A budget is generally considered to be an action plan for spending in the future according to the income expected. NATIONAL BUDGET  A national budget is arguably one of the most important public documents, as it is a translation of a country’s national development goals into annual spending plans. (Build, Build, Build Program)  Known simply as the budget, refers to the totality of the budgets of various departments of the national government. 7 PURPOSE OF NATIONAL BUDGET  a budget is prepared to prescribe the funding of government programs and projects, following national priorities, objectives, and strategies. 8 BUDGETARY RESOURCES  Budgetary resources pertain to the sources of funds that will finance budgetary expenditures. REVENUE BORROWINGS 9 Tax and Non-tax Borrowings are obtained from repayable sources, including loans secured by the government.
