RIVERSIDE FIRE AUTHORITY FIELD OPERATING GUIDELINES LIFE RESCUE MODE Declared by itself, “Life Rescue” mode conveys that you are exercising your two-in/two-out exemption and entering the hazard area to perform rescue (or search and rescue). Exemption means that you are entering the hazard area with fewer than three firefighters on scene. RISK MANAGEMENT We will risk a lot to save a lot. We will risk a little to save a little. We will risk nothing to save nothing. PROCEDURE Announcing “Life Rescue” mode means:  You have determined that there is a civilian life-safety problem.  Probability of viability has been determined.  There are fewer than four personnel on scene.  You are exercising the two-in/two out exemption because there is fewer than four firefighters on- scene, but at least three.  You will be performing rescue or performing search and rescue. STAND-BY FIRE FIGHTER  In the "initial stage" of a structure fire-incident where only one team is operating in the hazardous area, at least one additional fire fighter shall be assigned to standby outside of the hazardous areas where the team is operating.  The Initial Stage Standby Fire Fighter may be the pump operator. This presumes the standby fire fighter is in close proximity to the incident. (Pump operators at the supply end of a reverse lay do not qualify as an initial stage RIC).  The responsibility of the Initial Stage Standby Fire Fighter shall be to maintain awareness of the status of fire fighters in the hazardous area. The standby fire fighter shall remain in positive communications with the entry team, in full protective clothing with SCBA donned, in the standby mode. The standby fire fighter shall be permitted to perform other duties outside the hazardous area, provided constant communication is maintained with the team in the hazardous area and his/her availability to provide for Rapid Rescue is not hindered.
