I will strive to keep myself mentally and physically healthy. I will perform my duties as efficiently and expeditiously as possible. My personal and professional conduct will be exemplary. I will not use my position for personal advantage or profit. I will remember that I am a public servant and as such they are my primary responsibility. I will strive to provide efficient and impartial service. I will always remain courteous and polite. I will remember the golden rule and abide by it. I will take responsibility for my actions. I will only do those things that will reflect my honor on my comrades, agency, and profession. Loyalty is something I practice on a daily basis. **Fayette County 911 Dispatch Training Manual** **[Introduction ]** Confidentiality is important to maintain in any 911 center because of the sensitive nature of some of the information we have access to daily. **Breach of confidentiality is grounds for dismissal.** Fayette County 911 personnel are required to answer multiple 911 and non-emergency phone lines each day. Call takers are responsible for processing each and every one of these phone calls. Processing of phone calls involves interviewing the caller and determining the appropriate course of action which can include taking messages, transferring, or referring callers, and/or entering calls for service into CAD system so that the needed Law Enforcement, Fire or EMS agency can be dispatched to respond. An incoming phone call is often a citizen's first contact with emergency services. When a citizen's phone call is answered by 911 personnel, they may perceive that they are talking directly to the police, fire, or medical agency; many citizens do not realize that 911 is a separate department. How the 911 center handles the initial contact sets the tone for how that citizen views all emergency services in Fayette County's dispatch area. As a dispatcher, you must be both physically and mentally prepared to handle any situation BEFORE answering incoming phone lines. Food and drink must be swallowed, laughter quieted, and background conversation halted. **SPEAK SLOWLY AND CLEARLY WITH ADEQUATE VOLUME**: If you are too quiet, they will not be able to understand your questions; if you are too loud, you may appear to be argumentative. Your voice must project authority and compassion. Avoid using jargon, codes, or technical terms with callers. Sound confident and knowledgeable. If you sound hesitant or unsure, the caller will not believe that you have the ability to help them. Fayette County dispatchers will display a polite and friendly tone with dealing with both citizens and responders. You must take control of the call, in order to obtain the necessary information needed to dispatch the call. Always maintain a business-like attitude even when the situation seems funny or humorous. Do not make jokes or laugh at the caller. You must serve each caller that feels as though they have a need for a public safety service, regardless of age, race, sex, lifestyle, religion, or any other factor. When answering non-emergency phone calls, you will answer by saying "Communications," or "Fayette County Communications." Not all calls that come through non-emergency lines will be non-emergency. Many 911 calls come through these lines. This means all lines must be answered promptly. When answering 911 calls, always answer with "Fayette County 911" or "911" In the event that you must place the 911 caller on hold due to other incoming emergency calls, it is imperative to always obtain basic information such as - Address - Phone Number - Nature of Emergency - And Caller's name When asked, Fayette County 911 personnel should identify themselves by their ID number, or by their first name. Employees are not required to give their last name. When making any kind of telephone notification Fayette County 911 employees will identify themselves as "Fayette County 911." 911 disconnect calls and abandoned calls are frequent at the 911 center. Make sure to document and obtain all information as possible and send additional units or resources for help. Always call these numbers back and attempt to contact the caller. **[Geography]** Geography is a major component of learning how to be an effective telecommunicator. If you are not familiar with the area, this may be a difficult area of study. A telecommunicator must be familiar with a vast array of geographical data that will help expedite their duties. This could be recognizing major roadways, intersections, apartment complexes, schools, industrial parks, and any number any number of additional high call volume producing locations. In this profession, you will be introduced to geography as it applies to the area Fayette County serves as well as the surrounding areas. Fayette County is a large county encompassing 665 square miles (about half the area of Rhode Island). According to data gathered in 2011, the population of Fayette County is roughly 46,000. **[Phased Training]** The Goal of Fayette County 911 Phased Training program is to prepare you to effectively fulfill the public safety communication needs of the citizens and the agencies that we serve as a Public Safety Telecommunicator. At the end of your training some of what you will be expected to do and know independently is - Answer, classify, and prioritize calls for emergency and non-emergency service - Obtain, enter, and maintain incident data within the CAD system - Utilize telephone, radio, and computer systems to monitor and coordinate field unit activity and response. - Monitor incidents and locations for hazards and special needs - Provide support services and information to member agencies using multiple databases - Provide emergency medical dispatch instructions using established EMD protocols - Understand and operate all necessary communications center equipment and software - Multi-task - Maintain attention to detail - Understand the National Incident Management System (NIMS) - Obtain all required certifications These Skills among others are vital to your success as a 911 Telecommunicator. While we will be able to help develop such skills throughout the training program, it must be understood that you must have self-motivation and self-discipline to develop the skill set required to do this job well. **[Morals, Ethics, Values]** We cannot dictate an employee's personal values, ethics, or morals, but we can insist on a certain professional ethical standard. Fayette County 911 cannot fire an employee because we do not like their personal beliefs. However, if those beliefs result in behavior that is unbecoming of a Fayette County 911 employee, or that puts Fayette County 911 at risk for litigation, termination of the employee is an option. Behavior can be punished, personal beliefs cannot. It is your responsibility as a Fayette County 911 employee to conduct yourself in a way that reflects well on our agency, as well as the profession in general. As a Fayette County 911 employee, you have an ethical responsibility to be honest. Honesty involves not only truthfully answering questions, but also involves coming forward with information that may affect the well-being of the department or the safety of the people we serve. You also have the responsibility to alert your supervisor of any factor that may affect your ability to perform the required duties of the job. For example, you took some cold medicine prior to reporting for work, medicine that states that one should not operate machinery while on the medication. Any medication that can impair your judgement or slow your reflex time can negatively affect our performance as a Telecommunicator. We realize that what you do off-duty is really none of our business. However, when off-duty behavior affects on-duty performance, or causes a negative perception of 911, your actions make it become our business. You must be aware of the perception caused by the decisions that you make, also while on duty. The 911 center is not a dating service, everything is recorded both on the phone and confidential information should never show up on Facebook, or any social media. Breach of confidentiality is grounds for termination. There are going to be several online services that will be used to assist with dispatching and aiding in all three agencies. Rapid SOS, Texty, and Regroup, are the ones that we use the most often. **[RapidSOS]** The RapidSOS Platform uses a NG911 standards compliant service, that is accessible to PSAPs through integrations into all major call-taking equipment, mapping software and CAD products. In other words, The RapidSOS Platform receives data from the internet of things (smartphones, connected cars, wearables, and connected homes) and securely sends the relevant data to 911 and first responders. The RapidSOS Platform provides PSAPS with supplemental device-based location information IN ADDITION to the ALI Phase 1 and Phase 2 location information. In comparative location testing device-based location has been shown to be faster and more accurate than traditional network-based location mechanisms. RapidSOS takes new generation 911 technology and gives you a live location on the caller, the phone number will show up on the screen, a green dot appears on the map, and you can locate the caller. It will also give you an address to the location. Remember to always check the address against the map to make sure they match. Not every cell phone will show up on the RapidSOS Platform. **[TEXTY]** With current advances in technology people are now able to text 911 and receive the same emergency services as if they were to call into the communications center. When a text is received through the TEXTY screen, it will ring into