HOFFMAN ESTATES FIRE DEPARTMENT STANDARD OPERATING GUIDELINES SOG Category & Identification Number: EFFECTIVE DATE: ADMINISTRATIVE – 028 January 1, 2022 NIMS COMPLIANT SOG Title: Secondary Employment Revision: 3 APPROVED BY: NUMBER OF PAGES: Re-evaluation Date: Alan Wax January 1, 2024 Fire Chief 3 PURPOSE The purpose of this Order is to establish procedures and guidelines to be followed by Department members hired on or after August 28, 1995, that work a secondary job. POLICY The policy of the Department shall be to allow Department members to use their off-duty time to work a secondary job as long as their mental and physical well being do not jeopardize their job performance, and their secondary employment is not in conflict with any Department Rule, Regulation, the Values or the Mission of the Fire Department or is a conflict of interest. DEFINITIONS A. For the purposes of this General Order, the following will apply: Secondary employment shall be defined as any activity for which a Hoffman Estates Fire Department employee performs work or a service, in any capacity, for any public or private agency, including activity that is conducted on a volunteer, short- term or continuing basis, except for the employee’s primary employer, the Village of Hoffman Estates. WAIVER OF LIABILITY A. Fire Department members hired on or after August 28, 1995, must submit to the Fire Chief, a completed Hoffman Estates Fire Department Waiver of Liability form for secondary work that involves work for a Fire and/or EMS agency, Police, or other such emergency service, public or private, whether on a volunteer, short-term or continuing basis. 1 RESPONSIBILITIES A. Members engaged in secondary employment and acting as an employee or agent for an employer will at all times identify themselves as an employee or agent of the said employer. No member so employed shall identify himself/herself as a member of the Hoffman Estates Fire Department, display his/her Hoffman Estates Fire Department credentials or make use of Hoffman Estates Fire Department equipment without receiving prior written permission from the Fire Chief. B. All members will recognize that their primary responsibility is to the Hoffman Estates Fire Department. Secondary employment will not infringe on this obligation. C. Any secondary employment shall be limited such that the member’s efficiency or capacity as an employee of the Hoffman Estates Fire Department is not impaired. D. At no time shall the secondary employment or the place where it is performed is such as to bring either the Hoffman Estates Fire Department or the member into disrespect or disfavor, or involve the member in violation of Department Rules and Regulations, federal or state laws, or municipal ordinances. E. Probationary Firefighters may work secondary employment. However, while on probation, they are strongly encouraged to dedicate all of the time necessary to successfully become a permanent member of our Department. SECONDARY WORK/JOB LIMITATIONS A. The continuation of a member’s consent to work secondary employment will be reviewed when his/her duty status has changed from full-time to injured-on-duty, sick or light duty. This review will be on case-by-case basis and based on the employee’s physical capacity and work restrictions. PROCEDURE EXCEPTIONS REFERENCES 2 End of Document 3
