It is also important for you as a citizen of this country to know these policies because they embody your rights and responsibilities. The Philippines has one of the fastest growing populations in Southeast Asia. From having fifty million inhabitants in 1980, the Philippines today is home to around ninety million people with 11 million living in Manila only. Living place is becoming increasingly saturated. This overcrowding is causing a range of problems such as lack of education, lack of healthcare, unemployment, and general poverty. Photojournalist Mads Nissen visited some of these overcrowded areas in Manila and poses the question how it will be in thirty years’ time when the Philippine population is expected to have doubled to over 180 million inhabitants. With every passing second, there are more and more of us. By the year 2050, the global population is expected to pass nine billion people, a significant increase from the six-and- a-half billion today. In the Philippines, they are already running out of space. What is It City of Good Character 3 DISCIPLINE GOOD TASTE EXCELLENCE There are a lot of health issues and concerns that we are experiencing right now. Because of this pandemic that started last March, most of us are already depressed, some do not have work anymore and others are just trying to survive. With this, it is crucial to demonstrate understanding of current health trends, issues and concerns and the national health law that governs these issues. What are the existing national laws related to health trends, issues and concerns and its significance in safeguarding the health of the Filipinos? Responsible Parenthood and Reproductive Health Act of 2012 (RA 10354) Reproductive Health is defined as a state of physical, mental, and social well-being in all matters relating to the reproductive system, at all stages of life (Galvez-Tan et al.,2009) Reproductive Health Law or RH Law is a law in the Philippines that guarantees universal access to methods of contraception, fertility control, sexual education, and maternal care. Responsible Parenthood is defined as the “will” and ability of the parents to respect and do the needs and aspirations of the family and children. Part of being a responsible parent is having family planning. Family Planning is a program that provides information and means for couples and individuals to have the desired number of children that they can responsibly raise. Responsible Parenthood and Reproductive Health law Built its foundation on four pillars. 1. Informed choice, as mandated in the Act, effective and quality reproductive healthcare services, which are ethically and medically safe, legal, accessible, and affordable shall be given primacy to ensure the health of the mother and child. 2. Respect for life, the Act recognized that abortion is illegal and punishable by law. However, mothers identified to have aborted will still be treated and taken care of. 3. Birth Control, reproductive healthcare, information, and supplies shall be made available most especially to the poor beneficiaries. 4. Responsible Parenthood, couples must determine their ideal family size. Tobacco Regulation Act of 2003 (RA 9211) The main purpose of RA 9211 is to promote a healthy environment. It aims to inform the public of the health risk of smoking and tobacco use. This law also protects the students like you and other youth for being initiated to cigarette smoking and tobacco use by prohibiting the sales to minors (18 years old and below). Dangerous Drug Act of 2002 (RA 9165) It is a policy imposed by the government to deal with the state’s problem with illegal drugs and how it affects the youth. The policy covers different drug-related situations such as trafficking, possession, usage, and rehabilitation of drug users. Protect the interest of the consumers 2. Promote his/her general welfare 3. Established standard of conducts for business and industry National Environmental Awareness and Education Act of 2008 (RA 9512) This Act provides for the promotion of environmental awareness through environmental education which shall include concepts and principles, laws, local environment best practice, the threats of environment degradation and its impact on human well- being, the responsibility of the citizenry to the environment and the value of conservation, protection and rehabilitation of natural resources and the environment itself. This law was also created to promote public awareness about the following issues related to AIDS like: Causes, Modes of transmission, Consequences, Means of prevention and control. National Blood Service Act of 1994 (RA 7719) It is an Act promoting and encouraging Voluntary Blood Donations, providing for an adequate supply of safe blood, regulating blood banks, and providing penalties for violation thereof. The primary objective of the law is to have a full voluntary blood donation system that considers the following: 1. safe and enough supply of blood, 2. proper, legal, and effective recruitment from healthy population and 3. Proper donation and donor selection Seat Belt Use Act of 1999 (RA 8750) States that the driver and the passengers (both rear and front) of private and public vehicles are required to use and wear seat belts every time they are inside a car with the running engine on any street, road and highways. It also states that children 6 years old and below should not be in the front seat of a running vehicle. Cybercrime Prevention Act of 2012 (RA 10175) It aims to address legal issues concerning online interactions. Among the cybercrime offenses included in the bill are cybersquatting, cybersex, child pornography, identity theft, illegal access to data, and libel. What government agencies are tasked to enforce the law? 1. NBI- National Bureau of Investigation and Philippine National Police (PNP) for the implementation. 2. DOJ- Department of Justice for assisting in the investigation and for the proceedings concerning criminal offenses related to computer systems or data. Anti-Child Pornography Act of 2009 (RA 9775) The State recognizes the vital role of the youth in nation building and shall promote and protect their physical, moral, spiritual, intellectual, emotional, psychological, and social well-being. Towards this end, the State shall: (a) Guarantee the fundamental rights of every child from all forms of neglect, cruelty, and other conditions prejudicial to his/her development. (b) Protect every child from all forms of exploitation and abuse including, but not limited to: City of Good Character 6 DISCIPLINE GOOD TASTE EXCELLENCE (1) the use of a child in pornographic performances and materials; and (2) the inducement or coercion of a child to engage or be involved in pornography through whatever means. Pornography includes publication, exhibition, cinematography, indecent show, information technology or any representation of a person engaged in real or simulated sexual activities.
