**UNIFORM POLICY** **PD97-0111** **I. Purpose** The purpose of this policy is to describe the specifications for authorized uniforms and equipment to be worn and utilized by members of the department. **II. Policy** The department shall determine the specifications for equipment and authorize its use by members of the department. The department shall also determine the specifications for all uniforms and apparel used or worn by members of the department. The department shall determine the specifications and authorize the use of all personal equipment used by members of the department. **III. Uniform Regulations** A. ALL COMMISSIONED OFFICERS (UNIFORM AND PLAINCLOTHES) SHALL CONFORM TO THE FOLLOWING AT ALL TIMES 1. All clothing shall be clean and pressed. 2. All leather (belts and footwear) shall be polished and shined. 3. All chrome/brass shall be polished. 4. All officers shall keep their hair neat and trimmed according to regulations detailed below. 5**.** All officers that engage in part-time employment in uniform will conform to the Uniform Policy. B. MALE STANDARDS (HAIR, FACIAL HAIR, AND JEWELRY) 1. Hair shall be evenly trimmed at all times while on duty. Hair shall not be allowed to extend lower than mid-ear or over the shirt collar. a. Maximum extension of the hair outward from the top and/or the side of the head shall be no more than two (2) inches provided that the hair is tapered such that it does not protrude outward beyond the top of the ear and gives an overall even appearance. 2. Sideburns will be allowed but shall not extend below the bottom of the ear, and shall not be more than 1 inch wide at any point. Sideburns shall not be allowed to become bushy. 3. Moustaches, if evenly trimmed, shall be allowed. Moustaches shall not extend more than one-half (1/2) inch below the corners of the mouth. 4.** **Groomed and maintained beards and goatees (must have an accompanying moustache, if worn) shall be authorized, provided that the facial hair is no longer than one-quarter (1/4) inch in length.  No portion of the beard or goatee may be substantially longer than the rest. 5. Exaggerated hairstyles that do not allow for the proper wearing of the hat are prohibited. C. FEMALE STANDARDS (HAIR, JEWELRY, AND COSMETICS) 1. The hair shall be kept neat and not detract from the professional appearance of the uniform. Hair must be kept clean, orderly, and manageable so as not to impair the officer's ability to perform her job. a. Hair must be pulled back away from the face and secured so that it cannot be blown across the face and obstruct vision. Hair shall not extend over the shirt collar. b. Styles that fall in front of the face or allow the hair to fall in front of the face are not permitted. No beads, hair ornaments, head bands, or items which may detract from the professional appearance of the uniform shall be permitted. c. All hair styles shall allow for the proper wearing of the hat. 2. Cosmetics shall be applied conservatively. D. MALE AND FEMALE BODY ART -- ON DUTY RESTRICTIONS 1. Body Art is defined as body adornment or alteration implemented through the following techniques, which include, but are not limited to: body piercing, tattooing, branding, intentional scarring/mutilation, dermal implants or dental ornamentation. 2. Prohibited Tattoos: a. Tattoos representing bias against any group or protected class; b. Tattoos containing offensive, vulgar or lewd words or images; c. Tattoos on the face, head, or neck. 3. Branding, Intentional Scarring /Mutilation must adhere to the Tattoo restrictions set forth above. 4. Visible sub-dermal or transdermal implants are prohibited. 5. Piercing -- All visible piercing is prohibited, with the exception that female officers may wear a single, conservative-style, post or clip-on earring in each ear lobe. All other piercing, including, but not limited to, ear plugs/gauges, tragus, rook, industrial, facial, mouth and tongue piercings are prohibited. Male and female officers working in an undercover capacity may wear earrings. 6. Dental Ornamentation -- the use of gold, platinum, silver or other veneer caps for the purpose of ornamentation is prohibited. Teeth, whether natural, capped or veneered, shall not be ornamented with any design, logo, jewelry, etc. 7. Employees who have body art in violation of this policy have the following options: a. Cover the body art with long sleeves; b. Cover the body art with a flesh-toned concealment product; c. Remove the body art at the employee's expense. E. PLAINCLOTHES OFFICERS: MEN 1. Suit and tie or sport coat and tie with button up collared dress shirt 2. The tie will be a standard business professional tie of standard length, with no wording or photos, or characters. 3. Button up collared dress shirt with no tie. 4. Dress shoes or boots. 