The state has focussed several key areas, prioritised for the development and welfare of the state with the slogan “Vikasit Odisha and Vikasit Bharat” Key Pillars of the Budget: The state has focussed 9 key features: Samajika Nyaya Nari Shakti Uttama Swasthya 0 Sikhya Annadata Bebastha Vikasit Odisha, Vikasit Odisha Ease of living with Dignity People’s Govt. S’ Moulika Nagarika Subidha Odia Ashmit O JagannathSanskruti Rojagar Srusthi o Karma Nijukti Programme Highlights: 1. Agriculture and Allied Sector: Rs. 33,919 crore have been allocated for Agriculture and Allied Sector, which is the 36% increase in allocation over 2023-2024 BE & 12.8 % of Budget size. Key initiatives: 1.1 Samrudha Krushaka Yojana:  Budgetary allocation: ₹ 5000 crore.  Objective: Financial inclusion of farmers through procuring paddy from farmers at ₹ 3100/ quintal; promote agriculture in the state through procurement policy.  Eligibility: Farmer should be the permanent residence; should be grower of paddy. 4 1.2 CM-KISAN The state has renamed the existing scheme of previous govt. KALIA scheme as CM- KISAN scheme.  Budgetary allocation: ₹ 1935 crore.  Objective: financial inclusion by providing financial assistance through DBT mode.  Under the scheme govt will provide ₹ 4000 in two instalments to all farmers of the state.  Landless farmers will also get financial support under the scheme who are engaged in agricultural allied sector, they will get financial help of ₹ 12,500.  Eligibility: The applicant must be the permanent resident of the state and must be a small and marginal farmer in the state. 1.3 Shree Anna Abhiyan:  Budgetary allocation: ₹ 649 crore  Objective: To make odisha as millet hub of the nation, state has adopted Shree Anna Abhiyan of the central govt. 1.4 Odisha Matsya Mission:  Budgetary allocation: ₹ 344 crore  Objective: To increase fish production in the state, targeted to increase fish production from current level of 1,250 metric tons per year to 5,000 metric ton per year.  Benefits: The existing fish farms receive a 25% subsidy The new farms are eligible to get up to 35% subsidy. For bio bags or caged farming receive a 50% subsidy to promote adoption. 1.5 PM Matsya Sampada Yojana:  Budgetary allocation: ₹ 220 crore.  Objective: To address gaps in fisheries value chain from fish production, productivity and quality to technology, post-harvest infrastructure and marketing. It aims to modernize and strengthen the value chain, enhance traceability and establish a robust fisheries management framework while simultaneously ensuring the socio- economic welfare of fishers and fish farmers.  Benefits: Financial help is given to build fishing infrastructure like harbors, fish landing areas etc. Financial help for fish farmers: the program offers money to fish farmers for building ponds, cages, hatcheries, and nurseries, and for setting up aeration systems and other. 5 2.Irrigation and flood control State has allocated ₹ 14,111 crore for irrigation and flood control. Key initiatives: 2.1 Instream storage structure:  Budgetary allocation: ₹ 814 crore.  It means a structure placed by humans within a stream, river, or estuary waterward of the ordinary high-water mark that either causes or has diversion, obstruction, or modification of water flow.  Objective: for electric generation, irrigation, water supply, flood control, tide gates, transportation, utility service transmission, breakwaters, etc. 2.2 Parbati Giri Mega Lift Irrigation Project:  Budgetary allocation: ₹ 1,125 core. About Parbati Giri Mega Lift Irrigation project:  Lift irrigation: It is the method of irrigation in which water is not transported by natural flow, but is lifted with pumps or surge pools etc.  Parbati Giri Mega lift Irrigation project is the example of lift irrigation project in the state of Odisha.  It is one of the flagship programmes of the state government aimed at providing assured irrigation to 5.12 lakh hectares of agriculture highland areas through 378 projects by 2025- 26.  The programme was launched in 2011, so far 208 projects have been completed. 