The team is formed to do research and prepare the scope documents  Formation of Scope Development Team Need Definition – The first step is to define the needs for which the project is to be built. Base on these needs the functional requirements of the project should be determined. – In this step the input of the owner and the end users is very important. – Need definition is the foundation of the project  Formation of Scope Development Team Option Search – The second step is to gather all the ideas that can fulfill these needs, and deliver the required functionality.
