Role and responsibilities of the site superintendent in the submittal process Submittals Definitions IFC (Issued For Construction) Drawing Set Design Consultant(s) – Architect (building projects only) – Structural Engineer / Civil Engineer – Mechanical Engineer – Electrical Engineer Contract Administrator General Contractor (Site Superintendent) Trade(s) / Supplier(s) What Is A Submittal The design drawings and specifications prepared by the project consultants to start the construction work are know as issued for construction (IFC) drawing set and it provides only a certain higher level of detail / guidelines regarding the work to be done. There is a lot of detail that is missing in the IFC drawing set and without these details the trade (or supplier) CANNOT execute the work on the site; meaning additional details are required to complete the work on the site. Class discussion What Is A Submittal These missing details are deliberately left out by the design consultant to be filled in by the respective trade / supplier, in the form of a submittal, that the trade has to get approved from the design consultant. Why Submittals Are Necessary The reason for this is that if the project consultants (Architectural, Structural, Mechanical, Electrical) begin to design to a very minute level to include every single connection and interaction between systems and components, it would be an arduous and costly process and would cause delays and frequent defects in design. Having submittals prepared separately also ensures a separate pair of eyes to review the design which mitigates chances of errors. Difference Between Submittals & IFC Drawings It's important to note that the submittals are distinct from IFC drawings as the IFC drawings provide a broader overview of the project and its design intent. Submittals, on the other hand, provide detailed information specific to individual components or systems. Types Of Submittals Submittals can be of various types and include: 1) Sample or Mock-up This is a physical representation or prototype of a particular construction element, such as a wall section, flooring material, or finish, to the project owner, architect, or other relevant parties for approval before full-scale installation or construction begins. The purpose of a sample or mock-up submittal is to demonstrate the quality, appearance, and adherence to specifications of the proposed construction materials or methods. This process helps ensure that the final product meets the desired aesthetic and performance criteria while minimizing potential rework or issues later in the construction process. Mockup Of Wall-Section 11 Types Of Submittals 2) Data sheets / Catalogue Cuts – A data sheet typically contains detailed technical information about specific materials, products, or equipment that will be used in a construction project – It is submitted to the project's design and construction team for review and approval. – Data sheet ensures that all the materials, products and equipment used in a construction project meet the project's design and performance requirements. Sample Data Sheet HVAC Equipment Data sheets are illustrations, standard schedules, performance charts, instructions, brochures, diagrams and other information furnished by the Contractor to illustrate materials or equipment to be installed for the work. Types Of Submittals 3) Shop Drawings (Erection and Fabrication Drawings) Shop drawings are typically created for items that have to be fabricated / assembled / installed on site and may be considered as a step by step “assembly manual”, whereas the IFC drawings is merely the “picture on the box”. Shop drawings are a set of detailed drawings, diagrams, and plans that are prepared by the trade to illustrate how a specific component or part of a construction project will be fabricated, assembled, and installed. Types Of Submittals Shop drawings provide in-depth information about the materials, dimensions, tolerances, construction methods, and other technical details necessary for the accurate construction (fabrication or assembling or installing )of a particular element within the project. Types Of Submittals Shop drawings are typically created for items such as: – Structural Components: This includes details for steel or concrete structures, such as beams, columns, trusses, and foundation elements. – Mechanical & Electrical Systems: Shop drawings for mechanical systems like HVAC (heating, ventilation, and air conditioning) ductwork, plumbing, and electrical systems show how these components will be installed and connected. Types Of Submittals – Architectural Elements: Details for items like doors, windows, curtain walls, etc. are often provided in shop drawings. – Specialized Equipment: For projects involving specialized equipment, such as elevators, escalators, or industrial machinery, shop drawings are crucial to ensure proper installation and integration. Types Of Submittals 4) Descriptive Data – Descriptive data can include: Job mix formula Operation & maintenance (O &M) Schematic drawings Management plan Schedule Performance charts, etc. which explain how that work is to be executed. Who Is Responsible To Prepare The Submittal? The related trade / supplier to whom the work relates is responsible to prepare the submittal. There are always multiple submittals required on any construction project. Normally the trade / supplier will hire a Professional Engineer to prepare the submittal. The submittal MUST adhere to the overall framework for that work as provided, by the original design consultant, in the Issued For Construction (IFC) drawings and specifications. The submittal must be stamped by the Professional Engineer who prepares the submittal on behalf of the trade. What Information Has To Be Provided In The Submittal? The submittal must be able to prove two things to the original design consultant and the contract administrator: 1. That the trade / supplier fully and clearly understands the design concept of the original design consultant as given in the IFC drawings and specifications. 