3.Women State govt has allocated ₹ 17,942 crore for women, which is the 188% increase in the previous year budget allocation and is 6.3% of the total budget. Key initiatives: 3.1 Subhadra Scheme:  Budgetary allocation: ₹ 10,000 crore.  Objective: it aims to empower women economically by providing financial support.  Benefits: state govt will provide ₹ 50,000 to each women age group 23-59 years of age which they use in 2 years.  Eligible beneficiary: Married women between the age group of 23 to 59. 3.2 MAMATA & PMMVY:  Budgetary allocation: ₹ 10,000 crore MAMATA Scheme:  Objective: It aimed at improving the female child sex ratio, reduction in high rate of mortality and infant mortality rate. 6  It is the conditional cash transfer maternity benefit scheme.  Implementing agency: Department of Women and Child Development  Benefits: provide partial wage loss compensation for the pregnant and nursing mothers with the aim to improve complete rest before and after the child birth. PM Matru Vandana Yojana:  Maternity benefit scheme run by the Govt. of India.  It is the conditional cash transfer scheme for pregnant and lactating mother of 19 years of age or above for the first live birth.  Type: centrally sponsored DBT scheme with cash incentive of ₹ 5000/( in three instalments) being provided directly in the bank/post office account of pregnant women and tactating mothers. 4. Health Budget allocation for health sector is of rupees ₹ 21, 200 crore which is the 32% increase comparatively previous budget allocation, and is 8 % of the total budget outlet. Key initiatives: 4.1 Ayushman Bharat PM JAY  Budgetary allocation: ₹ 500 crore  Objective: It aims to provide accessible healthcare to the economically disadvantaged. It contains Ayushman card, which offers comprehensive coverage of up to ₹ 5 lakh per family annually for secondary and tertiary hospitalisation care. 4.2 Gopabandhu Jana Arogya Yojana  Budgetary allocation: ₹ 5,450 crore  It is the subsumption of already existing scheme i.e., Biju Swastya Kalyan Jojana with new name, “ Gopabandhu Jana Arogya Yojana”.  Objective: The main objective of the scheme is provide healthcare facility to the economically weaker section of the society  Benefits: A healthcare facility of up to ₹ 5 lakh in rural and ₹ 6 lakh in urban areas to per family annually. According to the State govt. , a total of 90% of citizens of Odisha state will avail the benefits of this scheme. Gopanbandhu Jana Arogya Cards will be given to each beneficiary. 4.3 Mukhyamantary Swashthya seva mission:  Budgetary allocation: ₹ 2,992 crore  Objective: it aims at capacity building and infrastructure development of health sector in the state ensuring quality and affordable healthcare for all with world-class health infra and modern medical facilities. 7 4.4 Bio- Waste Management Budgetary allocation: ₹ 364 crore What is bio-waste?  Bio waste refers to human and animal anatomical wastes, treatment apparatus like needles, syringes and other materials used in health care facilities in the process of treatment and research. Key initiative for bio-waste management:  Biomedical Waste Management Rule, 2016.  State level committee formed under the chairmanship of DPH (Odisha), with members from all health directorates, SPCB, NHM and Finance for effective management of bio medical wastes in the state.  Monitoring format developed and circulated to all the CDMOs regarding, TOR of Outsourcing, Effective Utilization of Funds, Training and Sensitization of staffs, etc.  Fresh guidelines on Bio Medical Waste Management prepared and circulated to all the CDMOs.  Strengthening tie up with Urban Local Bodies.  RKS funds are explored for General Sanitation and Cleanliness of Hospitals.  More funds are being placed from NHM to RKS for all these activities.  Govt. has also provided funds for Bio Medical Waste Management activities. 4.5 KHUSHI Scheme:  Budgetary allocation: ₹ 50  Objectives: aims to promote health and hygiene among school going adolescent girls leading to higher retention in school and greater empowerment of women.  