Policy Des Plaines Police Department 428 Des Plaines PD Policy Manual LEADS Teletype Messages-Entering and Cancelling 428.1 PURPOSE AND SCOPE The purpose of this policy is to provide a more efficient system for entering and cancelling teletype messages in the LEADS system that result from a police report. 428.2 ENTERING MESSAGES Whenever an officer obtains information that requires LEADS computer entry, the Emergency Communications Center will be contacted. LEADS computer entry messages are required for cases involving wanted or missing persons, stolen guns, articles which are serialized and stolen vehicles. By the end of an officer's tour of duty, all LEADS teletype messages must be entered, unless the case is under investigation and is carrying into the next watch. The officer's report will note the date and time the message was telephoned into the Emergency Communications Center, as well as the LEADS entry number. 428.3 CANCELLING MESSAGES Any officer can cancel a message in the LEADS system on their own authority by contacting the Emergency Communications Center. Upon an officer's request, a telecommunicator will cancel the message, attach the original entered message to it, put the officer's name on the message as the cancelling authority, and will note the original report number. The officer cancelling the message must follow up the cancellation with a supplementary report, giving the date and time phoned in to the Emergency Communications Center and the rationale for cancelling the message.