the center to notify the Telecommunicator they have an incoming text. The Telecommunicator can then answer the text and respond to the person on the other end. This is extremely crucial in the event of a kidnapping or a hostage situation, or even a domestic where the party is unable to call out but has access to text messages. TEXTY is integrated with the same technology as RapidSOS in the fact that it can give the location of the person on a map as well as an address and phone number. **[Regroup]** Regroup is an emergency notification system that helps to keep the community informed of valuable information in the area such as road closures, severe weather, boil water advisories, etc\.... You will be responsible for sending these alerts to the public to keep them safe and informed. You must make sure before you send out an alert that it is spelled correctly, is professional, and makes sense to the reader. This is also where you will send the Handle with Care notifications from as well. These services are a vital part of being able to locate, communicate and assist our county. All three agencies, fire, law, and EMS will utilize these. There are a total of 11 ambulances in the county. The ambulances that are on the 911 system are Jan Care, General and Mt. Hope units. There will be times that you may have to use another service, this will be discussed later. Jan care has their own dispatch that you will work with daily for many different reasons. These reasons include but are not limited to - Board updates to make sure the units on CAD are correct - To get coverage to an area where the primary ambulance has had to either respond to 911 traffic or company traffic. - Status checks a unit that may have been enroute or on scene for an extended period. **[The 4 main areas that EMS services are]** **New Haven Area** **Plateau Area** **Valley Area** **Danese Area** You must be familiar with all the areas that each unit covers primarily, and where units are stationed. HOPE** **PLATEAU** **Jan Care Units will be 200 units** **J205, J206, J207, J208, J210** **General units will be 400 units** **G403, G404, G406, G407, G408** **[Fayette County 911 EMS SOP]** All calls requesting EMS will be dispatched immediately to the closest unit once the call has been received. If the nature of the call requires two units, then the two closest units will be dispatched. All dispatch traffic will be conducted on Fayette County EMS radio. Once the tone alert goes through, the Telecommunicator will then broadcast the message. If there is no response from the appropriate unit after one minute, dispatch will tone again, or contact that unit by station phone or the EMS agency's direct dispatch. **[EMS Terminology]** **[ALS (Advanced Life Support)] -**a higher level of care provided to patients that includes more in-depth drug administration and invasive procedures. **[BLS (Basic Life Support)] -**a level of care provided to patients that involves basic treatment such as first aid, CPR, AED, airway management and patient assessment, some drug administration. It does not include invasive procedures. **[Cardiac Arrest] -**when a patient is unresponsive and not breathing, there are no visible signs of life. **[Convulsions]** -seizures **[COPD] - (Cardio Obstructive Pulmonary Disease)** This references a group of different diseases, bronchitis, emphysema. These diseases involve constriction of the airways causing difficulty breathing. **[CPR] - (Cardiopulmonary Resuscitation)** the act of physically doing chest compressions and rescue breaths on a patient that is unresponsive and not breathing/not breathing normally. **[Cyanotic] -**a bluish/purple discoloration of the skin due to lack of oxygen in the blood stream. **[Diabetes] -**a disease in which the body's ability to produce insulin or respond to it is impaired. This causes the body to have either elevated or decreased blood sugar levels. [**DOA**-]Dead on Arrival **[Hypertension]-**elevated blood pressure **[Hypotension]-**decreased blood pressure **[Febrile]** pertaining to fever. Febrile seizures (convulsions) are due to elevated fever in small children. **[Medical Alarm Calls]** Medical alarm calls come through alarm companies the same as they do for fire and law. In order to get the information needed you must ask - The name of the alarm company - Phone number for the alarm company - Address on the residence - Name on the residence - Phone number for the residence - Zone, is it a keypad, pull cord or pendant? - Have they contacted anyone at the residence? - If yes, what were they advised? - Do they have an age and medical information for the resident? - Operator name or number? - Reference number? If the alarm company has lock box information, or a hidden key location, never put the information in the call and never say it over the radio. After you tone the unit and they mark up, give them the address and nature of the call then request a public service. This way you can discreetly relay the information. **[Medical Calls]** Medical calls are the most frequent call you will take. These will range from general weaknesses to heart attack, stroke etc\.... You must treat them all with the same respect. It is not your job to determine if the caller is truly ill or not. Your job is to dispatch the appropriate unit in a timely manner for each patient. As with every call you must ask address, phone number and name, house description, as well as - Is the patient breathing? - Is the patient awake? - Do they have nausea/vomiting? - Fever? - Body aches? - What medical history do they have? - Onset of symptoms? After you have established these questions, you will then tone the closest unit. Once the unit goes enroute, you will then refer to the EMD cards that are located at each terminal and continue to assist the caller. At this point you must be able to focus on both the radio and phone communication. You will have to be able to hear and speak to both the caller and the responders. You will keep the responding units updated on patient status while administering EMD to the caller. **[Trauma Call]** Trauma Calls differ from medical calls in that there has been an injury occur whether it is by accident, self-induced or caused by someone else. After asking for the address, phone number, and name you must then ask - How did the injury occur? Most of the time this is where you will learn if it was self-induced, accidental, or caused by someone else. If it is not clear, you must ask. - Is the patient breathing? Are they responsive? - If someone else caused the injury, are they still on scene? - If it was self-induced, do they have a history of mental illness? Drug or alcohol abuse? - Do they still have the weapon? In the event of an assault by someone else you must dispatch LEO. Do not hang up if the assailant is still there or if the bleeding is not controlled. Stay on the line with the caller while you dispatch appropriate units. Once they are dispatched you will go back and use the EMD cards to continue care. If one of your teammates is not busy you may ask them to dispatch while you continue to assist the caller. **[Cardiac Arrest vs Unresponsive]** **In an unresponsive patient,** the patient is breathing and is unable to be awakened. There are several different reasons for this, EMD cards must be utilized in these events to determine the cause and how to assist the caller until units arrive on scene. **In a cardiac arrest,** the patient is unresponsive and not breathing/or not breathing normally. This could be caused by several different things. At this point you will ask the caller if they would like to do CPR. If they say yes, they want to, you must go again to the EMD cards and now you will walk the caller through the steps for CPR. Do not hang up with an unresponsive patient. The unresponsive patient could become a CPR patient at any time. ALWAYS SEND TWO UNITS TO AN UNRESPONSIVE DO NOT CANCEL THEM UNTIL THE FIRST UNIT IS ON SCENE AND ADVISES CANCEL THE SECOND UNIT. **[DOA]** DOA occurs when the caller advises that the patient is unresponsive, not breathing, cold to the touch, stiff, has an odor. At this point you must still ask the caller if they would like to attempt CPR. If they say no, then you will advise them that you are sending units and you will tone both LEO and EMS. If they say they would like to try you will tone both LEO and EMS and then refer to the EMD cards to walk them through CPR. **[Air Medical Requests]** Air medical requests will come from either EMS or fire. There are times when EMS will need to fly a patient out using air medical. This could be for a medical emergency or an injury (trauma). When one of the responders' requests air medical they will ask for one of two things. - Check the status of air medical for standby - Check the status of air medical for flight If the request is made for standby, you will contact med base and inform them of the request. Med base will request a ground contact, the weight of the patient and what channel the ground contact will be on. At this point you must dispatch the fire department in the event of an unsecure landing zone. You will get the weight of the patient from EMS when they arrive on scene and the other information when fire department goes enroute. This may take multiple phone calls to med base. **[Emd Cards]** You must use the EMD cards for all calls that need EMS response. Every terminal has a set of cards. They will provide you with step-by-step questions and advise you what to instruct the caller to do while waiting for EMS to arrive. **[Domestic Violence/Assault/Altercation Calls]** When dispatching EMS to any type of call where there has been a report of violence, you must always provide as much information as possible. Ems needs to be advised if both parties are still on scene, if weapons have been involved, and that LEO has been dispatched. It is the dispatcher's responsibility to keep EMS advised for safety purposes. You are not to advise EMS to go into a scene without LEO on scene. In the event that an officer tells you to have them go to scene before they have arrived, you are to advise them what has been said and to use their discretion. **[Medical Examiner Calls]** In many cases EMS will arrive on scene and request dispatch to call a medical examiner. You will need to refer to the county list of medical examiners you have before contacting the state me office. Go down the list of medical examiners and attempt to find an available one. Once you have made contact you will advise them of which unit is on scene and any information you have regarding the call. **LEO CANNOT REQUEST A MEDICAL EXAMINER UNLESS EMS IS ON SCENE.