2. The submittal has all the details for that work, up to the minutest nitty gritty level details, including all the missing information related to that work in the IFC drawings and specifications, which will enable the trade to execute that work successfully on the site. Submittal Approval Flow Chart Once a submittal has been prepared by the Trade, it has to be submitted to the site superintendent who then reviews and stamps the submittal and then sends it to the contract administrator for review and submission to the related design consultant for review and approval. The approval by the related design consultant ensures that the proposed construction methods and materials in the submittal align with the project's requirements and design intent. Submittal Approval Flow Chart Once approved by the related design consultant, the submittal is returned to the contract administrator who sends it to the site superintendent for return to the related trade. The approved submittal supersedes the IFC drawings and specifications for that job AND the trade is bound to execute the work on site as per the approved submittal. The trade may only order materials for a job AFTER approval of the submittal. Submittal Requirements For Various Projects Where To Find The Submittals Required For A Project Any work item which requires a submittal, cannot be started on the site until the submittal for that work has been submitted by the related trade / supplier and approved by the design consultant for that work. All the submittals that are required for any project are given in the ‘General’ part of each project specification and if it is an OPSS then the submittal requirement will be given in the ‘Design and Submission Requirements’ section. Where To Find The Submittals Required For A Project The site superintendent is responsible to go through ALL the project specifications and prepare list of all the required submittals and enter them in a submittal log, for efficient monitoring and approval. Typical Building Project Submittals Required For A Typical Road Project Submittals for a typical road project can include: – Materials Submittals: Submittals for various construction materials such as: job mix formula for asphalt job mix formula for concrete aggregate grading and samples and any other materials specified in the project. – Shop Drawings for Structures: If the road project includes bridges, culverts, or other structural elements then shop drawings for these components will be required to ensure proper fabrication and installation. Role Of The Site Superintendent In The Submittal Process Role Of The Site Superintendent In The Submittal Process The site superintendent has two main responsibilities in the submittal process, namely: 1. Preparation of the submittal log and keep it updated at all times to ensure proper documentation and tracking of all submittals. 2. Review and approve all submittals before sending them to the CA for the related IFC design consultant’s review and approval. Submittal Log Submittal Log A submittal log serves as an organized record- keeping tool to list down, track and manage the submission, review, and approval process for all the various project-related submittals. 34 Submittal Log 35 Submittal Log A submittal log also tracks material ordering and delivery dates once a submittal approval has taken place (as no material can be ordered prior to the submittal approval and material deliveries often have associated lead times). 36 Site Superintendent’s Review Of The Submittals Site Superintendent’s Checklist For Review Of Submittals The site superintendent should, at a minimum, check the following in any submittal: a) General Items Drawing Tile Block: correct job name, correct address of job site, subcontractor’s information Gridline and/or elevation datum references Latest version of construction documents used b) Constructability Installation technique understandable Interfacing details with other materials provided Constructability reviewed with trade foreman Tolerances Example of Interfacing Details In Submittals? Class Discussion Site Superintendent’s Checklist For Review Of Submittals c) Dimensions Check Site verification of dimensions / measurements done? All required dimensions for fabrication included? d) Schedule Impacts Lead time required from approval date and materials required on site by which date? Predecessor & Successor activities Whether coordination required with other trades to carry out the work? Site Verification Of Dimensions? Class Discussion Design Consultant’s Review Of The Submittals Timeline For Review of Submittals By The Original Design Consultant Since time if of great essence in all contracts, the CA and site superintendent will negotiate upfront, with the all the IFC drawings’ design consultants, a reasonable and agreed-upon time frame for review and approval of the submittals. Design Consultant’s Review Of Submittals The related design consultant will