Research could also include: * Synthesis and analysis of previous research to the extent that it is novel and creative. * The use of existing knowledge to develop new and improved products and services. ### What is not research? * Routine testing and analysis of materials, devices, products or processes. * Development of new products or services, or improvements to existing products or services, unless a significant advance is being sought. * Artistic practice. ## Development ### What is development? Development is the use of the outcomes of research or other scientific advance for the production of new or substantially improved materials, devices, products, processes, systems or services. ### When does development begin?
