1. Hemant Soren Sworn In as Jharkhand CM Again Hemant Soren was sworn in as Gov. of Jharkhand for the third time on July 4, 2024. Governor C.P. Radhakrishnan led the event at the Raj Bhavan in Ranchi, where the oaths were taken. Political Background and Developments Following the resignation of Champai Soren, who had briefly taken over as Chief Minister while Hemant Soren was in jail, Hemant Soren was reappointed. Hemant Soren was a very important person in the Jharkhand Mukti Morcha (JMM). He had legal problems and was caught by the Enforcement Directorate on January 31, 2024. Because he was arrested, his predecessor took over running the state until the Jharkhand High Court released Soren on bail on June 28, 2024. 2. Exercise Maitree 2024 The 13th edition of Exercise Maitree is set to take place from July 1 to 15, 2024, in Tak Province, Thailand, marking the continuation of military cooperation between India and Thailand. This year’s drill is special because it starts up again after a break caused by the COVID-19 pandemic. This shows how important it is for the military to work together and train together again. Historical Background The exercise began in 2006 as the Thai-Indian Cooperation Field Exercise (TICAFE). In 2013, it was changed its name to Maitree, which means “friendship” in Hindi. India and Thailand take turns hosting the event every year. The goal is to improve military ties by sharing training operations. Composition and Goals of the Contingents India’s Ladakh Scouts and Thailand’s 1st Battalion, 14 Infantry Regiment each send 76 people to the 2024 drill, making it an even split between the two countries. India Hosts 46th UNESCO World Heritage Committee Session In July 2023, the 46th meeting of the UNESCO World Heritage Committee will be held in New Delhi at the Bharat Mandapam. This important meeting is set to take place from July 21st to July 31st, and India’s Prime Minister, Narendra Modi, will open it. Over 2,500 people from 195 countries, including state parties, advisory groups, and heritage experts, are attending this event. It is a turning point in global cultural diplomacy. What is the World Heritage Committee? The World Heritage Committee is an important part of the 1972 UNESCO World Heritage Convention. Its main jobs are to make sure that the convention is followed, run the World Heritage Fund, and make final decisions about which new sites should be added to the World Heritage List. It is made up of members from 21 elected States Parties. The committee’s decisions affect the protection of important natural and cultural places all over the world. Current Composition of the Committee After the elections at UNESCO’s 24th General Assembly in 2023, the committee has people from all over the world, such as Argentina, Japan, and Kenya, which is in line with UNESCO’s multicultural goals. These members have a say in how funds are spent and what goals are set for heritage conservation. 4. Who is Vikram Misri, India’s new Foreign Secretary? Vikram Misri has been named India’s new foreign secretary. He will start his new job on July 15. Vinay Mohan Kwatra’s term was extended by six months earlier this year, and this selection comes after it. A government statement from the Personnel Ministry says that the Appointments Committee of the Cabinet gave its approval for the appointment. Misri was promoted, but his duties as Deputy National Security Advisor (NSA) were also cut back. Professional Path and Experience Misri has a lot of diplomatic knowledge because he joined the Indian Foreign Service (IFS) in 1989. Manoj Pande retires on June 30. Career of Lt Gen NS Raja Subramani Lt Gen Subramani is currently the commander of the Army’s Central Command. His military education includes training at the National Defence Academy, Indian Military Academy, Joint Services Command Staff College in Bracknell, UK, and the National Defence College in New Delhi. He also holds a Master of Arts from King’s College, London, and an MPhil in Defence Studies from Madras University. His distinguished military career spans over 37 years, during which he has held command at various levels. Notably, he commanded a battalion during Operation Rhino in Assam, an infantry brigade along the International Boundary with Pakistan, and a Black Cat division In Northeast India. His senior leadership roles include commanding the Uttar Bharat Area and the prestigious Kharga Corps at Ambala. Roles and Responsibilities of the Vice Chief of Army Staff 6. Kerala Assembly Seeks Renaming State to ‘Keralam’ On June 24, the Kerala Assembly passed a resolution asking the Indian Central Government to change the name of the state in the Constitution from “Kerala” to “Keralam.” This was the second time in a year that the resolution was passed unanimously. This plan, which is being led by Chief Minister Pinarayi Vijayan, focuses on making the constitutional name match the word “Keralam” in Malayalam. Resolution Details and Legislative Process There are differences between the Malayalam name “Keralam” and the English name “Kerala” used in the Constitution’s first Schedule, which was brought up by Chief Minister Pinarayi Vijayan in the Kerala Assembly. Article 3 of the Constitution is used to ask for a change in the move. The similar resolution from last year had to be looked at again and changed because it didn’t include enough requests for changes to the Eighth Schedule, which deals with official languages. 7. Kerala’s Kozhikode – India’s first UNESCO ‘City of Literature’ The UNESCO honored Kozhikode as India’s first “City of Literature” on June 23. According to this status, the city’s cultural history should be celebrated and used to help develop literary ability. The Mayor of Kozhikode and the Kerala Institute of Local Administration took the lead in getting the city this title. Their thorough research and well-organized presentation brought out Kozhikode’s important contributions to many cultural areas, making Kolkata’s literary practices look weak in comparison. Contributing Factors Kozhikode has been home to numerous cultural icons including two Jnanpith laureates. The local cinema, music, and media houses have also played an essential role in developing the city’s literary and cultural environment. “City of Literature Day” was made official by Mayor M. Beena Philip on June 23.
