India and Indian Constitution IV BBA /BBA(AM) Bengaluru North University Chapter – 4 State Government  State Executive The State executive is responsible for managing the administration of a state. It consists of Governor, Chief Minister and State Council of Ministers.  Thawar Chand Gehlot, is an Indian politician who is the current and 13th Governor of Karnataka, being the first person serving as the Governor of Karnataka from Madhya Pradesh.  Chief Minister of Karnataka – Sri. Siddaramaiah  Kyasamballi Chengaluraya Reddy (4 May 1902 – 27 February 1976) was the first Chief Minister of Mysore State (Now Karnataka). Subject List Qualifications to become CM A chief minister must be: a citizen of India. should be a member of the state legislature. Should of 25 years of age or more. Functions of CM  As per Article 167, Chief Minister serves as a point of contact between the Governor and the ministers of the state council.  He/She also serves as an advisor to the Governor of the state on the appointment of officials for the Public Service Commission and State Election Commission.  CM is the chairman of the State Planning Board.  They also have to listen to the grievances of the public and provide solutions for the same.  Chief Minister, for a year at a time, serves as vice-chairman of various zonal councils.  He/She is also appointed as the principal spokesperson for the state government.  CM is responsible for the management of any political crisis that may arise during his term.  Chief Minister also works as the leader of the MLAs elected by the public and looks after their work. State Council of Ministers  Who are State Council of Ministers State Council of Ministers is similar to Central Council of Ministers. The state council is headed by the Chief Minister. The council comprises ministers appointed by the governor on the recommendation of the CM. Composition of Council of Ministers  The size of the council is not mentioned in the Indian Constitution. Chief Minister decides the size and the rank of the ministers as per the requirement in the State Legislature.  Thereare three categories of Council of Ministers:  Cabinet Ministers  Ministers of State  Deputy Ministers Collective Responsibility  The provision of collective responsibility is dealt with by Article 164. The Article mentions that the council of ministers are collectively responsible to the state legislature. This means that all the ministers own joint responsibility to the legislative assembly for all their acts of omission and commission.  Note: When the legislative assembly passed a no- confidence motion against the council, all the ministers of the council have to resign including those belonging to Legislative Council too.