Benefits: Girl students from grade 6th to 12th in government and government-aided schools will receive free sanitary pads  Eligibility: All school girls from classes 6th to 12th are eligible. 5. Education State has allocation ₹ 35,536 for the upliftment of education in the state. Key initiative: 5.1 Godabarisha Mishra Adarsha Prathamika Vidyalaya  Budgetary allocation: ₹ 50 crore  Education being one of the topmost priorities of the new govt, hence introduced new scheme to provide quality education at the primary level.  Objectives: It aims to provide quality education at primary level in rural and semi-urban areas. The new education scheme has been named after renowned poet and socialist of Odisha. He is known for his significant contribution in odia literature. About Godabarisha Mishra:  One among Gopanbandhu’s “Panchasakha”. 8  Early life: Born to Lingaraj Mishra and Apsara Devi in a Brahmin family, in Srinibaspur Sasan, near Banapur, Khordha district.  Got his primary education from his village school received his higher education from the Puri District School and then from Ravenshaw college.  He was teacher at Satyabadi School and then became headmaster of a School in the Singhbhum district now at Jharkhand.  In 1928 he was the editor of The Samaja. Utkala Samilani:  He was associated with Utkala Samilani from 1919 to 1955. He was the President of Utkala Samilani Special conference held at Berhampur in 1955. Social Reformer:  Though he belongs to a Brahmin conservative family, he always stood against social discrimination.  In against of caste discrimination, he never wore his scared thread and also wore a moustache, which was against the Brahmin caste system. Literary Works:  Drams: Purushottama Deba, Mukunda Deba  Autobiographical Work: Ardha Shatabdi Ra Orissa O Tahin Re Mo Sthana  Editorial magazines: Lokamukha  Others: Godabarisha Parikrama, Pilanka Kahinki, Chatani, Godabarisa Granthabali etc. 5.2 Gangadhar Meher Sikhsya Manakbrudhi Yojana:  Budgetary allocation: ₹ 409 crore  Objective: It aims to check the dropout rate and encourage the beneficiaries to complete secondary education which includes supply of free bi-cycles to all students studying in Class- IX of govt., govt-aided, block grand high schools, Sanskrit tols and Madarsa.  It also includes free distribution of books, uniforms and bags to students of class 1 to class 8. 5.3 Panchasakha Sikhya Setu Abhiyan  Budgetary allocation: ₹ 332 crore  ‘Mo School’ has been renamed as ‘Panchasakha Sikhya Setu Abhiyan.’  Objective: It is a platform to encourage inclusion. The alumni and others interested in the betterment of govt schools of Odisha participate, contribute to and share their knowledge, experience and voluntary financial contribution. 5.4 Mukhyamantri Sikhya Puraskara  Budgetary allocation: ₹ 139 crore  Launched: November, 2022  Objective: Aims to honour those who had made an outstanding contribution and efforts in achieving academic brilliance and holistic development of schools. This purshakar also recognizes the value of meritorious students not only in the field of academics but also in co- curricular fields. 9 5.5 PM POSHANA  Budgetary allocation: ₹ 997 crore  Ministry: Department of School Education & Literature, Ministry of Education.  Type: Centrally sponsored Scheme.  Launched: September, 2021.  Objective: The scheme aims to address hunger and education by improving the nutritional status of children in government and government-aided schools. It also encourages poor children to attend school more regularly and provides nutritional support during summer vacations in drought-affected and disaster-affected areas.  The scheme replaced the national programme for mid-day meal in schools  Benefits: Primary and upper primary schoolchildren are currently entitled to 100 grams and 150 grams of food grains per working day each, to ensure minimum of 700 calaries. It covers students of balvatikas from pre-primary classes. Provides one hot cooked meal in govt. and govt-aided schools. 