** **EMS must do an assessment and determine if the patient is DOA or not**. **[EMS and Fire]** EMS is to be dispatched to every structure fire. You will dispatch the appropriate unit for each structure fire. This unit will be there for the duration of the call. All fire departments in the county have AED, CPR, and first aid training. All fire departments also have AED access. They should be toned to respond in case of a cardiac arrest. This is especially important in the more rural areas where EMS may have extended response times to scene. Pax, Smithers, Boomer, Gauley River, Armstrong Creek Rd, Powellton, Elkridge, Kincaid, Loup Creek, Page, Mossy, Meadow Bridge, Danese. Your job as an EMS dispatcher is an integral part of the emergency management system. You are going to be receiving the initial call when someone calls and requests an ambulance. You must get as much pertinent information as possible from the caller. In each situation. **[EMS Status and Pager Check]** EMS status and pager checks will be done every morning @ 8:00 a.m. The only exception to this will be if there is a large volume of calls at that time. All EMS status and pager checks will be done as follows, - Go to the proper tower you will be toning units for - Check the unit status window on the CAD to see what units are available. These will be the units you will tone. - If a unit says busy or off system, you will not hit their tones. - Once you have toned all available units on that tower, you will then key up the radio and say "EMS status and pager check, pager check only for, (say the units you have tone for) county clear (give the current time)." Example if you were using Mann tower, and all units were in-service on station. "EMS status and pager check, pager check only for Jan Care 205, General 403, General 404, and General 408. County clear 8 hundred hours." Remember to speak in a normal voice. When dispatching EMS, the caller may be extremely emotional, loud, and they may make it difficult to take control of the situation. Instinct tells us to try To get louder than the caller, sometimes it is better to lower your voice or not say anything. This gives them a minute to calm down. You must remember this is an emergency and most are not trained professionals, this is a very emotional time for the caller. You must always be empathetic and professional. Reassure the caller that they are doing well throughout the call. Attempt to keep them calm. **[Dispatching Agencies Not on the 911 System]** There will be times when all the county units are tied up or too far out to respond in a timely manner to calls. When this happens, you will contact the next closest available agency, and request they have a unit to respond. - Priority ambulance- in county - Wilderness F.D.- (Nicholas County) - White Sulphur Springs EMS- (Greenbrier County) - Metro- (Kanawha County) With all out of county services, you will contact their dispatch center and request them to respond. Give the telecommunicator from the other county the information so they can advise their unit. Request that they call you back and let you know which unit will be responding. You will keep in contact with that center until the call is clear, by calling periodically and getting updates on whether they arrived on scene, or if they have transported or cleared. For priority ambulance you will contact their dispatch direct, and their units will mark up on the radio with you. ![](media/image4.png) **Fayette County 911 Fire Dispatch Training** This training protocol was written in conjunction with the Fayette County 911 SOP and the Fayette County Fire Departments in that service area. While learning to dispatch for any of our emergency services there is vital information you must know to provide the most effective responses to each area in the county. **[[Fayette County Consists Of 3 Major Areas.] ]{.smallcaps}** **[New Haven Area]** **Our New Haven area consists of sta.2-danese, sta4-meadow bridge, sta14-rainelle, sta17-nuttall, sta11-ansted.** [[Valley area]]{.smallcaps} [Our valley area consists of sta8-gauley bridge, sta9-gauley river, sta7-boomer, sta6-smithers, sta10-montgomery, ]{.smallcaps} [Sta16-armstrong creek.]{.smallcaps} **[Plateau area ]** **[Our plateau area consists of sta15-loup creek, sta13-pax, sta12-oak hill, sta5-mt hope, sta3-fayetteville.]{.smallcaps}** [Although a station may be listed in one area it can be used in another area for aid. For example, Nuttall is listed in New Haven but will be dispatched to aid in the plateau area to]{.smallcaps} [assist Fayetteville. The overall goal is to be able to better serve the communities in our county to the best of our ability.]{.smallcaps} **[Fire Terminology]** **[Confirmed Fire]** will be defined as any smoke or flames showing. Smoke showing in a building or residence shall be a confirmed fire until the first unit arrives on scene and states otherwise. **[Brush fire]** is defined as a fire in low laying vegetation. **[Swift water rescue]** will be defined for any water rescue used in the county. **[Rope rescue]** will be defined as any rescue of a person(s) at height from buildings, cliffs, trees, or slopes where individuals must be raised or lowered by a rope. **[Structure fire]** will be defined as any commercial or residential dwelling. **[Primary response]** will define the closest department that is responsible for service to the area, district territory, boundaries, established by the Fayette County fire association in conjunction with the Fayette County 911 Center. **[Automatic aid response]** will define the department(s) that are in the county and have an obligation to respond as the next closest units responsible to service the area, district territory, boundaries, established by the Fayette County Fire Association in conjunction with the Fayette County 911 Center. **[Mutual aid]** will define out of county departments that can be used to aid Fayette County departments that may be in closer proximity than other Fayette County Fire Departments. Thus, reducing the response time of units arriving on scene. **[MVA/MVC]** will define any motor vehicle accidents/motor vehicle collisions **[L.Z.]** will define the landing zones used by air medical **[Fire dispatcher duties and responsibilities].** The fire dispatcher is responsible for the continual monitoring of the fire radio channels and ensuring all calls for service are dispatched promptly. The fire channels consist of - Fire paging - Fire talk - Fire SIRN Other duties include but are not limited to - Answering unit's radio traffic - Aid with requests made by the responders on scene or enroute to the scene. - Contact utility companies such as electric, gas etc\.... - Contacting wreckers - Contacting DOH - Dispatching additional units - Familiarity with fire boundaries and fire maps - Knowing the location of each department and the surrounding departments in order to properly dispatch the closest available department(s) to a scene. **[Fayette County 911 Fire SOP]** All incidents that involve the fire department will be dispatched according to the following procedures. - Determine the appropriate department(s) based on the areas of responsibility. - In case of a residential or commercial fire, tone out the primary fire department, the closest secondary departments and/or any other mutual aid based on the proximity of the incident. The total number of departments to be toned is four. - Tone the fire department(s) based on the proximity of the incident. - If the OIC of a responding unit requests an additional department based on their mutual aid agreement, honor the OIC'S request. In no circumstances will a department or a unit be canceled unless the request is made by a unit on scene. - In case of a structure fire, tone out the appropriate EMS unit. Upon the first unit or officer responding, inform them of any other information about the call. This would include additional directions, cross streets, location of hydrants, description of residence/business, location of traffic hazards, road conditions or closures, hazardous materials, or any information that may delay or alter their response. Only minimal details will be provided at the initial dispatch. If additional calls are received while units are responding to or on scene of an incident, try to ascertain if this is the same incident as previously dispatched or an additional call for service. When in doubt send another unit out. Any request for additional personnel or departments will be immediately dispatched in accordance with established ICS procedures. **[Pager Checks and Announcements]** - Pager checks are to be done at 1800 hrs. Every evening unless you have departments out on traffic. - Pager checks should be done the same way by each dispatcher. Uniformity and consistency are key. - As with all radio transmissions they should be short and to the point. - When making an announcement, you will start with the initial pager check and follow with the announcement. - The pager check shall be given as follows... **Announcements will be given as follows....