Flight Attendant Initial Training Emergency Equipment  Objectives Understand the differences between MEL, In- op, and No-Go items. Be familiar with the Cabin Condition Report including where it is kept, when and how to use it. Identify the Cabin Emergency Equipment Zones for each Flight Attendant. Know the specific pre-flight responsibilities (T.O.S.S.) for every piece of cabin emergency equipment. Be aware of the Flight Deck emergency equipment and its use. 2  FAA DEFINITION OF “MEL” (Minimum Equipment List) The MEL is a list of equipment the FAA has determined may be inoperative under certain operational conditions and still provide an acceptable level of safety. The MEL contains the conditions, limitations and procedures required for operating the aircraft with these items inoperative. 3  FAA DEFINITION OF “INOPERATIVE” Inoperative means a system or component has malfunctioned to the extent it does not accomplish its intended purpose and/or is not consistently functioning normally within its approved operation limits or tolerances. Therefore, it must be repaired or replaced before normal operation. 4  FAAFAA DEFINITION DEFINITION OF OF “NO-GO” “NO GO” ITEM All equipment related to the airworthiness and the operating regulations of the aircraft not listed on the MEL must be operative or shall be referred to as a “No-Go Item.” Aircraft No-Go Items in a state of unairworthiness may not be placed into service. 5  Flight Attendant Documentation When a piece of Emergency Equipment is found to be deficient (missing/broken) during the pre-flight check OR is used in-flight, it is critical to: 1. Pull pouch from the container. Open pouch and remove the hood. Pull yellow oxygen cylinders apart. Place hands in the rubber opening and stretch apart. Place the PBE over head with the rubber lining around the neck. All hair must be tucked inside the PBE. The PBE must be donned within 15 seconds of pulling apart the oxygen cylinders.
