KENNEDY FIRE RESCUE ADMINISTRATOR PREPARED BY: FIRE RESCUE PPM COMMITTEE SUBJECT: APPARATUS TECHNICIANS CALL-OUT PROCEDURES (AFTER HOURS) PPM #: FR-S-104 ISSUE DATE EFFECTIVE DATE May 17, 2023 June 14, 2023 PURPOSE: The purpose of this policy is to provide uniform guidelines for the notification and call out of Apparatus Technicians during other than normal work hours. UPDATES: Future updates to this PPM are the responsibility of the Deputy Chief of Support Services, in conjunction with the PPM Committee, under the authority of the Fire Rescue Administrator. AUTHORITY:  Fire Rescue Administrator SCOPE: This policy applies to all Palm Beach County Fire Rescue personnel and reservists. POLICY: This policy applies to notification and call out of Apparatus Technicians during other than normal work hours. PROCEDURE: 1. Emergency Vehicle Out of Service: a. If an emergency vehicle must be immediately taken out of service due to loss or failure of one or more major vehicle components (i.e.: engine, transmission/drive train, power take-off, fire pump, air/airbrake system, etc), i. The Lieutenant or Operational Captain shall: 1. Immediately contact the Communications Center to have an on-call Apparatus Technician notified. 2. Enter the work request in AssetWorks for repair. iii. The Apparatus Technician shall determine if repairs can be made. The Apparatus Technician shall attempt repair and notify the Communications Center when unit is available to be placed in service. If repairs cannot be made in a timely manner due to length of task or parts availability, the Apparatus Technician shall assist the Lieutenant or Operational Captain in locating a reserve unit from the Central Shop, South Shop, or another station. FR-S-104/Page 1 of 3 b. Any time a vehicle breakdown or repair requires an apparatus to be towed, Towing of Apparatus (PPM FR-S-102) shall be followed. 2. Portable Equipment Out of Service: a. If portable equipment normally carried on an emergency apparatus must be immediately taken out of service due to loss or failure of any part of that equipment, the Lieutenant or Operational Captain shall: i. Confirm if similar spare equipment contained within the Battalion is available and place the new portable equipment in service. ii. Enter the work request in AssetWorks for repair. iii. Place a service repair tag on the out of service equipment. b. When portable equipment is taken out of service and similar equipment is not available within the Battalion, the Battalion Chief shall determine the critical need for that piece of equipment prior to calling out an on call Apparatus Technician. 3. Emergency Vehicle in service with repair need: a. If an emergency vehicle is capable of responding, but has a needed repair, the Battalion Chief shall determine if the needed repairs shall affect operational capabilities or personnel safety. b. Minor Repair Needs: Repairs of ancillary systems, light bulbs, limited emergency beacons, convenience groups (air conditioning unless patient compartment unit), minor equipment, single control valve. A work request shall be entered in AssetWorks for later scheduled repair. c. Significant Repair Needs: Repair of entire ancillary systems, entire emergency warning system, tank-to-pump valve, etc… The Battalion Chief shall determine extent of limit on capabilities and need for Battalion Reserve Apparatus (see 3.a. above). If limitations are not severe, a work request shall be entered in AssetWorks for repair. If limitations are severe, an on call Apparatus Technician shall be notified immediately. 4. Portable Equipment in service with repair need: a. If the portable equipment functions, but with limitations, a work request shall be entered in AssetWorks for repair.
