their station officer or the on-scene supervisor, depending upon assignment. Driver Engineers: a. Perform the duties of their assignment and be governed by the policies, rules, regulations, and procedures applicable to their assignment. b. Drive apparatus, Rescues, and other vehicles and operate pumps, aerial ladders, or other features of their unit or vehicle. c. Remain at their assigned fire apparatus, maintaining operational control of same unless ordered to do otherwise by a ranking officer. d. Have a thorough knowledge of the operation of Department equipment in accordance with current training policies. e. Have a thorough knowledge of their first and second-alarm districts to include routes, streets, block numbers, splits, hydrant locations and status, and a general knowledge of their third and greater-alarm districts. f. Ensure to the best of their ability and without delay to operate their vehicle when responding to an alarm in a manner that is safe and within departmental rules. g. Are directly responsible to their supervisor for the proper care and maintenance of the equipment to which they are assigned. h. Daily inspect their vehicles and perform appropriate preventive maintenance procedures to see that the apparatus or vehicle is ready to respond. i. Keep their apparatus or vehicle clean and serviced at all times when in quarters. j. Perform the duties and accept the responsibility of a higher rank when so designated. Page 8 of 11 k. Perform such other duties as required by their supervisor. H. Second Driver, Emergency Response Second Drivers when in quarters are directly responsible to their Station Officer for the proper and efficient performance of duties. Second Drivers will perform essentially the same duties as a Driver Engineer, being the primary relief when the Driver Engineer is absent. Second Driver shall: a. Perform the duties of their assignment and be governed by the policies, rules, regulations, and procedures applicable to their assignment. b. Drive apparatus, Rescues, and other vehicles and operate pumps, aerial ladders, or other features of their unit or vehicle. c. Have a thorough knowledge of the operation of Department equipment in accordance with current training policies. d. Have a thorough knowledge of their first and second-alarm districts and a general knowledge of their third and greater-alarm districts. e. Are directly responsible to their supervisor for the proper care and maintenance of the equipment to which they are assigned. f. Assist with the Daily inspection of the vehicle that they are assigned to see that the apparatus or vehicle is ready to respond. g. Perform the duties and accept the responsibility of a higher rank when so designated. h. Perform such other duties as required by their supervisor. I. Fire and Rescue Officers, Emergency Response 1. Fire and Rescue Officers are directly responsible to their immediate supervisor for the proper and efficient performance of duties. Fire and Rescue Officers: a. Perform the duties of their assignment and be governed by the policies, rules, regulations, and procedures applicable to their assignment. b. Be prepared to respond to an alarm at any time while on duty. c. Have a thorough knowledge of their first-alarm district and a general knowledge of their greater-alarm district. d. Be particularly responsible for heeding safety practices and procedures regarding the operation, use, care, cleanliness, upkeep, and safety integrity of all their personal protective clothing and equipment, including their protective breathing apparatus. e. Perform station duties that include standing watch, greeting the public, apparatus maintenance, equipment inventory, station housekeeping, physical fitness workouts, fire inspections, fire tactical information surveys, fire hydrant maintenance, training, drills, testing and evaluation, preparing meals, emergency response, first aid, and firefighting. Is responsible for the management of the Urban Search and Rescue Program and will have functional authority for its operational efficiency. 4. Is responsible for Hazardous Materials Response, including administration, special inventory, and compliance with applicable federal, state and City of Dallas laws, regulations, Ordnances, and codes. 5. Is responsible for the management of the water rescue program and will have functional authority for its operational efficiency. 6. Is responsible for the Marine 1 Program, including administration and compliance with applicable federal, state and City of Dallas laws, regulations, Ordnances, and codes. 7. Assist the CAD/NFIRS Administrator as backup trainer for NFIRS system use of NFIRS information related requests 3. Support QA/QI functions in the Division intended to promote adherence and proficiency of dispatchers utilizing the Emergency Medical Dispatch (EMD) software. This will include EMD QA software training and use for evaluation of dispatcher use of EMD software during processing of medical emergency calls transferred into Fire Dispatch Center. I. Quality Assurance/Quality Improvement (QA/QI) Officer 1. The use of EMD software by the Department requires a strong Quality Assurance / Quality Improvement program to ensure dispatchers processing 911 calls adhere to scripted questioning designed to elicit information from the caller to assure appropriate prioritization of medical emergencies and this is vital to ensuring that DFR is dispatching the most appropriate resources to handle the emergency. 