** - All radio transmissions need to be clear and on the proper tower so there is less likely to be a misunderstanding. Communication is everything. - Speak in a natural voice. There is no need to yell, the transmission is much clearer when the dispatcher speaks in a normal tone of voice. If you speak too low the responders will have trouble hearing you, too loud it causes the transmission to be garbled and inaudible. - Use proper terminology - Avoid unnecessary radio traffic - Time is acknowledgement. When answering the responders, giving them the time is all that is needed for them to know you have heard and understood their communication. Unless asked a specific question. **[Requesting Aid from Outside Agencies]** Sometimes a fire department may request another department when they are on a call. This is called a move up. They may also request help while on the scene from another department. Anytime a responder requests additional help you are to send them immediately. There are some departments that have already made the request to be duel toned. - Sta.11-Ansted & Sta.17-Nuttall - Sta.6-Smithers & Sta.10 Montgomery Keep in mind that our firefighters are volunteers, most of whom are at work during the day. This may cause a need for more departments to be toned at certain times. **[ANY TIME THAT ANOTHER DEPARTMENT IS REQUESTED YOU MUST SEND THEM].** **[Incident Times and Documentation]** Correct time recording is particularly important to the administrations of 911 and the member agencies as they indicate how well call processing and response times are. It is important that all times are correct and recorded properly. 911 documentation is the most vital aspect of the entire process. When a responder transmits information to the dispatcher, the dispatcher should always put pertinent information in the call, such as when a responder requests a wrecker, number of people on the unit that is responding, etc\.... Add the information to the call in this manner. 1203 requesting a wrecker for a tan Subaru, or e147 enroute crewx4. **[Fire Tones]** Fire tones are set off twice, on two different towers, and repeated after 4 min. After the 2^nd^ tone, after 4 additional minutes, set off the 3^rd^ tone, and the next closest departments tones. Law enforcement and EMS crews cannot cancel the fire department. If someone on scene recommends that the fire department(s) can cancel, you are to relay this information to the units responding and recommend that they use their discretion In the event the OIC advises to cancel units responding from other departments you are to set off the proper tones on one tower **[ONLY.]** **[Dispatch of Ambulances to Fire]** At least one ambulance is always sent to a structure fire. These units are committed to the scene until released by incident command **[MVA/MVC Dispatch]** Any call for service for response of fire department for MVA/MVC shall be dispatched according to the following procedure: If any of the following conditions are reported decide the proper agency and dispatch accordingly. - Airbag deployment - Fluid leakage - T-bone collision - Ejection - Smoke or steam - Rollover - Pedestrian - Reported injuries - Head on collision - Entrapment - Multi- car high speed collision - Motorcycle - Vehicles still in the roadway If no injuries, no one in or around the vehicle and no entrapment send only law enforcement. If needed or requested by law enforcement, decide the proper departments based on areas of responsibility. Activate requests for additional personnel, apparatus or companies shall be immediately dispatched in accordance with established ICS procedures. Any time that the fire department is toned for an MVA, EMS is to be toned as well. Priority dispatch is to be used when toning the fire department(s). This means that you should always attempt to tone the fire department before any other emergency services since they need to be on scene to do traffic control and to make the scene safe for LEO and EMS by doing this. EMS cannot direct traffic and tend to patient care. Law enforcement units on scene are usually trying to reconstruct the scene and get information on the accident. The fire department\'s role in these scenes is vital. MVA'S/MVC'S involving railroad tracks the dispatcher must contact the proper railroad company and request that they shut down the tracks for emergency responders until further notice. Once the OIC contacts dispatch and advises the scene is clear, you will call the railroad company back and have them reopen the tracks. **[Structure Fire Dispatch]** A confirmed structure fire is any smoke or fire inside of a dwelling, whether it be residential or commercial. When on the line with the caller and gathering information on the call get all the information you would normally gather such as name, address/area, phone number and then ask - Where did the fire originate? - How large of an area has the fire spread to? - Are there any structures or exposures near the fire? - Is everyone out of the residence? - Is there any type of propane, gas or flammable utility used at the residence? - Can you see any flames? Do you have a hybrid vehicle? If so, is there a charging station on site? Where is it located on site? In the event that there is a charging station on site you may have to contact Raleigh County for their Hazmat crew. This will be OIC request. These stations contain hazardous toxic materials. This will be dispatched with the four closest departments. This means the primary department as well as three other closest secondary and/or mutual aid departments. The proper EMS unit will be dispatched to the scene as well. There will be no units canceled until the first unit gets on scene and sets up IC and gets a scene size up. As soon as the departments are toned, and time permits. The dispatcher is to contact the electric company. If the caller has advised of a gas meter, propane tank etc\..... Being involved you need to find out who the provider is and contact them as well. You must have knowledge of the closest fire hydrant location to the scene. These are found on the cad map. You will need to contact WV American water any time there is a structure fire to let them know there will be a large pull of water from the area. **[Brush Fire Dispatch]** A brush fire involves low laying vegetation. When on the line with the caller and gathering information about the call get all the information you would normally gather such as name, address/area, phone number and then ask - How large of an area has the fire spread to? - Are there any structures or exposures near the fire? - Is there anyone near or around the fire? You will then tone the appropriate department(s) to respond. You will also need to contact the Division of Forestry for all brushfires. **[Smoke Investigation Dispatch]** A smoke investigation will occur when a caller says they can see smoke but cannot find the origin of the smoke and cannot see visible flames outside the residence or dwelling. **[Vehicle Fire Dispatch]** When dispatching a vehicle fire make sure all occupants are out of the vehicle. - Inquire if the vehicle is near any structures or exposures. - Is the vehicle still in the roadway? - Can you see any flames? - Is this a hybrid vehicle? If yes - Is it electric? Propane? Or compressed natural gas - If this is a hybrid vehicle, is there a mobile charger in the vehicle. [ ] If there is a mobile charger in the vehicle, you may have to contact Raleigh County for their Hazmat team. This will be OIC request. **[Fire Alarm Dispatch]** fire alarms are received by one of two ways 1. Alarm companies 2. Alarm terminal When calls are received by alarm companies make sure to include the following information - Name of alarm company - Phone number for alarm company - Name on the building/residence - Phone number for the premise - Zone - Has any contact been made with the keyholder? - Operator name/number - Reference number When alarms come through the alarm terminal the information for the questions stated above will be on the terminal. You will be responsible for contacting the key holder after you dispatch the appropriate department. **[Special Ops ]** Rope Teams are dispatched to calls that involve height related injuries and accidents from buildings, cliffs, trees, or slopes where individuals must be raised or lowered by a rope. When dispatching the Rope Team, you will need to be familiar with all stations that are members of this team. **[Rope Team]** **Sta.2 Danese** **Sta.3 Fayetteville** **Sta.5 Mt. Hope** **Sta.11 Ansted** **Sta.12 Oak Hill** **Sta.13 Pax** When dispatching the Rope Team, you will go to the fire paging channel and find the towers that coincide with the Rope Team. You will tone each tower and verbalize after each one, you will do this twice. "Attention all Rope Team Members operating off" (say the name of the tower you are toning on) "Need you to respond to "(give the address/name of the location) and then a brief description of the incident and then "county clear" (give the time) **"Attention all Rope Team Members operating off Mann Tower need you to respond to Long Point Trail for a 33y male 20 ft fall from a cliff. County clear 1121."