focus on basic principles of research - has 6 programs - **Water Security - TUBIG Program:** (Tubig ay Buhayin at Ingatan) - **Food and Nutrition Security - SAPAT Program:** (Saganang Pagkain Para sa Lahat) - **Health Sufficiency - LIKAS Program:** (Likas Yaman sa Kalusugan) - **Clean Energy - ALERT Program:** (Alternative Energy Research Trends) - **Sustainable Community - SAKLAW Program:** (Saklolo sa Lawa) - **Inclusive Nation-building - ATIN program:** (Ang Tinig Natin) ### National Unified Health Research Agenda (NUHRA) - for health research and development agenda - Philippine Council for Health Research and Development (PCHRD) **Purpose** - national roadmap for health research in the Philippines - provides focus and direction for health research and development efforts - guides policy makers - funding and donor agencies and researchers - provides evidence-based solutions to pressing health problems - serves as basis for maximizing resource utilization and minimizing duplication of research efforts ### Agriculture, Aquatic and Natural Resources (AANR) - for crops, livestock, aquaculture, forestry, natural resources and environment, etc. - use of advanced and emerging technologies - biotechnology, genomics, nanotechnology, electronics and automation, & ICT among others. **Solutions to problems or develop new products with significant potential impact** - supports organic agriculture, halal food production, development of genetically modified organisms (GMOs) as long as it is compliant with biosafety rules and regulations. - This sector empowers our farmers, one of the most neglected heroes of our country. ### Industry, Energy, and Emerging Technology - Philippine Council for Industry, Energy, and Emerging Technology Research and Development (PCIEERD-DOST) - food and nutrition security, countryside development, competitive industry, renewable energy and energy storage solutions, and human security, etc. **R&D Projects** - waste utilization - value-addition of traditional products - efficient manufacturing processes **New fields of research as priority areas for 2017-2022** - Space Technology Applications - Artificial Intelligence and Data Science - Human Security and Defense Research - Creative Industries ### Disaster Risk Reduction and Climate Change Adaptation - Philippine Institute of Volcanology and Seismology (PHIVOLCS) - Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) - monitoring and forecasting, hazards vulnerability and risk assessment, warning and communication of information, technology development and application for disaster risk management, etc - preparedness and safety of the people affected - implement climate change mitigation and adaptation strategies - management and conservation of protected areas and key biodiversity areas in the country ## Government Policies Pertaining to Science and Technology - **Republic Act 10055 - Philippine Technology Transfer Act of 2009:** provide a framework and support system for the ownership, management, use and commercialization of intellectual property resulting from research and development funded by the government. - **Republic Act 2067 - Science Act of 1958:** integration, coordination, and intensification of scientific and technological research and development and fostering inventions, to provide funds and for other purposes. ## Major Science and Technology Development Programs in the Philippines - **Balik Scientist Program:** well-trained overseas Filipinos to come home and to the Philippines and share their expertise. Developed in 1975 - with the objective of achieving higher level of competitiveness for the success and progress of the economy. - **The Philippine Council for Agriculture, Aquatic and Natural Resources Research and Development (PCAARRD):** funded a program that has produced the irradiated carrageenan fertilizer or cara-vita organic fertilizer, -boosts the resiliency of rice plants, increasing the yield by 65 percent, -distributed to farmers for free in 2016, -50-million worth program for at least 30,000 hectares. - **Electric Train Project in 2015:** enhance the efficiency of public mass transport systems, was adopted by the Department of Transportations and Communications. - **NOAH (Nationwide Operational Assessment of Hazard):** primary disaster risk reduction and management program of the Philippines, Flood Information Network (FloodNET) Project, Landslide Sensors Development Project, Weather Hazard Information Project (WHIP), Enhancing Geohazards Mapping through LIDAR Technology. - **DREAM (Disaster Risk and Exposure Assessment for Mitigation Program):** Php 1-billion project to identify hazard-prone areas in the country, effectively and accurately measure critical flood elevation and depth, considered one of the most extensive mapping systems in Southeast Asia.