2. The QA/QI program requires sample review of calls handled and subsequent meetings with dispatchers to report on performance and the QA/QI Officer will be aided in this function by other dispatchers. Dallas Fire-Rescue (DFR) maintains a comprehensive awards program to recognize and honor deserving members for outstanding service to the Department and the community. B. Departmental awards are presented at the Department Awards Banquet each year, generally held the first week of December. 1. Awards presented at the banquet are for the period between Award Banquets, with allowances for the processing of nominees. Typically, this will be from November to November of the next year. The exact time frame will be determined when the Awards Banquet is announced. C. The Department Awards Banquet will be overseen by a Deputy Chief or other designee by the Fire Chief. 1. The banquet chairperson will report to the Fire Chief. 2. The banquet chairperson will solicit volunteers to form a banquet committee each year. He/she will be responsible coordinating and managing all aspects of the Annual Awards Banquet. 201.02 Incident Specific Awards A. The Department’s incident specific awards are awarded on a noncompetitive basis. The number of these awards presented each year will depend on the number of nominations judged to meet the Department’s criterion for each award. B. An investigative team, consisting of the banquet chairperson, the assistant chairperson, and a member from Internal Affairs, will review each nomination for an incident specific award by investigating each respective incident and preparing a written recommendation for the award, if any, to be awarded in response to the nomination. C. An Executive Panel, consisting of the Fire Chief and Command Staff, will review the recommendations and judge the nominations based on the Department’s criterion for these awards. D. The Incident Specific Awards, listed in descending order of honor, are: 1. The Edward D. Everitt Award of Heroism and Courage is presented to a surviving member that suffered great harm in a life-altering, traumatic, on-duty injury. a. This award stands out from other awards due to the potential for long-term Page 1 of 7 impairment, hospitalization, and disability as a result of an on-duty injury that merits receipt of this award. i. This award is intended for on-duty traumatic injuries, resulting in a disability which leaves a DFR uniformed member unable to perform the minimal requirements as defined in the job description of their current position prior to the traumatic incident. ii. For purposes of this award, life-altering incidents do NOT include serious medical conditions such as a heart attack, cancer, allergies (i.e., to smoke or latex, etc.), and loss of vision and/or hearing due to degenerative conditions, and post-traumatic stress syndrome. Likewise, many physical ailments or injuries that are job related would also not qualify for this award, such as back and joint strains or injuries from wear and tear, self-inflicted injuries, and other chronic physical issues. b. This award, unlike other awards, is not necessarily tied to the Awards Banquet that occurs in the same year as the incident that is related to the award. Because of the nature of the criterion, a qualified recipient of the award may not be realized until months or years after the incident causing the injury. i. Whenever a recipient for this award is determined, the recognition will occur at the next Awards Banquet. ii. The Fire Chief shall have the discretion to also present this award to the member at an occasion other than the annual Awards Banquet. The opportunity to recognize the member during a time of convalescence, possibly in the presence of family, will allow the Department to provide immediate support and recognition of such a great sacrifice sustained in the performance of one’s duties. 2. The Medal of Valor is presented only in those events wherein a uniformed member has, under especially hazardous conditions, courageously risked their own life to save another. 3. The Distinguished Service Award is presented to uniformed members who have disregarded their own personal safety to save the life of another. 4. The Meritorious Service Award is presented to a uniformed member for an act that demonstrates an exceptional degree of professionalism in the performance of their duties during an emergency incident. 201.03 Annual Competitive Awards A. These are awards for which only one member is selected each year from the pool of nominations submitted. 1. On occasions where there are no nominations for a specific award, that award will not be presented. 2. Members may only win each Annual Competitive Award once. B.