** Once units start to mark enroute you will then give directions, possible injuries, and any further information that you have. Swift Water Team is dispatched to all water related calls. When dispatching Swift Water Team members, you will again go to the fire paging channel and find the towers that coincide with the Swift Water Team. You will tone each tower and verbalize after each one, you will do this twice. "Attention all swift water team members operating off" (say the name of the tower you are toning on) "Need you to respond to "(give the address/name of the location) and then a brief description of the incident and then "county clear" (give the time). "Attention all Swift Water Team members operating off the Gauley tower, need you to respond to Kanawha Falls for a kayaker that is in the water. County clear 1420." Once units start to mark enroute you will then give directions, possible injuries, and any further information that you have. When dispatching the Swift Water Team, you will need to be familiar with all stations that are members of this team. **[Swift Water Team]** **Sta.2 Danese** **Sta.3 Fayetteville** **Sta.5 Mt. Hope** **Sta.6 Smithers** **Sta7. Boomer** **Sta.10 Montgomery** **Sta.11 Ansted** **Sta.12 Oak Hill** There will be times you dispatch our Rope Rescue Team and Swift Water Teams to a different county. You must still open an agency assist call and keep times and documentation for these events. When doing an agency assist call remember to change the call type from "m" to "f." In both cases EMS will be dispatched to the scene with fire. When in doubt about whether you should send fire on a call, always keep in mind that it is better to send them and not need them, than to need them and not have sent them. All fire departments in the county have AED, CPR, and first aid training. All fire departments also have AED access. They should be toned to respond in case of a cardiac arrest. This is especially important in the more rural areas where EMS may have extended response times to scene. Pax, Smithers, Boomer, Gauley River, Armstrong Creek Rd, Powellton, Elkridge, Kincaid, Loup Creek, Page, Mossy, Meadow Bridge, Danese. **[Landing Zones]** There are times when EMS will need to fly a patient out using air medical. This could be for a medical emergency or an injury (trauma). When one of the responders\' requests air medical they will ask for one of two things. - Check the status of air medical for standby - Check the status of air medical for flight. If the request is made for standby, you will contact med base and inform them of the request. When this changes to flight you will tone the appropriate fire department to set up an LZ and give the location in which the L.Z. will be placed. This will not apply to all landing zones. You must learn which landing zones are secure and which are not. Per Healthnet and AIR EVAC most of the landing zones in Fayette County are secure. There are some that are not. The landing zones that are not secure will be ones that need traffic control, these include but are not limited to - Us RT 19 and US 60 - Cotton hill bridge - Midland trail at the Gauley Bridge State Police Barracks Med base will request a ground contact, the weight of the patient and what channel the ground contact will be on. You will get the weight of the patient from EMS when they arrive on scene and the other information when fire department goes enroute. This may take multiple phone calls to med base. **[Traffic Hazard]** When dispatching a traffic hazard there is information you need to gather to be able to determine whether to send fire department and law enforcement or just law enforcement. There will also be times when you do not send either and dispatch doh. In the event you have a tree partially blocking the roadway on a road that is not high traffic volume, not a private road or driveway and is not on a road that is maintained by the city, you will call DOH and have them respond. If there is a tree down blocking an entire roadway that is not a private road or drive, you will dispatch the fire department and then call DOH. When a tractor trailer is in Boonesborough curve you will dispatch law enforcement only, and call hutch's wrecker. **[Gas Meters/Gas Lines]** When a call comes in that a gas line or meter has been struck, whether it is leaking or not, the fire department is to be toned, and then contact the gas company. **[Carbon Monoxide Detectors/Leaks]** When dispatching a carbon monoxide call it is vital that you make sure all occupants are outside of the building. In addition to the regular questions such as name, address, phone number you must also ask Is anyone that was in the building feeling dizzy, nauseated, or having any other symptoms? Dispatch EMS as well as fire to the scene to check out the occupants. Depending on how many people are involved this may take multiple EMS units. Carbon monoxide is odorless, colorless, and tasteless. Just because the caller does not see or smell an odor does not mean there is not a problem. The only way to determine the presence of carbon monoxide is with a detector. Therefore, anytime you have a report of a detector going off you must dispatch fire. **[Hazmat]** Hazmat calls will be dispatched to the primary station unless otherwise stated by on-scene personnel. These calls include but are not limited to - Carbon monoxide leaks - Natural gas spills/ leaks/ or smells - Gasoline spills/leaks/smells - Any tanker that has been in an accident could be carrying hazardous materials. - Any type of unidentified substance until proven to not be hazardous material When a suspected HazMat situation occurs, you will need to contact Raleigh County 911 and either have the HAZMAT team on standby or to deploy. You will need to contact the Fayette County EOC, 911 Director and Fire Coordinator, afterwards and advise them of the situation. Temporary changes must be in writing and signed by all parties and must be presented one month before the temporary change needs to be utilized. These include city, county, and state agencies, as well as the Department of Natural Resources, and the National Park Service. - Ansted Police Department - Fayette County Sheriff's Office - Fayetteville Police Department - Gauley Bridge Police Department - Montgomery Police Department - Mt. You must be familiar with the following 10-Codes** - **10-4 Acknowledgement (OK)** - **10-6 Busy** - **10-8 In-service** - **10-12 Courtesy transport** - **10-15 One in custody** - **10-20 Location** **[Law Dispatcher duties and responsibilities ]** Law channels consist of SIRN LAW Law on Analog Fayette County 911 dispatches police for service, respond to unit's radio traffic, and process numerous other requests as needed such as but not limited to - Initial dispatching of calls - Unit status changes - Ending calls - Other Priority and/or emergency traffic - Driver's license and registration requests, warrants, and numerous other NCIC requests/activities The Police/Law Dispatcher is responsible for the continual monitoring of all police units to ensure that units are correctly updated and all calls for service are dispatched in a timely manner. As a rule, the Law Dispatcher will verbally dispatch all calls as soon as the call requesting law enforcement ends. If multiple calls are received at the same time, the calls will be dispatched according to the highest priority call first. The PST will dispatch the highest priority call first then proceed to the second highest priority call. **[Proper Radio Communication Procedure]** All radio transmissions need to be CLEAR and on the proper tower so there is less likely to be a misunderstanding. Communication is everything - Speak in a natural voice. There is no need to yell, the transmission is much clearer when the dispatcher speaks in a normal tone of voice. If you speak too low the responders will have trouble hearing you, too loud it causes the transmission to be garbled and inaudible. - Use proper terminology - Avoid unnecessary radio traffic - Time is acknowledgement. - When answering the responders, giving them time is all that is needed for them to know you have heard and understood their communication. - Unless asked a specific question. - There is a specific method of communicating with member agency personnel via radio. - It is important to use the same procedures and verbal script every time. When Dispatching County or State Units you will say "Any available State or County Unit for a call (give the area) Fayette County" Ex: "Any available State or County Unit for a call Scarbro Fayette County" When dispatching a city agency, you will say "(Name of Agency) Fayette County" Ex: "Oak Hill P.D. Fayette County" Once they acknowledge you, you will then give them the address and nature of the call. In the event there are no city officers available for calls, you will then dispatch the call to any available County or State. The officers do not need an in-depth description of the call unless it is what they call a "HOT" call. These calls consist of a domestic that has been physical, any scene that has weapons, or anything that could be a safety concern for the responding officer(s). When you receive these calls, you will remain on the line with the caller until law enforcement arrives on scene and you will keep law enforcement updated of any significant changes such as if one of the parties has left the scene, which direction of travel, are they walking or in a vehicle, description of the subject and/or vehicle. **[Fayette County 911 LEO SOP]** All calls requesting Law Enforcement will be dispatched via radio to the appropriate department immediately after the call has been received. If dispatch is unable to make contact via radio, the on-duty officer of Shift Supervisor will be contacted by department issued cellular or office phone. For confidentiality reasons, it is the policy of the Fayette County 911 Communications Center that NO social security numbers will be broadcast via the radio to Law Enforcement. If a LEO requests this information, he or she will be instructed to contact dispatch by telephone. **[Bomb Threats/Explosive Devices-Fire/EMS ]** **Do not dispatch Fire or EMS to a bomb threat site. Page to an appropriate staging area near to the location.