review the submittal and will provide the signed and stamped copy of the submittal with the appropriate box checked on the stamp. Design Consultant’s Review Of Submittals Approved: means the submittal is approved as is and the work may proceed. Approved with changes noted: means the submittal is approved with the changes that have been noted and the work may proceed. No need to resubmit the submittal. Revise and Resubmit: means the changes noted by the Consultant must be incorporated in the submittal and the submittal has to be resubmitted by the trade for approval. Until the Consultant has approved the new submission, the work cannot proceed. Design Consultant’s Review Of Submittals Rejected: means there is too much wrong with the submittal, such as given below, and the related project design consultant has to reject the submittal altogether: – the original design intent of the related project consultant has not been followed either by way of submittal design and or by the materials, methods proposed in the submittal – too many important details are missing in the submittal In such case, a new submittal has to be prepared by the trade / supplier and resubmitted for review and approval of the related project design consultant. Submittal Review Liability Submittal Review Liability As per the contract documents, the general contractor is responsible for the methods and means of construction. Therefore, compared to the general contractor the related design consultant bears a smaller burden, and therefore, lesser liability for that work if something goes wrong in that work after the submittal has been approved by the related design consultant. Submittal Review Liability The general contractor’s (site superintendent’s) review and approval of a submittal comprises a representation to the related design consultant that the GC has reviewed and approved the submittal from all work and site related aspects and is ready to take the main liability for that work. Therefore, in order to mitigate their liability, the related design consultant will ONLY review a submittal AFTER it has been first reviewed and approved with date and the signature by the general contractor (site superintendent). Submittal Review Liability A review of the submittal by the related design consultant does not relieve the general contractor from his responsibility for any and all errors or omissions in the submittal or from his responsibility for meeting all the requirements contained in the contract documents. Submittal Review Liability of The Design Consultant Submittal Review Liability of The Design Consultant However, design consultant may incur liability due to failure in reviewing the drawings adequately to conform to the contract documents or delay in the reviewing the shop drawing. Example: Rebar Submittal Shop Drawing (Bar Bending Schedule & Placement Drawing) Rebar Submittal is provided by the rebar supplier and includes two documents namely a bar bending schedule and a placement drawing. Rebar Submittal is based on the structural drawings of the project. A bar bending schedule is a list of all the reinforcing bars to be used in the project and shows the diameter, quantity, length and bending profile of each reinforcing bar to be used in the project. 53 Example: Rebar Submittal Shop Drawing (Bar Bending Schedule & Placement Drawing) The bar bending schedule serves several purposes. The rebar foreman and the placing crew use the bar bending schedule to: – Check delivery quantities – Sort out bundles of bars in the job-site laydown area and – Hoist proper bundles to the placing area. 54 Example of Bar Bending Schedule Example: Rebar Submittal Shop Drawing (Bar Bending Schedule & Placement Drawing) A placement drawing is a working drawing instructing the field rebar placer regarding: – Bar placing sequence, thus facilitating the efficient installation of the reinforcing bars. – Where to place which type & size of rebars within the formwork; – Location and length of splices; – Bar clearances; – Bar supports; Placement Drawing Class Discussion 57 Example: Structural Steel Shop Drawing The IFC structural drawing shows all the required structural members such as beams, columns, diagonal braces, etc. but also has missing connection details that are to required be provided by the trade in the shop drawing submittal. Example: Structural Steel Shop Drawing Structural steel shop drawing review by the Site Superintendent is a very critical one and must be done very carefully. Some of the things that the site superintendent needs to review are: – Do the all the structural members and their dimensions as given on the shop drawing submittal match exactly with the structural drawing as well as the actual site dimensions. – Have all required openings in the walls for windows/doors been provided and with correct dimensions. – Have all required openings in the metal deck for HVAC etc. been provided at the correct location and with proper dimensions. Example: Structural Steel Shop Drawing Review (Class Discussion) Example: Drywall Work Shop Drawing Example: Curtain Wall Shop Drawing Example: Concrete Work Submittal The concrete supplier shall provide the following information in the submittal, to be approved by the contractor as well as the structural engineer. Concrete mix design specifying the following: Concrete mix ratio Material information – gradation of coarse and fine aggregates, unit weight, specific gravity, absorption, etc. Slump of concrete Water cement ratio Air content Etc. 69