5.6 STARS-Strengthening Teaching – Learning and Results for States  Budgetary allocation: ₹ 714 crore  World Bank aided initiative, to improve the quality and governance of school education in six Indian States of Himachal Pradesh, Kerala, Madhya Pradesh, Maharashtra, Odisha and Rajasthan through Samagra Shiksha.  Type: Centrally Sponsored Scheme  Nodal agency: Department of Education School and Literacy, Ministry of Education.  Objective: aims to improve process of learning assessment systems, strengthen classroom instruction and remediation, facilitate school-to-work transition, and strengthen governance and decentralized management. 5.7 PM-SHRI  Budgetary allocation: ₹ 25 crore  PM-SHRI(PM School for Rising India Scheme)  Ministry: Ministry of Education  Type: Centrally Sponsored Scheme  Objective: aims to quantitatively strengthen the existing schools and showcase the implementation of National Education Policy, 2020 and make them exemplar schools over a period of time. 10 6. Social Security& empowerment of persons with disability State has allocated a total of ₹ 7,710 crore for social security and empowerment of persons with disability. Key initiatives: 6.1 Madhu Babu Pension Yojana  Budgetary allocation: ₹ 4,487 crore  Objective: It is a social security schemes aims to financially empower old age, widow and disables, who are economically weaker. All the beneficiaries are covered under the “State Old Age Pension Scheme, 1989” and Odisha Disability Pension Scheme, 1985. 6.2 Bhima Bhoi Bhinna Khyama Samarthya Abhijan  Budgetary allocation: ₹ 30 crore  Objective: Aims to provide multi-sectoral services to PwDs on a campaign mode through a single window approach.  Launched by: Social Security and Empowerment of Persons with Disabilities Department. 7. Development of SCs, STs, OBCs and Minorities Key initiatives: 7.1 Mukhayamantri Janajati Jeebika Mission:  Budgetary allocation: ₹ 200 crore  Objective: Aims for the promotion of farm and off- farm livelihood clusters under the scheme “ST Livelihood and Income Generating Programme” to ensure access to improved and sustainable livelihoods for tribal people in the Tribal Sub Plan Blocks of Odisha.  The programme is being implemented in all TSP blocks of ITDAs in 13 districts of Odisha. 7.2 Madho Singh Haath Kharcha  Budgetary allocation: ₹ 156 crore  Objective: Aims to provide financial support to tribal students, thereby tackling the high dropout rates prevalent among this community due to economic constraints.  Beneficiaries: Tribal Students of Odisha. 7.3 LABHA  Budgetary allocation: ₹ 65 crore  Objective: Laghu Bana Jatya Drabya Kraya(LABHA) is State funded Minimum Support Price for minor forest produce. It aims to benefit the large tribal population in Odisha, constituting 23% of the total population.  Benefits: Under the scheme, the MSP of MFP will be determined annually by the State Govt., ensuring that primary collectors, primary tribal individuals, can sell the MFP at the MSP.  It is expected to eliminate distress sales to middlemen and promote sustainable economic activities in tribal areas. 11 7.4 Pradhan Mantri Adarsh Gram Yojana( PM AGY)  Budgetary allocation: ₹ 266 crore  Type: Centrally sponsored Scheme  Ministry: Ministry of Social Justice and Empowerment.  Objective: It is the integrated development scheme of villages which includes development of physical and social infrastructure and all round socio-economic development. It also plans to eliminate disparity between SCs and other communities in terms of common socio- economic indicators such as literacy rate, completion rate of elementary education, infant mortality rate, maternity rate and ownership of productive assets. 7.5 Pradhan Mantri Adi Adarsha Gram Yojana  Budgetary allocation: ₹ 120 crore  Ministry: Ministry of Tribal Affairs  Type: Centrally Sponsored Scheme  Objective: Aims at mitigating gaps and providing basic infrastructure in villages with significant tribal population in convergence with funds available under different schemes in Central Scheduled Tribe Component.  