** Upon receipt of a bomb threat to the PSAP: The supervisor shall initiate the following steps: Secure all facility doors, A bomb related call (based on above criteria) is dispatched as a "Bomb Threat." Determine the appropriate Fire/EMS agency and dispatch according to established procedures. In addition, notify the Fayette County Sheriff's Department and West Virginia State Police. Notify the Director and Chief of Staff of Bomb scare. The supervisor shall initiate a search of the interior of PSAP utilizing personnel on station looking for any suspicious packages. At no time shall the supervisor vacate the building or cease daily operations unless told to do so by the Director or on scene police after determining a suspicious package is of concern **[Active Assailant/Shooter]** Any call for service for response of law enforcement, fire department, or EMS for an Active Assailant/Shooter will be dispatched according to the following procedure: **[Active Shooter Incident ]** Telecommunications will ascertain - Specific location What is the name of the location (school/office/business) as well as address, office, or Classroom number - Specific Location of the office/classroom- first floor-second door on right/corner of classroom northeast corner of the building. - What is happening - Who is involved **[Assailant Information]** - Is the subject still present at the location- have they fled the scene or killed/injured themselves or are they: - On their way to a specific location or are they changing locations - Number of assailants - Race and Gender - Clothing color and type/style - Can the caller see any body armor - Physical description - Height - Weight - Facial hair - Glasses - Scars - Gas masks **[Hazards and Weapon]** - What type of weapons are involved - Who has the weapons - Are there any other hazards for responding personnel-i.e., fires/explosive device **[Injuries]** - Number of people injured - Type of injuries - EMD if practical - Control bleeding-direct pressure - Open Airway **[Pre-Arrival Instructions for Callers]** - Secure immediate area (classroom/bathroom/office) - Lock Doors - Block door if possible, using desks-filing cabinets-boxes or other furniture - If Shooter enters room and LEAVES-lock/barricade door behind him/her - IF SAFE allow others to seek refuge with you **[Doors-Windows-Openings-Noise]** ============================================== - Close blinds ============ - Block windows - Turn off radios/ television/computer monitors - Silence cell phones - Seek protection-use walls/desks/file cabinets etc. - Place signs in exterior windows to identify the location of injured persons - Keep occupants calm and quiet - After securing the room, position people out of sight and behind items that may offer additional protection. - If in a hallway get in a room that is not already secured and secure it - Unless the caller is VERY CLOSE to the exit- DO NOT RUN THROUGH HALLWAYS - Do not hide in restrooms - Large rooms (such as gyms/auditoriums) move to and out of external exits and towards police units-ONLY IF SHOOTER IS NOT PRESENT. - ADVISE CALLERS TO KEEP HAND ON THEIR HEADS AND DO WHAT THE POLICE INSTRUCT THEM TO DO. **[Hysterical-Traumatized or Injured Callers]** - Utilize telephone techniques to break through hysterical threshold (repetitive persistence) - Listen to caller - Determine if caller has been physically assaulted-shot or if they are simply scared - Tell the caller that the police have been notified and are enroute - AVOID RAPID FIRING OF QUESTIONS- you must remain in control - Repeat back information and verify information - Reassure caller as needed and necessary **[Communications Responsibilities]** - IMMEDIATE NOTIFICATION TO SUPERVISOR/ADMINISTRATION - One dispatcher shall coordinate all radio communications with the officers at the active shooter scene-CLEAR RADIO TRAFFIC/FREQUENCY/MAINTAIN ENCRYPTION - Secondary dispatcher shall answer all other phones/radios - Director of Emergency Communications is to be notified for immediate response to the center - Communication staff will be prepared to give detailed directions to the scene to requested responding law enforcement agencies and advise responding agencies if Police have or are engaging the shooter - Unless ordered by Command or Director, no outside resources are to respond to the scene. - Communications shall keep Emergency Medical Services and Incident Command informed and direct them to the appropriate staging areas. - Coordination shall be made through IC - When toning EMS- communicate that they are to stage/standby at their station - Communications shall notify the primary fire department to stage/standby at their station-first officer to call into dispatch for information-Incident Command to be established by F.D. **[Preparing/Protecting Law Enforcement Officers]** --------------------------------------------------------------- - Obtain specific intelligence as it pertains to exact location of active shooter - Immediate notification of Law Enforcement, Supervisors, and Administration - Ensure that radio traffic/frequency is clear for transmissions-maintain encryption. - Gain sufficient information from caller - Keep responders updated - Update responders regarding location of reported sounds of gun shots - Update responders of additional descriptions when received from additional callers - Gather information regarding possible areas of egress and entrance to target buildings - Elevators - Stair wells - Utilize GIS and all building floor plans in CAD/GIS - Initiate integrated communications under Incident Command - Command to be established by Police/Fire/EMS - If no one establishes command, dispatch will need to ask, "who is in command? and note that in the CAD entry **[Utilize effective two-way communications]** ---------------------------------------------------------- - Police command SIRN - Fire command on Fire Talk - EMS command on main frequency - Manage communications --keep airway clear - Utilize common terminology and clear text **[Counseling]** Communications personnel involved in an active shooter response shall attend a debriefing conducted by qualified counseling professionals, arranged by the director of communications ------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------- **[Media and other Inquiries]** - Media Inquiries: Assigned Script - There has been an incident at (location of incident). We have no further information to provide at this time. Repeat twice and hang up. There is NO deviation to this script. **[Civilian/Family Inquiries: ]** There has been an incident at (location of incident). We have no further information to provide at this time. If the incident is happening at the school, advise parents/family members: DO NOT GO TO THE SCHOOL. Stay by your phone and the school system will contact you. **[Handle With Care]** Cpl Spears works with the Fayette County Schools to make sure that every child has equal opportunity to receive the best education possible. [ ] He understands that unfortunately some children have influences from their home life that carries over into their education. Handle with Care helps to notify the Fayette County Schools that a child may have something going on at home that causes them to act out, or be withdrawn, to have trouble with concentrating on school etc. It provides the staff with enough information to know that the child needs a little extra care, without breaking confidentiality or causing embarrassment to the child. [ ] Sending a message through REGROUP is a confidential and quick way to let the school know that the child needs a little extra understanding when dealing with the added stress of outside life. When doing Handle with Care, remember you must make a copy and put it in Cpl Spears box in the supervisor's office. Below is how to send out a Handle with Care on REGROUP - On the home page of the Regroup web site, click Ad HOC message - Step 1, HANDLE WITH CARE will be your Alert Name, and HANDLE WITH CARE/SCHOOL should go in the description box. - Make sure SMS/TEXT is selected and choose school from the drop-down menu. (This will automatically go to Cpl Spears.) - Step 2, Enter Message Content, should contain; Student name, Age, School they attend, and Grade they are in. - Step3, Set the Launch Schedule, Run Immediately should be selected - You should now be at the confirmation page if all information looks correct click launch. I have included a Handle with Care form in this. You can make a copy and replace it at any time you need to. **[Unit Status]** Officer safety is a top priority for Fayette County 911 personnel. Knowing the status of your police officers at all times is of paramount importance. When an officer is on a call, or at a traffic stop, check on them after three (3) minutes. If they do not answer their radio, send someone to check on them! Therefore, it is important to know where an officer is at all times. **OFFICER SAFETY IS YOUR FIRST PRIORITY!!!!!!!