5. Polo style shirt with a collar and will be a solid color or striped, with no wording or symbol other than the manufacture's insignia. Sweaters are acceptable as long as a collared shirt is worn with it. Solid polo-style shirt may have the Fort Wayne Police Department star on the left breast and also may have the wording "Investigative Support Division" embroidered under the star and/or on the sleeve and/or an American flag on the sleeve. 6. Court attire will remain suit and/or sport coat and tie or uniform. F. PLAINCLOTHES OFFICERS: WOMEN 1. Woman's business suit with collared shirt, ladies blouse, and/or sweater, with dress pants/slacks, or business casual pants. 2. Polo-style shirt will have a collar and will be a solid color or striped, with no wording or symbol other than manufacture's insignia. Solid polo style shirt may have the Fort Wayne Police Department star on the left breast side and also may have the wording "Investigative Support Division" embroidered under the star and/or on the sleeve and/or an American flag on the sleeve. 3. Dress shoes or boots G. FOR ALL INVESTIGATIVE SUPPORT PERSONNEL 1. Duty weapon and badge will be worn on your person, in a holster (hip or shoulder rig) along with handcuffs and extra magazine at all times while outside the DB. 2. Hats worn during your shift will be a standard FWPD knit hat or plain knit hat. Men's or women's knit or leather caps for winter with no writings, logos, characters on the cap. 3. Open-toed or heeled shoes and sandals are not allowed. 4. Any changes or exceptions to the Investigative Uniform will be at the discretion of the Deputy Chief of the ISD Division. H. ALL PLAINCLOTHES OFFICERS -- shall carry the following equipment: 1. A weapon and ammunition as specified in the Use of Force policy of the Fort Wayne Police Department. 2. Handcuffs manufactured by Peerless, Hyatt, or Smith and Wesson in chrome or black only. 3. Officers on undercover work shall be governed by their Commanding Officer. I. LIGHT DUTY UNIFORM 1. Officers on light or restricted duty will follow Investigative Support Division standards of dress, unless otherwise authorized by an Internal Affairs Supervisor. J. PATROL OFFICERS' ON DUTY UNIFORM 1. HATS a. Garrison-type hats will be worn as designated by the Chief of Police. The hat will be worn squared and forward. No stays will be removed. Must have approved cap shield. b. Winter hats approved for wear by the FWPD are plain DARK stocking style hat (no other logos are permitted) or navy blue Alcan hat. Stocking style hats must have embroidered hat shield. Must be worn with embroidered cap shield, centered, facing front, on head. c. Uniform hats will be optional with the following restrictions: (1)** **All uniform personnel will be required to have a Garrison style hat with them at all times. (2)** **Garrison hats are mandatory in the following situations: -- Formal occasions, funerals, parades, presentations, inspections, or as designated by the Chief of Police. (3) This order applies to off-duty assignments also. (4) Baseball caps shall not be worn with the Class A uniform. Baseball caps may be worn with the class B&C uniforms. Hats shall be navy blue with the FWPD shield embroidered on the front (silver for patrolman and sergeants, gold for Lieutenants and above) 2. SHIRTS -- ONLY THE LISTED ACCESSORIES ARE PERMITTED a. Shirts shall be French blue b. White crew neck T-shirts shall be worn under the short sleeve shirt at all times. A white crew neck T-shirt or tie shall be worn with the winter shirt at all times. Officers shall have discretion on which uniform shirt is worn. c. The Fort Wayne Police Department badge shall be worn over the left shirt pocket with the name bar worn on the left shirt pocket flap, evenly centered over the button hole. d. Whistle chain attached, silver or chrome (gold for Lieutenant and above), snake type, small diameter, 15 to 19 inches long, worn from the right shoulder strap button and under the shoulder strap to the right corner of the right shirt pocket flap. Whistle shall be attached and in the pocket. e. Buttons shall be silver or chrome (gold for Lieutenant and above) on the shoulders and pockets, and buttoned at all times. f. The wearing of the Fort Wayne Police Department Academy bar is to be worn on the right shirt pocket flap, evenly centered over the button hole. g. The approved NRA shooting bar is to be placed above the academy bar. h. Above the shooting bar, centered vertically, would be the service bar. Each respective star in the blue field is representative of five (5) years of police service inclusive of prior full-time commissioned civilian law enforcement duty. i. If the officer has one or more commendation bars, they are to be worn as follows: One (1) bar, centered and vertical to the service bar; two (2) bars, side-by-side spaced evenly, vertical to the service bar; three (3) bars, first two (2) as noted above with the third centered