Lesson 5: Global Governance Philip P.Perucho LPT,MAT Faculty Global Governance  Refers to the various intersecting processes that create world order.  Encompasses the institutions, policies, norms, procedures, and initiatives through which states and their citizens try to bring predictability, stability, and order to their responses to transnational challenges ( United Nations ,2014) Sources of Global Governance  Treaties and Organization ( United Nations, World Trade Organization, World Bank, Euro Council)  International NGO ( Red Cross, World Food for Hunger, WHO, Green Peace)  Powerful Transnational Corporation ( Unilever, Johnson&Johnson, Apple ,Nestle)  The International Organizations ( IO’s) often refers to international intergovernmental organizations or groups that are primarily made-up of member states ( WTO)  The Power of Classification of the International Organizations are:  Invent and Apply categories  Create powerful standards ( accepting refugees ) Power of International Organization  International Organizations as legitimate sources of the information  Meanings have effect on various policies  Example definition of security  IO can spread ideas across the world establishing global standards.  Experts in various field.  Example : World Bank create norms in the implementation and conceptualization of develops projects. Pros and Cons of International Organization  History: October 24,1945 in San Francisco, California USA the most prominent international organization in the contemporary world founded. ( UN)  January 1,1942 -“United Nations” was coined by US Pres. Franklin D. Roosevelt  June 26,1945- UN charter was signed  October 24,1945- 50 nations drew up the UN Charter in UN conference on the International Organization  Poland was the last original member to join  It has now 193 members states since 51 original members.  The 9th Secretary General took office on January 1,2017 ( Antonio Guterres)  A former United Nations High Commissioner for refugees 6 United Nations Main Organ  1.General Assembly-deliberative policy-making body& representative organ ( Enrique Manalo is the permanent representative of the Philippines to the UN)  2.Security Council-considered as the powerful organ& consists of 15 member states ( 5 permanent ( China,USA, France,Russia &UK) and 10 elected by GA for 2 years term)  3.Economic and Social Council- the central body for coordination, policy review, dialogue& recommendations on social & environmental issues & implementation of internationally agreed development goals and has 54 members elected for 3 years terms  4.International Court of Justice the principal judicial organ of UN  The seat is at the Peace Palace in Hague, Netherlands  5.Trusteeship Council established in 1945 by UN charter under Chapter XIII  6.The Secretariat consists of the Secretary –General& 10 thousands of International UN staff members. The Secretary General is the UN Chief Administrative Officer Pros of UN  1.Economic Development -provides resources  2.Maintaining peace –to resolved conflicts  3.Promote Security –against terrorism and prevents geocide attacks  4.Promote human rights- Investigation on human righst violation  5.Social development –helps to provides essential services like education and heath care  6.Humanitarian Act –to help refugees by providing them w/basic needs and relocation  7.Provide better lives –to help to improve living standards by eliminating disease and poverty  8.Climate Change to help countries on how to cope with these changes  9.Freedom it enables citizens to fight for their freedom ( to live and speech)  10. Prosecuting war criminals- international criminal law and solves international dispute Cons  1.Independent States- the UN can make its service as effective as the members want them to be. They set rules and set up mechanism to enable them to be accountable systems.  2.Political compromises UN consists of big group of contradicting states due to various political compromises the founding principles are always undermine by member states  3.Ineffective many people have suffered a lot due to ineffective UN programs. Their support is not enough to eradicate poverty, eliminate child& women trafficking,& other security issues  4.Biased it is only concerned w/major powers from France, UK and USA  5.No right procedures and laws-there are no right laws & procedures to be followed when changing the structure. The old members don’t want to allow new members into group.  6.Nuclear proliferation UN was unable to stop nuclear proliferation & prevent US invasion of Vietnam  7.Unbalanced Each Security council member in the UN has the right to vote on any proposal concerning peace keeping. A single security council can affect the entire peacekeeping process.  8.Conflicts there is a conflict between the state & non profit state actors. UN bodies are used by some powerful nations to exert their own will & this makes it ineffective in preventing power struggle conflicts among nations.