** **[Call Stack Procedure]** The call stack procedure outlines steps to be taken by the dispatcher when dispatching a call for service when no law enforcement personnel are available to take the call. Make sure to document appropriately. **[Back Up Units]** 911 personnel must be able to quickly assess an officer's status, location and send back as needed. This is a time critical decision that must be made quickly. Therefore, you must document every call with an accurate location, when possible, as well as a description of the residence or vehicle and a direction, northbound, southbound etc\.... Ex: Any available law enforcement to assist (Unit) with shots fired/pursuit @ location **[BOLO Dispatches]** A BOLO dispatch is a broadcast that contains information for multiple units, perhaps in multiple member agencies. BOLO stands for Be on the lookout. A Bolo also uses the same format; EX: All units, all units, be on the lookout for a Red 90's model Ford F150 involved in a leaving the scene at Food Land in Oak Hill, unknown direction of travel. Time delay, 2 minutes County clear \@1642 hours **[Emergency Radio Traffic/Code Red/Code Green]** Under certain conditions it may become necessary for Fayette County 911 to restrict use of a channel for a specific incident and/or agency Proper Format would be EX: Fayette County all units, all unit\'s code Red 1400 hours. Fayette County all units, all unit\'s code Green 1400 hours. **[Recording Mileage]** When police agencies transport subjects from one place to another\` they often provide 911 with their starting and ending mileage to be recorded. This is done for liability reasons. Document this information in CAD. **[Lockouts]** This refers to people who lock themselves out of their vehicles. Refer to a wrecker or locksmith. The only agency that does lockouts in the area is Fayetteville. In the event there is a child locked in the vehicle dispatch the appropriate unit for the area. **[Extra Patrol Requests]** This is requested for several reasons, for example, when someone is on vacation, they may request checks of their residence to ensure that the house is still secure and undisturbed. **[Traffic Control Device Management]** This refers to traffic lights or signs malfunctioning or not working as designed. Notify the appropriate police agency and contact the Division of highways (DOH). **[Animal Complaints]** Police officers may respond to various animal complaints, such as barking dogs, vicious animals, reports of animal bites and cruelty to animals. Animal control (through the Sheriff's Department) will respond to animal complaints Monday-Friday and may be subject to be called out on the weekend for dog bites. This policy is subject to change. **[Animal Noise Ordinance]** The members of the Fayette County Commission herby find that habitually barking, howling, or yelping dogs are a public nuisance and as such, they are under the jurisdiction of this body. Accordingly, and upon motion duly made and seconded, the following Ordinance is adopted, pursuant to the provisions of 7-1-3kk, Code of West Virginia, as amended. **NUISANCE: HABITUALLY BARKING OR HOWLING DOGS** The keeping or harboring of any dog within the County of Fayette which dog, by frequent and habitual barking, howling, or yelping, creates unreasonably loud and disturbing noises of such character, intensity, and duration as to disturb the peace, quiet and good order of the neighborhood or such resident or business neighbors as may be in close proximity to such dog, is prohibited. Any person who shall allow such dog to habitually remain, be lodged or fed within or on any property, dwelling, building, yard, or enclosure, which he/she occupies or owns, shall be considered as harboring such dog and shall be guilty of a misdemeanor. Upon a finding by the Magistrate Court of Fayette County, that the ordinance has been violated, such Magistrate shall impose a fine in the amount of \$100.00 for the first offense. Subsequent offenses shall result in fines of at least \$100.00 but, to exceed \$250.00. Appeals from the Magistrate Court finding shall be to the Circuit Court. Nothing herein shall restrict the bringing of a civil action, in an appropriate court of law, to seek a remedy for imposition of this offending nuisance. Wender **[Parking Complaints]** The 911 center routinely receives calls regarding improperly parked vehicles. They may be blocking sidewalks, parked on the wrong side of the road, or parked in a handicap spot. **[Funeral Escorts]** The center routinely handles funeral escorts for police agencies. The funeral homes usually call several hours before an escort is needed. **[Missing Person]** Missing people can range from small children to adults to the elderly. There are a multitude of reasons people can be missing; from kidnapping, familial kidnapping runaways or people just not letting their loved ones know where they are. An Amber Alert is used for the most serious child abduction cases and can only be activated by some law enforcement agencies, by filling out a WVSP from 167 and faxing it to WVSP Comm. Center. All the details on entering a missing person are in the NCIC handbook. There is also a SILVER ALERT for an elderly, or mentally incapacitated person. **[Notifications]** The 911 center will sometimes be contacted by other public safety agencies and asked to attempt to find a subject/vehicle and relay a message. The message must be important enough to utilize public safety agency personnel. An example would be a death in the family notification. **[MVA/MVC]** Motor Vehicle Accidents/ Motor Vehicle Crashes require law enforcement however, due to the severity of the incident fire department and EMS may need to respond as well. If there are any questions about whether to send Fire and EMS refer to the Fayette County Dispatcher's Fire Training Manual. **[Wrecker Requests]** Towing companies are requested often by member agency personnel for several reasons such as: accidents, arrests, broken down vehicles, and abandoned vehicles. Follow the proper rotation as directed and documented in the wrecker log table in CAD. **[LEO and Fire]** Sometimes it is necessary to send police to assist fire or EMS personnel on the scene of a fire or EMS incident. This may be done when there is a hazard or uncooperative persons on scene. **[Domestics]** Domestics are often verbal only, but because of the high emotion involved can often turn physically violent and even deadly. Always ask if weapons are involved. If the caller advises there are weapons involved do not disconnect with the caller, and keep LEO updated of all changes. **[Response to Domestic Violence Calls]** Same Priority as other violent calls High Priority when an assault is in progress Information to Relay to Responding Officers - Nature of the call, emergency or "in progress" - Complete address, including directions - Home phone number of caller - Identify the caller and relationship to the parties - Injuries or need for an ambulance - Weapons- What Type? - Where last seen? - Has the weapon been brandished? - Number of people on scene, including children - If the offender is on scene, provide description ex. - Clothing, hair color, weight, height - If offender has fled, direction of travel, mode of travel, description of vehicle if applicable - Presence of alcohol or drugs-What type? - Last time officers responded to this location and type of call - Protection order or Temporary Order on file? **[Communication with the Caller]** [ ] - Have caller stay on the line for safety - If the call is disconnected, call them back - If the victim's safety warrants, have them to go to a safe location and call back - Never ask if the victim will "press charges," prosecute or suggest that Law Enforcement will only respond if further action is taken. - Calls from a crisis line or and advocate should be handled the same as a call from the victim **[Violation of DVP]** This type of call you send out an officer and check the Domestic Violence Petition (DVP) Registry to verify that a DVP is in effect. Treat this type of call like you would a domestic however, some violations are not always in progress. When an officer advises that they have served a DVP, always put the name of the officer that served the DVP, the date and the time on the paper copy and file it in the appropriate binder in the cabinet and mark the DVP as served online as well. Calls about Protection Order or Temporary Protection Orders Dispatch unit to all reported violations. If the offender is present dispatch as a "DVP Violation in progress" Determine which state issued the order and try to verify Check for service of the order and give officers, the details of the order. **[Larceny (][Theft)]** This is self-explanatory and there is a vast array of possibilities where theft is concerned. Examples would include shoplifting, gas drive offs, or any stolen item. Make sure that you match the nature with the description of the theft. We have several in our CAD including theft-automobile, shoplifting, theft etc. **[Alarm Calls]** Alarm calls are reported in 3 ways Alarm Terminal Alarm Companies Passersby that hear an audible alarm When these alarms come in get the same information you do in any call the name of the alarm company - The address of the building - The phone number for the alarm company - Name of the building - Phone number to the premise - Zone - Have you contacted anyone - Operator name/Number - Reference If the alarm is through the terminal the terminal will display the information needed to dispatch the call. Open a CAD call and then dispatch the appropriate law enforcement agency. **[Robberies]** Robberies can be in progress or after the fact and refer to a business. Always asked - Are weapons involved? - Is the subject still on scene? - If they left did, they leave on foot or in a vehicle? - Description of the subject and vehicle - What are they wearing? - Which direction did they go? **[Burglaries]** Burglaries are residential and can be in progress or after the fact. Always asked - Are weapons