and vertical above the two (2). j. The wearing of the academy and service bar is optional. If the academy bar is not worn, the next bar, i.e., NRA approved shooting bar, would be moved down to the right pocket flap. k. One (1) optional pin of the officer's choice that is approved by the Chief of Police and law enforcement related (i.e. FOP, CIT, K-9, etc.) may be worn. This pin must be unobtrusive and of a size that it fits centered on the left side of the right shirt pocket flap. 3. TIES a. Shall be dark navy blue in color, either four-in-hand or clip on or Velcro. Regulation design only. 4. PATCHES a. All patches are required on all shirts, sweaters, coats and jackets with the exception of the leather jacket. All patches must be securely sewn on to all articles of clothing requiring them. b. The American Flag emblem shall be centered on the right shoulder 3/4 inch below the shoulder seam in a reverse fashion. c. The Fort Wayne Police Department patch shall be centered on the left shoulder and 1/4 inch below the shoulder seam. d. No other patches will be worn without the authorization of the Chief of Police. 5. JACKETS a. Police duty jacket navy blue in color. Sewn on shoulder patches and badge or embroidered badge will be worn on all authorized uniform duty jackets except leather jackets. b. Police leather jackets are optional items. When the leather jacket is worn, it must conform to the specifications listed below. Shoulder patches are not required. The authorized leather jacket must conform to one of the two general styles. (1)** **"Chicago" style; Black -- Black Leather -- Badge Patch with Grommets -- Concealed Zipper Front -- Buttons Front, Front Pockets and Epaulets, snap closure Bottom Front -- Black Fur Collar Optional -- No Exposed Zippers or Snaps to Appear on Jacket -- Coat buttons will be gold for lieutenants and above, silver for Patrol officers and sergeants -- Waist Length (2)** **"Police Special" style; Black -- Black Leather -- Badge Patch or Badge with Grommets -- Shoulder Epaulets -- Exposed Front Zipper, No Buttons -- Front Pocket Snaps Hidden, No Buttons -- Black Fur Collar Optional -- No Additional Exposed Zippers or Snaps c. All other leather jackets not covered by the general style and specifications listed are unauthorized for wear by members of the Fort Wayne Police Department while on duty. 6. SWEATER (maybe worn with any class of uniform) a. Shall be navy blue, coat type, button or zipper, with badge or embroidered badge, and shoulder patches. Sweater SHALL NOT BE ALLOWED TO SHOW BELOW OUTER GARMENTS. b. V-neck, Navy Blue, with reinforcement patches on the shoulders and elbows. (1)** **Badge (post with brass eyelets) or embroidered badge, worn over the left breast. (2)** **Fort Wayne Police patch on the left shoulder; American Flag patch on the right shoulder conforming to existing standards. 7. VEST CARRIERS a. The Point Blank/PACA model MACGL (Modular Lightweight Load-carrying Equipment Vest) in Navy Blue is authorized as an outer vest carrier for all Personnel. b. The "MOLLE" style vest will have a Fort Wayne Police Department Badge, the Officers name (first initial and last name is acceptable), and PE number embroidered on patches to be affixed to the front upper left breast pocket area of the vest. c. The "MOLLE" style vest will have "POLICE" on the front right side of the vest and on the rear panel of the vest. d. The only authorized equipment on this vest will be an issued Taser with holster, issued HT with holder, Flashlight with holder, Issued Body Worn Camera and/or an issued equipment pouch for medical equipment. 1\. Taser with holster MUST be worn on the "SUPPORT SIDE" of the vest carrier. Cross draw or weak side draw only. 2\. This is in accordance with the Conducted Energy Weapon policy as it refers to the wearing of the device and holster on the duty belt e. The navy blue, sleeveless, 2 pocket style outer carrier with Badge, Name and PE embroidered on the left side above pocket is also authorized. f. No quilted style carrier shall be allowed. 8. ZIP PULLOVER a. Navy Blue in color b. Pullover style, Fort Wayne Police patch on left sleeve 1/4" from shoulder seam American flag emblem on right sleeve 3/4" below the shoulder seam and centered, embroidered Fort Wayne Police Department badge. Uniform shirt must be worn under the pullover. 9. TROUSERS a. Dark navy blue in color with French blue stripes. The pants may not be more than 2 inches above the ground at the heel. b. Pants may consist of different blends of polyester, wool, rayon, twill. Pants shall not consist of more than 35% cotton. 10.** **SOCKS a. Black socks. b. White socks may be worn with boots as long as they are not visible. 11.** **FOOTWEAR a. Black shoes or black athletic shoes with no labels; shall be plain-toed leather or synthetic leather (polished). b. BOOTS -- black only. c. COLD WEATHER BOOTS -- black only. Any small colored lines on the side of the sole will be allowed as long as they are not ostentatious in nature. 