Policy Des Plaines Police Department 329 Des Plaines PD Policy Manual Major Incident Notification 329.1 PURPOSE AND SCOPE The purpose of this policy is to provide guidance to members of this department in determining when, how and to whom notification of major incidents should be made. 329.2 POLICY The Des Plaines Police Department recognizes that certain incidents should be brought to the attention of supervisors or other specified personnel of this department to facilitate the coordination of activities and ensure that inquiries from the media and the public may be properly addressed. 329.3 MINIMUM CRITERIA FOR NOTIFICATION Most situations where the media show a strong interest are also of interest to the Chief of Police and the affected Deputy Chief or Commander. The following list of incident types is provided as a guide for notification and is not intended to be all-inclusive: Homicides Any Aggravated Battery involving a gun shot Armed Robbery Kidnapping, Abduction Explosions and Arson Major gang related incidents Traffic accidents with fatalities Officer-involved shooting - on or off duty (see Officer-Involved Shooting Policy for special notifications) Significant injury or death to employee - on or off duty Death of a prominent Des Plaines official Arrest of Department employee or prominent Des Plaines official Aircraft crash with major damage and/or injury or death Deaths resulting from suspicious or unusual circumstances TRT/ NIPAS/ILEAS callouts that are initiated by the Des Plaines Police Department 329.4 WATCH COMMANDER RESPONSIBILITY The Watch Commander is responsible for making the appropriate notifications. The Watch Commander shall make reasonable attempts to obtain as much information on the incident as possible before notification, and then shall attempt to make the notifications as soon as practical. Published with permission by Des Plaines Police Department Major Incident Notification - 1 Des Plaines Police Department Des Plaines PD Policy Manual Major Incident Notification 329.4.1 STAFF NOTIFICATION In the event an incident occurs as described in the Minimum Criteria for Notification section of this policy, the affected Deputy Chief or Commander will be notified and will, in turn, notify the Chief of Police and any other appropriate personnel. Notification of Deputy Chief or Commander - When an affected Deputy Chief or Commander is on duty, notify by telephone, radio, or cell phone. When off duty, notify by cell phone first, and if unsuccessful, then by home telephone. Notification of Chief of Police - When the Chief is on duty, notify by telephone, radio, or cell phone. When off duty, notify by cell phone first, and if unsuccessful, then by home telephone. 329.4.2 DETECTIVE NOTIFICATION If the incident requires that a detective respond from home, the Detective Commander or the Detective Sergeant shall be contacted, who will, in turn, notify the appropriate detective. 329.4.3 TRAFFIC BUREAU NOTIFICATION In the event of a traffic fatality or major injury, the Evidence Technician Sergeant shall be notified, and will, in turn, notify the Accident Reconstruction Team. 329.4.4 PRESS INFORMATION OFFICER (PIO) The Press Information Officer shall be called after members of staff have been notified that it appears the media may have a significant interest in the incident. 329.4.5 ACTIVATING THE TACTICAL RESPONSE TEAM The Tactical Response Team (TRT) was formed to handle incidents that require a specialized response, such as hostage/barricaded subjects, high-risk warrant service and any other highrisk incident. The Chief of Police, the Operations Division Deputy Chief, or the TRT Commander has the authority to activate the team. In the event of a tactical response situation, the on-duty Watch Commander will notify the Chief of Police, the Operations Division Deputy Chief, or in their absence, the TRT Commander, and a decision will be made whether or not to activate TRT. If activation is authorized, the TRT Commander will determine whether a full or partial callout is needed and will notify the appropriate TRT members.