involved? - Is the subject still on scene? - If they left, did they leave on foot or in a vehicle? - Description of the subject and vehicle - What are they wearing? - Which direction did they go? **[Breaking and entering (B&E)]** The crime of entering a building by force with intent to commit burglary. **[Pursuits]** Vehicle and foot pursuits occur often. Make sure to document and obtain all information as possible and send additional units or resources for back up. When possible, this will be a joint effort between the dispatchers in the room. All information must be documented quickly and accurately. One dispatcher can document while the other does radio communications. During these calls, the channel should be CODE RED, and minimal traffic should be on the radio. The dispatcher will ask a location and give a time, nothing else EX: Officer: "County OH14 I have a Pursuit Rt 19 NB Lochgelly, red F150 WV Reg XOXOXO" Dispatcher "All unit\'s CODE RED, all unit\'s CODE RED, any available law enforcement to assist OH14 Rt 19 NB in the area of Lochgelly Pursuit Red F150 WV reg XOXOXO." Dispatcher "OH14 location?" OH14 "Maple Lane, Speeds excess 150mph." Dispatcher "14:52" These transmissions must be short and to the point for the safety of the officers involved. [ ] **[Basic Queries]** Basic queries are considered - License Plate - WV driver\'s license - out of state driver\'s license - Name/DOB - VIN - Entering Records Entering records into NCIC can be done at an officer\'s request or by receiving paperwork from another authorized source such as the court system. Throughout training you will be exposed to entering various types of records and each will be used as a teaching and learning tool. You will be required to attend the WEAPONS Full Certification class at WVSP Academy for training/certification. Upon completion, you will be certified to enter items such as - Guns - Vehicles - missing persons - license plates - wanted persons - articles into the NCIC system. You will be required to take a recertification exam online every two years. A West Virginia Police Automated Network (WEAPON) training guide is available for reference on the island. The guide covers all NCIC procedures **[Pinging Cell Phone]** There will be times when an officer will need you to "ping" a cell phone. This simply means to track the phone. To do this, you will need - Name of the cell phone provider - The phone number - The name of the officer and the department he/she is with Ex. S8/Detective Willis with Fayette County Sheriff's Office. The process for this varies with each cell phone provider. There are some cell phone providers that you must fill out an **[Exigent Circumstances Form]** such as US Cellular and T-Mobile. AT&T has a number that you will need to call to be able to "Ping" the phone **1-800-635-6840** When you call the service provider, you will tell them that you need the last 48 hours of the calls/SMS history, As well as a location PING for the next 48 hours. You will give them - your name - your Badge number - and your county e-mail address - As well as the officer you are working with and the agency, he/she is with. When you have shift change you will give all the information to the on-coming shift, and they will then transfer the information to their e-mail account. You will find the Exigent Forms included here for both US Cellular and T-Mobile. **[LPR]**- (**[License Plate Reader)]** At the EMS station we have an LPR, the cameras to this are4 located at US 19 and Summerlee Road. You will hear an alert whenever the reader picks up something that is in NCIC. If you receive one, it will be in reference to a missing person, Amber Alert, stolen vehicle or plate or a wanted person. It will display all the information on the vehicle and the exact time it came through. You should give out a BOLO and contact OHPD and let them know that the LPR picked it up. You must then enter a call into CAD for a BOLO. ![A bridge over a forest Description automatically generated with low confidence](media/image6.jpg)**Fayette County 911 National Park Service (NPS) Dispatch Training** **[Fayette County NPS Area]** It has over 50 miles (80 km) of hiking trails in the park ranging from easy walks to more challenging hikes.   New River Gorge National Park and Preserve is one of the most popular rock-climbing areas in the country. Within the park are over 1,400 established rock climbs. The cliffs at \"The New\" located just below the rim of the gorge are made up of a very hard Nuttall sandstone. The rock is very featured, with an abundance of crack and face routes, and occasional large roofs. Almost all climbs are one pitch long and range from 30 to 120 feet (9.1 to 36.6 m) in height. **Gauley River Area**  Summersville, Gauley Bridge, Gauley River The 25 miles of the free-flowing Gauley River and the six miles of the Meadow River pass through scenic gorges and valleys containing a wide variety of natural and cultural features. The Gauley River contains several class V+ rapids, making it one of the most adventurous white-water boating rivers in the east. **New River Gorge** Fayetteville, Glen Jean, Beckley, Hinton New River Gorge National Park and Preserve protects and preserves 53 miles of the New River as well as over 70,000 acres of the magnificent gorge that this river created, with an estimated 300,000 visitors each year, **Bluestone** Athens, Pipestem, and Hinton The Bluestone River and the rugged and ancient gorge it has carved is a richly diverse and scenic area of the southern Appalachians. Bluestone National Scenic River is preserved as a living landscape that provides an unspoiled experience for visitors and a haven for a variety of plants and animals. The park protects a 10.5-mile section of the Bluestone River in southern West Virginia. National Park Service is divided into two Districts. North District and South District.   North District is Fayette and Nicholas Counties   The South District is Fayette, Raleigh, and Summers Counties   All calls will be closed General Service with Report unless stated otherwise by the NPS Officer.  **[NPS Channels]** SIRN NPS Fire/General SIRN NPS Law **[NPS has multiple divisions ]** Law Enforcement Rescue Fire The NPS units will be 800 numbers. Each Division will have a three-digit number that starts with 8 followed by the middle digit that will determine the division they are with, and finally a third digit that is assigned to the individual. (location).... Fayette County EX: Any available NPS Law enforcement for a call Glade Creek, Fayette County For all calls involving NPS dispatch NPS Law , they will then contact the fire and rescue units as needed per their protocol. All units do patrol and will mark up at various times these are to be documented in the radio logs. **[Climber/Hiker Fall]** Two of Fayette Counties\' largest attractions are hiking and climbing, both of which pose a considerable risk of injury. When you receive a call in reference to a fallen hiker or climber you must ask the caller questions you would normally such as location, phone number and name of caller, as well as the following questions:  - - - - - - Primary Fire Dept, EMS, and Special Ops will all be dispatched for this type of call. Contact Medbase for Air medical on standby, contact CSX Eddie Lynch 304-228-5437 for high rail availability. Get a staging area from IC on scene. Many callers will not be from here and may not know the area, clear concise directions are a necessity to get crews to the patient as quickly as possible. This will also be one of the times that you must utilize RapidSOS. This will help you locate the caller and expedite emergency crews to the scene.   Fire, EMS, and Rope Team will all be dispatched for this type of call.  There will also be times that you will have to dispatch NPS and the Rope Team to another County. When dispatching to another county you MUST ALWAYS make a call for the NPS and Rope Team.   **[Pedestrians and The New River Gorge Bridge]** The New River Gorge Bridge attracts many travelers and tourists. Unfortunately, it also is the source of multiple suicides. **Any time there is a report of a subject on the bridge, you must immediately dispatch any available law enforcement for a welfare check on the bridge.** **NPS will be dispatched by saying** **"Any available NPS law enforcement for a call New River Gorge Bridge."** You will need to know - If the subject is Northbound or Southbound? - Description of the subject, clothing, male or female - Are there any vehicles near the subject or bridge? - Description of the vehicle?? - What were they doing? Walking? Sitting on the ledge? Leaning over it? When there is a suicide on the bridge you will need to follow the following procedures. Water Landing will be NPS Law, Fire and Rescue, for search and rescue, only until the body is recovered, then EMS will be dispatched to transport the body.  Surface Landing on the ground will be Law, and Fayetteville F.D. to help locate and EMS to transport.  In this case you will contact NPS on both NPS Law **[Search and Rescue]** Search and rescue will be dispatched to NPS LEO on NPS SIRN Law LE1. You will also send the appropriate Fayette County Fire Department for manpower. When gathering information, you must ask the following questions - What location are they missing from - Age - Gender - Clothing description - Time last seen - Height - Weight - Hair color - Eye color **[Fires in the Gorge]**  Fires in the Gorge will be dispatched to NPS Law, they will contact the appropriate units in their NPS service. You will tone the primary Fire Department for that area EX: Fayette Station Road response will have NPS Law, and Fayetteville F.D. as well as any department
