The Tourism Development Plan (TDP) should also complement the Comprehensive Development Plan (CDP), Provincial Development and Physical Framework Plan (PDPFP), Comprehensive Land-Use Plan (CLUP), and the like. TOURISM PLANNING IS CONSULTATIVE Thus, it is important to have collaborative decision-making to achieve good and sustainable outcomes. A consultative approach involves engaging all relevant parties, including government agencies, local communities, tourism operators, environmental organizations, and other stakeholders, in the planning process. Promoting collaborative, inclusive, and transparent consultative tourism planning, maximizes the benefits of tourism while minimizing its negative impacts, ensuring the long-term prosperity of destinations and the well-being of their communities. Importance of Tourism Planning Planning is essential for a successful tourism development program. Planning helps in making decisions based on available resources and opportunities. A plan is needed for the approval or requests for infrastructure projects, technical and financial assistance. Tourism Policy needs a high level of strategic planning involving a clear definition of major policies reflecting an ongoing agreement among all the stakeholders within a tourism destination Policy plays several important roles in enhancing the understanding of tourism in the future. It also discusses two global forces that all tourism destination face: (1) growing competition from both established and emerging destinations, and (2) pressure to maintain the ecological integrity of regions affected by tourism. In more specific terms, tourism policy fulfills six functions: ❑ It lays out the rules of the game, or the rules that tour operators must follow. Role of Government in Tourism Policy Lesson Three Government helps shape the economic framework for the tourism industry, helps provide the infrastructure and educational requirements for tourism, establishes the regulatory environment in which business operates, and takes an active role in promotion and marketing. COORDINATION PUBLIC INTEREST PLANNING PROTECTION GOVERNMENT LEGISLATION SOCIAL AND TOURISM REGULATION ENTREPRENEUR AND STILUMATION COORDINATION Coordination is an extremely significant concept in tourism planning and policy. Coordination is necessary both within and between the different levels of government in order to avoid duplication of resources between the various government tourism bodies and the private sector, and to develop effective tourism strategies. PLANNING Public planning for tourism occurs in a number of forms (e.g. development, infrastructure, land and resource use, promotion, and marketing); institutions (e.g. different government organizations), and scales (e.g. national, regional, local, and sectoral). LEGISLATION AND REGULATION Government simultaneously calls for increased regulation of tourism, especially with respect to the desire for protecting the environment and, increasingly, human rights and social justice, especially with respect to the rights of indigenous peoples. GOVERNMENT AND ENTREPRENEUR Governments at all levels have had a long a history of involvement in promoting tourism through bureaus, marketing ventures, development of transport networks through national airline and rail systems, and the provision of loans to private industry for specific tourism-related developments. STIMULATION Like the entrepreneurial role is the action that government can take to stimulate tourism development. Such as: Financial incentives such as low-interest loans or a depreciation allowance on tourist accommodation Sponsoring research for the general benefit of the tourism industry rather than for specific individual organizations and associations marketing and promotion (generating market demand) TOURISM PROMOTION One of the main activities of the government is the promotion of tourism through tourism marketing campaigns that will encourage more tourists, foreign or domestic to visit a certain destination. Encourage visits by foreign travelers and ensure the minimum of "leakage" from domestic travelers. SOCIAL TOURISM Social tourism can be defined as tourism relationships and phenomena resulting from participation in travel by economically weak or otherwise disadvantaged elements of society. Social tourism helps economically marginalized groups like the unemployed, single-parent households, retirees, and the disabled. GOVERNMENT AS A PUBLIC INTEREST PROTECTOR The role of the government is to find a balance between different interests and values to serve the broader public interest of the nation or region. This means making decisions that benefit the entire population rather than favoring specific industries or private groups, like the tourism industry.