The Scheme envisions mitigating gaps in prominent 8 sectors of development: 1. Road connectivity 2. Telecom connectivity 3. School 4. Anganwadi Centres 5. Health Sub-Centre 6. Drinking Water Facility 7. Drainage 8. Solid Waste Management. 7.6 PM JANMAN  Budgetary allocation: ₹ 100 crore  Type: It comprises of both centrally sponsored and central sector scheme.  Objective: Pradhan Mantri Janjati Adivasi Nyay Maha Abhiyaan(PM JANMAN) aimed at providing housing for Particularly Vulnerable Tribal Groups, faces significant challenges hindering its smooth implementation. It envisages improving socio-economic status of PVTGs by bridging gaps in health, education, and livelihood. 8.Drinking Water and Sanitation A total of ₹ 8,000 crore has been allocated for Drinking water and Sanitation Key initiatives: 8.1 BASUDHA Scheme:  Budgetary allocation: ₹ 2,000 crore  Objective: (Buxi Jagabandhu Assured Drinking Water to All Habitation) aims to provide 100% safe and adequate water to all habitation. 12 8.2 Jal Jeevan Mission:  Budgetary allocation: ₹ 6000 crore  Objective: to provide every rural household in the country a functional household top connection for water in adequate quantity of prescribed quality on regular and long-term basis. 8.3 Swacch Bharat Mission (Gramin)  Budgetary allocation: ₹ 600 crore  Type: Centrally sponsored Scheme  Ministry: Ministry of Jal Shakti  Objective: To improve rural sanitation by adopting solid and liquid waste management operations and ensuring that villages are open defecation free 9. Urban Development A total budgetary allocation for Urban Development is of ₹ 9616 crore, which is the 3.6 % of total budget. Key initiatives: 9.1 Urban Water Supply- BASUDHA  Budgetary allocation: ₹ 357 crore  Objective: Objective: (Buxi Jagabandhu Assured Drinking Water to All Habitation) aims to provide 100% safe and adequate water to all habitation. 9.2 Jaga Mission  Budgetary allocation: ₹ 100 crore  Objective: To transform the existing slums into liveable habitat with all necessary civic infrastructure and services.  Launched by: Housing and Urban Development Department, Govt. of Odisha. 9.3 Urban Sanitation Scheme  Budgetary allocation: ₹ 380 crore  Objective: Goal at transforming Urban Odisha into community-driven, totally sanitised, safe, healthy and liveable cities and towns.  Benefits: over the next 10 years, concerned departments will work towards 6 objectives: Achieving open defection free; open discharge free urban areas; Management and treatment of solid waste; Sewage management etc. 9.4 PMAY( Urban)  Budgetary allocation: ₹ 6090 crore  Objective: aims to make housing more affordable for the urban poor, lower income groups, and weaker sections of society. It also encourages sustainable housing.  Type: Centrally Sponsored Scheme 13 9.5 SBM- Urban  Budgetary allocation: ₹ 534 crore  Ministry: Ministry of Housing and Urban  Objective: to promote cleanliness, sanitation, and waste management in urban areas. The scheme's goals include: Eliminating open defecation Ensuring no new insanitary toilets are built Converting pit latrines into sanitary latrines Achieving 100% scientific management of municipal solid waste in 4,041 statutory towns 10. Rural Development State has allocated ₹ 36,673 crore for rural development which is 13.8 % of the total budget. 10.1 Vikshit Gaon Vikashit Odisha Budgetary allocation: ₹ 1,000 crore Objective: 10.2 BASUDHA  Budgetary allocation: ₹ 2,000 crore  Objective: Objective: (Buxi Jagabandhu Assured Drinking Water to All Habitation) aims to provide 100% safe and adequate water to all habitation. 10.3 PMAY(Grameen)  Budgetary allocation: ₹ 6,090 crore  Objective: aims to provide a pucca house with basic amenities to all eligible rural houseless households living in kutcha and dilapidated house in rural areas by providing financial assistance to the eligible beneficiaries. 10.4 SBM- Grameen  Budgetary allocation: ₹ 600 crore  Objective: A program that aims to improve the quality of life in rural areas by promoting cleanliness, hygiene, and eliminating open defecation. 