5.5 Duties of FSM Under the Fire Safety (Fire Safety Managers) Regulations, it is the safety manager appointed for any specified premises to assist the owner or occupier of the premises to: 1. 1 Ensure that fire safety requirement contained in the Emergency Response Plan (ERP) are complied with. (a) Where the fire safety measures and fire safety practices of the premises do not comply with the requirements of the Act — Inform the owner or occupier of the premises of the non-compliance and the need to rectify the non-compliance; and Record in writing details of the non-compliance and when and how the fire safety manager informed the owner or occupier; (b) Where an approval of temporary change of use is issued for the premises, ensure that the owner or occupier complies with any fire-safety related condition to the approval; (c) Where the premises is a building for which a fire certificate is required and there is no valid fire certificate for the building, inform the owner or occupier that there is no such certificate so that immediate actions can be taken. 2. 2 Supervise the maintenance of fire safety works in the premises. 3. 3 Ensure at all times that the occupant load of any part of any building does not exceed the capacity prescribed under the Fire Code. 4. 4 Conduct daily checks within the premises and remove any fire hazard that is found within the premises. 5. 5 Prepare and execute the Emergency Response Plan for the premises and distribute the Emergency Response Plan to the occupants of the premises. 6. 6 Conduct fire drills for the occupants of the premises at least twice in every calendar year or on such occasion as may be directed by the Commissioner. 7. 7 Ensure that all occupants are familiar with the means of escape located within the premises. 8. 8 Prepare fire safety guidebooks for the occupants of the premises. 9. 9 Train, coordinate and supervise the Company Emergency Response Team for the premises in first-aid, fire-fighting and evacuation in the event of fire or other related emergencies. 10. 10 Train the occupants in the premises in first aid, fire fighting and evacuation in the event of fire or other related emergencies. 11. 11 Co-ordinate and supervise occupants in fire fighting and evacuation during a fire or other emergencies. 12. 12 Supervise the operation of the Fire Command Centre during a fire or other emergencies. 13. 13 Conduct at least 2 Table-Top Exercises (TTX) * within the premises each year and to evaluate, together with the Fire Safety Committee, the effectiveness of the Arson Prevention Plan and the Emergency Response Plan for those premises *FSM may conduct an In-Place Protection (IPP) Drill in-lieu of one of the tabletop exercises. 14. 14 Prepare and implement the Arson Prevention Plan (APP) for the premises. 15. 15 Notify the Commissioner (of SCDF) immediately upon the occurrence of any fire incident in the premises. 16. 16 Organise campaigns, training courses, competitions, contests and other activities which will develop and maintain the interest of the occupants within the premises in establishing a fire safe environment. 17. 17 Carry out other duties ordered by the Commissioner (of SCDF) may require.