12.** **LEATHER, SYNTHETIC LEATHER, OR BLACK NYLON (Class B, C Uniform ONLY) a. TROUSER BELT -- Black with chrome buckle or Velcro closure. b. GUN BELT --- Black with width of 2 1/4 or 2 1/2 inches c. HOLSTER (firearm) Plain black with internal and/or external security. Cross draw holsters are not allowed. d. CUFF CASE -- Plain black open or closed; cuff straps are also permitted. (1) Handcuffs manufactured by Peerless, Hyatt, or Smith and Wesson in chrome, black or grey. e. MAGAZINE POUCH -- Shall accommodate either two (2) or three (3) magazines. f. BATON -- If a baton is carried, it must be worn on the belt. The ASP Tactical Baton will be permitted on the uniform, and the officer must have valid certification. g. CHEMICAL AGENT -- Aerko International Freeze + P 2K3 CS/OC, First Defense 360 Degree Defense Technology. h. FLASHLIGHT -- A black flashlight may be worn on the belt in a plain black holder. i\. RADIO HOLSTER -- black leather or black synthetic holder. j. SURGICAL GLOVE POUCH -- Black in color. k. TASER and HOLSTER l. IN-CAR CAMERA BODY MICROPHONE and HOLDER m. SUSPENDERS -- Must be worn under Vest Carrier n. NO OTHER ITEM SHALL BE WORN ON THE BELT 13.** **RAINCOAT a. Shall be black or yellow. 14.** **SCARF a. Navy blue or black, worn in the conventional manner only. 15.** **GLOVES a. Plain black, wrist length only. Gloves shall be full-fingered. THERMAL gloves or mittens (that can convert to gloves) in navy blue or black only. Gloves or mittens must be constructed so that proper functioning of a firearm is permitted. b. Highly visible orange or day glow green for directing traffic 16**. **REFLECTIVE VESTS a. High illumination traffic control safety vests must be worn while directing traffic. b. The vest will be worn regardless of daylight or nighttime conditions. c. The traffic control vest will be used directing traffic either on a public or private property location. d. This rule applies to off-duty assignments as well. e. The only authorized safety vest to be worn by members of the Fort Wayne Police Department is the Spiewak \#59 12062. **IV. UNIFORM CLASSES DEFINED** A. CLASS A UNIFORM (Shall be worn at the Chief's discretion) 1. French blue long sleeve shirt with department badge and patches (manufactured by Elbeco or Horace Small); 2. Navy blue tie; 3. Garrison Hat/badge; 4. Navy blue pants with French blue stripes (no side/cargo pockets); 5. Leather or Corfam gear (no nylon web gear); 6. Footwear as approved in section III.J.12 of this policy; 7. All FWPD officers shall maintain a Class A Uniform, regardless of current duty assignment. B. CLASS B UNIFORM 1. French blue long or short sleeve shirt with department badge and patches (manufactured by Elbeco or Horace Small). 2. Badge and shoulder patches as prescribed for the Class A and B uniforms. 3. Nylon or leather duty belt with appropriate equipment 4. Any of the authorized duty jackets may be worn. 5. Footwear as approved in section III.J.12 of this policy. 6. Approved navy blue pant with French blue stripe running from waistband to top of shoe. (Includes side pocket pants) 7. White crew neck T-shirt. 8. Suspenders -- Must be worn under Vest Carrier 9. Bicycle Shorts -- Only when assigned bicycle detail. (See 0P98-1710, Bicycle Patrol Unit Policy) 10.** **The French blue polo shirt is no longer authorized for use. C. CLASS C UNIFORM (UTILITY UNIFORM) 1. Dark navy blue, long or short sleeve, polo style shirt (Elbeco, 5.11, True-Spec, Blauer, Propper or other manufacturer approved by the Chief of Police) with a polyester blend; 2. All patches are required on uniform shirts. Patches must be securely sewn on all articles of clothing requiring them; 3. The American Flag emblem shall be centered on the right shoulder 3/4 inch below the shoulder seam in a reverse fashion; 4. The Fort Wayne Police Department patch shall be centered on the left shoulder and 1/4 inch below the shoulder seam; 5. No other patches will be worn without the authorization of the Chief of Police; 6. Dark navy blue BDU style pants (Elbeco, 5.11, Tru-Spec, Blauer, Propper or other manufacturer approved by the Chief of Police) with no stripe.  Blousing the pants is prohibited; 7. Footwear as approved in section III.J.12 of this policy; 8. While not mandatory, if officers choose to wear a T-shirt under the Utility Uniform shirt, it shall be dark navy blue, polyester blend style T-shirt. 9. Officers may wear either leather or web/nylon duty gear with the Utility Uniform 10. The Class C Utility Uniform must be worn with the MOLLE outside ballistic vest carrier. 11\. Officers in the following Divisions shall wear a uniform determined by their Command: A. Vice/Narcotics B. Investigative Support C. Administrative (including K-9)