11. Energy and infrastructure State has allocated a total of ₹ 19,156 crore for energy and infrastructure development Key initiatives: 11.1 Setu Bandhan Yojana  Budgetary allocation: ₹ 1,990 crore  Biju Setu scheme has been renamed as Setu Bandhan Yojana  Objective: Aims to build new bridges on rural development roads and important public sector roads to provide all-weather connectivity 14 11.2 Odisha Transport Drivers and Workers welfare scheme  Budgetary allocation: ₹ 21 crore  Objective: The Odisha government introduced a welfare program for truck drivers and other workers, under which their surviving family members will receive an ex-gratia payment of Rs. 4 lakhs in the event of an accident. 11.3 PM Grameen Sadak Yojana:  Budgetary allocation: ₹ 1,976 crore  Objective: To provide Connectivity, by way of an All-weather Road (with necessary culverts and cross-drainage structures, which is operable throughout the year), to the unconnected Habitations in the rural areas.  Nodal Ministry: Ministry of Rural Development. 11.4 Bhubaneswar Metro Rail Project:  Budgetary allocation: ₹ 10,000 crore  Objective: The Bhubaneswar Metro is a rapid transit system which is under construction for the twin cities of Bhubaneswar and Cuttack in Odisha. Industries and MSMEs Budgetary allocation for the most important sector of odisha economy is of ₹ 1,555 crore. Key initiative: 12.1 Land Bank Scheme:  Budgetary allocation: ₹ 200 crore  Objective: The scheme aims to make land available quickly for industrial projects by keeping records of government land that's suitable for development in different locations. The scheme also offers concessional rates for land for new industrial units and social infrastructure projects. The land bank has helped Odisha attract investors and speed up the implementation of new investments. 12.2 Mega Food Parks:  Budgetary allocation: ₹ 10 crore  Objective: The Scheme of Mega Food Park aims at providing a mechanism to link agricultural production to the market by bringing together farmers, processors and retailers so as to ensure maximizing value addition, minimizing wastage, increasing farmers income and creating employment opportunities particularly in rural sector.  The Mega Food Park Scheme is based on “Cluster” approach and envisages creation of state of art support infrastructure in a well-defined agri / horticultural zone for setting up of modern food processing units in the industrial plots provided in the park with well- established supply chain.  Mega food park typically consist of supply chain infrastructure including collection centers, primary processing centers, central processing centres, cold chain and around 25-30 fully developed plots for entrepreneurs to set up food processing units. 15 12.3 Industrial clusters  Budgetary allocation: ₹ 24 crore  Objective: An industrial cluster is a regional concentration of related industries, including companies, suppliers, service providers, and other institutions.  Odisha has many industrial clusters, including sector-specific parks and the Odisha Economic Corridor (OEC):  ESDM Park, Bhubaneswar; Plastics Park, Paradeep; Sea Food Park, Deras; Odisha Economic Corridor (OEC) 12.4 Promotion of MSMEs Budgetary allocation: ₹ 80 crore What is MSMEs  MSMEs are often called the powerhouse of the Indian economy as they contribute significantly to employment generation, exports, and overall economic growth.  They reportedly account for more than 11 crore jobs and contribute around 27.0% of India's GDP.  The sector consists of around 6.4 crore MSMEs, with 1.5 crore of them registered on the Udyam portal and employs around 23.0% of the Indian labour force, making it the 2nd- largest employer in India after agriculture.  They account for 38.4% of the total manufacturing output and contribute 45.03% of the country's total exports. Significance of MSME sectors  GDP Contribution and Employment Generation: MSMEs currently contribute approximately 30% to India's Gross Domestic Product (GDP), playing a crucial role in driving economic growth.  Contribution to Manufacturing Output: MSMEs contribute significantly to the country's manufacturing output, particularly in sectors like food processing, engineering, and chemicals.  Rural Industrialization: MSMEs play a pivotal role in driving rural industrialization and promoting inclusive growth. 13. Environment, Ecology and Biodiversity conservation Total budgetary allocation towards green budget is of ₹ 1,219 crore Key initiatives 13.1 CAMPA  Budgetary allocation: ₹ 1,168 crore  Objective: Aims at Conservation, Protection, Regeneration & Management of existing natural Forests, Wildlife and their habitats & raising Site Specific Compensatory Afforestation, Penal Compensatory Afforestation, etc. with the utilization of funds deposited in Adhoc CAMPA towards Net Present Value of Diversion of Forest Land for Non-Forestry purposes under Forest Conservation Act, 1980. 16 13.2 Mukhyamantri Kendu Patra Tolali Yojana  Objective: aims to provide socio-economic benefits to the workers associated with Kendu Patra work through procurement scheme of tendu leaves. Benefits:  Procurement of Kendu Patra at Rs. 2/ kerry.  Bonus of 35% to kendu patra pluckers.  Bonus of 10% to Kendu Patra Blinders and other workers. 13.3 Green Mahanadi Mission  Objective: The main objective of the mission is to stop soil erosion on river banks and recharge the groundwater reserve. The Green Mahanadi Mission (GMM) is a plantation drive mission. 14. Tourism Sector State allocation for tourism sector is of ₹ 818 crore Key initiatives: 14.1 Baristha Nagarika Tirtha Yatra Yojana  Budgetary allocation:  Launched by: Department of Tourism, Govt of Odisha.  Objective: aims to provide help senior citizens over 60-75 years of age to undertake pilgrimage with govt. assistance. 15. Odia language, culture and Heritage State has allocated total of ₹ 240 crore for the development, promotion, and preservation of Odia language, culture and heritage. Key initiative: 15.1 Odia Ashmita  Budgetary allocation: ₹ 200 crore  Objectives: Aims to give priority towards the upliftment and spread of Odia Language, Culture and Heritage. 15.2 Mukhyamantri Kalakara Sahayata Yojana  Budgetary allocation: ₹ 70 crore  Objective: To honour and provide subsistence support to the aged artists who despite their poverty have persistently dedicated themselves to enriching, displaying and preserving the art and culture of Odisha.  Launched by: Department of Odia Language, Literature and Culture, Govt. of Odisha 17 16. Planning and Convergence State has allocated total budget allocation of ₹ 2,018 crore. Key initiatives: 16.1 Western Odisha Development Council  Budgetary allocation: ₹ 500 crore  The Western Odisha Development Council (WODC) is an administrative body established by the Odisha government in 1998 to promote development in the state's western region and reduce regional disparities. The WODC's activities include:  Establishing raised water irrigation projects  Approving projects and funds  Starting work after receiving a grant  Improving the quality of life for people in western Odisha by addressing basic needs and providing amenities like parks, community centres, and roads 16.2 MLALAD Scheme Budgetary allocation: ₹ 44 crore About MLALAD Scheme:  It is the State version of Centre’s MPLAD Scheme.  Objective: aims to create local need based infrastructure, to create assets of public utility and to remove regional imbalances in development.  Benefit: Under the scheme each MLA will be provided Rs 3.00 crore for development of their Assembly constituency. 16.3 KBK Bikash Yojana Budgetary allocation: Rs. 250 crore About KBK Bikash Yojana:  KBK region comprises of Kalahandi, Bolangir and Kalahandi district.  It is a long-term holistic development strategy of the most poorest and backward region of the country. 16.4 SETU Scheme:  Budgetary allocation: ₹ 50 crore  Objective: aims to construction of new bridges and all weather connectivity to the rural areas of the State.  Launched: It was launched in 2011 by the state govt. 16.5Kandhamal‘o’ Gajapati Bikash Yojana Budgetary allocation: ₹ 50 crore 18 Objective: aims at focusing on Bijli, Sadak, Pani, Livelihood initaiative and social safety programmes in these regions. 19
