**PURPOSE** The purpose of this document is to describe the minimum level of training for all personnel to include cadets throughout their academy and probation, courses required for promotion, classes required for personnel in Special Assignment positions, grandfathering/catch up courses, annual t...
**PURPOSE** The purpose of this document is to describe the minimum level of training for all personnel to include cadets throughout their academy and probation, courses required for promotion, classes required for personnel in Special Assignment positions, grandfathering/catch up courses, annual training requirements, and continuing education requirements. **POLICY** It is the policy of Bernalillo County Fire and Rescue to set minimum criteria that members shall achieve and maintain for their specific job function, classification, or rank. At a minimum, all required training is intended to provide education, prevent accidents and injuries, and ensure that all members are able to perform their assigned duties properly and in a safe manner. **PROCEDURE** I. **MINIMUM ENTRY LEVEL TRAINING** A. EMS License -- ALL UNIFORMED PERSONNEL 1. All Uniformed Fire Department personnel must maintain a State of New Mexico EMT Basic license or above. 2. It is the employee's responsibility to maintain their license throughout their career. a. This includes any and all card classes and/or certifications that support your EMT license -- (New Mexico Bureau Approved BLS, ACLS). b. If you were hired as a Paramedic, you must maintain your Paramedic license until such time you have promoted to a position of Lieutenant or greater and your license has no influence on the responsibilities of your rank. B. New Employees -- Cadets/Probationary Employees 1. Academy a. Cadets will come out of the Academy with the following certifications/course completions: 1. IFSAC Fire Fighter I & II 2. IFSAC Hazardous Materials Awareness and Operations 3. IFSAC Auto Extrication Awareness and Operations 4. IFSAC Emergency Vehicle Driving (as well as CEVO 4) 5. IFSAC Rope Technician I 6. IS -- 100b Introduction to Incident Command System 7. IS -- 200b Introduction for Single Resources and Initial Action Incidents 8. IS -- 700a National Incident Management System (NIMS) -- An Introduction 9. IS -- 800 National Response Framework, An Introduction 10. L -- 180 NWCG Human Factors in the Wildland Fire Service 11. S-131 Firefighter Type I 12. Q -- 890 Introduction to Emergency Response to Terrorism 13. Q -- 901/S -- 130 NWCG Firefighter Training \[Wildland\] v4 14. Q -- 900/S -- 190 NWCG Introduction to Wildland Fire Behavior v5 15. AHA CPR Certification 16. EMT Basic License 2. Probation in the Field b. At the completion of the Academy, cadets will be assigned to field operations positions in their job title as a probationary member to complete the remainder of their twelve (12) month probation. While on probation, they must complete the following certifications/programs before they will be considered to be released from their probation. 17. S -- 290 NWCG Intermediate Wildland Fire Behavior c. Additional training courses may be assigned by the Training Division as deemed appropriate by the Division Chief of Training or designee. II. **COURSES REQUIRED FOR PROMOTION** A. Any individuals who desire to promote must obtain the courses required for promotion to include any NMFTA pre-requisites for those courses. 1. Be aware that per the NMDHSEM website, the NMFTA has the following conditions: B. Promotion to Engineer 1. Firefighters must have the following certifications in order to be eligible to promote to the rank of Engineer: a. IFSAC Emergency Vehicle Driver b. IFSAC Pump Operations and Hydraulics c. IFSAC Fire Service Instructor I d. BCFR Engineer Qualification Course e. National Traffic Incident Management Certification C. Promotion to Lieutenant 1. Engineers must have the following certifications in order to be eligible to promote to the rank of Lieutenant: f. IFSAC Fire Officer I g. Dodson Incident Safety Officer (IFSAC Incident Safety Officer is a possibility if offered at a later date) h. BCFR Lieutenant Certification Course (within the last two (2) years) 2. Paramedics must have the following certifications in order to be eligible to promote to the rank of Lieutenant: a. IFSAC Emergency Vehicle Driver b. IFSAC Pump Operations and Hydraulics c. IFSAC Fire Service Instructor I d. IFSAC Fire Officer I e. Dodson Incident Safety Officer (IFSAC Incident Safety Officer is a possibility if offered at a later date) f. BCFR Lieutenant Certification Course (Within the last two (2) years) D. Promotion to Captain 1. Lieutenants must have the following certifications in order to be eligible to promote to the rank of Captain: i. IFSAC Fire Officer II j. IS 300 k. BCFR Captain Certification Course (Within the last two (2) years) E. Promotion to Battalion Commander 1. Captains must have the following certifications in order to be eligible to promote to the rank of Battalion Commander: l. IFSAC Fire Service Instructor II m. IS 400 n. BCFR Commander Certification Course (Within the last 2 years) o. Associates degree from a national or regionally accredited institution. 1. The following web site will be utilized to determine if a degree or transcript is from an accredited institution. [Regionally Accredited University Website](http://ope.ed.gov/accreditation/Search.aspx) F. Battalion Commander required courses within two (2) years after promotion date. 1. IS-703a -- NIMS Resource Management 2. IS-706 -- NIMS Intrastate Mutual Aid, an Introduction 3. IFSAC Fire Officer III 4. 40-hour supervisor course (BC HR Training) III. **SPECIAL ASSIGNMENT REQUIRED CLASSES** A. EMS Educator 1. NMEMSB Program Coordinator 2. AHA or ASHI: BLS, and ACLS instructor 3. Valid Joint Organization on Education (J.O.E.) Accredited Instructor Coordinator a. Affiliated with an EMS Bureau approved Institution 4. Associates Degree in any field b. This is required by the J.O.E. to teach any EMS licensing program B. Deputy Fire Marshal 1. Courses as required by the current Collective Bargaining Agreement 2. National Fire Academy Fire Investigation Essentials C. Fire and Life Safety Educator 2. IFSAC or Pro Board Fire Service Instructor I. 3. IFSAC, Pro Board, or Department provided Fire and Life Safety Educator I. 4. U.S Fire Administration - Introduction to Strategic Community Risk Reduction Q0841 5. Recommended course- Fire and Life Safety Educator Fundamentals (M0591) D. Fitness Coordinator 1. An accredited ACE Peer Fitness Trainer Program Certificate, ACE Personal Trainer Certificate, or equivalent; or 2. An Associate's Degree in Exercise Science or higher. E. Peer Support Coordinator will need to reference **Policy and Procedure 601-003 Peer Support Program** for necessary classes and qualifications. F. Peer Support Team Member will need to reference **Policy and Procedure 601-003 Peer Support Program** for necessary classes and qualifications. G. Training Division Instructor 1. Fire Service Instructor I -- Prerequisite 2. Fire Service Instructor II -- Required once in the division must have within one year. 3. Fire Service Instructor III -- Required once in rank of Division Chief of Training. 4. Fire Officer I -- Prerequisite at the rank of Lieutenant or Captain. 5. Fire Officer II - required once in the division must have within one year. 6. NMFTA adjunct course -- once in the division. 7. Train-the-trainer courses will be obtained as directed by the Division Chief of Training. H. Wildland Team Coordinator 6. Single Resource Boss, Engine Boss or higher IV. **GRANDFATHERING/CATCH UP CLASSES** A. For a rank/position in which the training requirements have changed since the employee achieved that rank/position: 1. It is recommended by the department that the employee obtains the training to meet the new requirements for the rank/position that they hold, as well as those ranks/positions below them. 2. The Fire Chief may require courses listed within this policy, specific to the rank/position, to be obtained of the individual if: - it is determined to be critical for the rank/position or; - it is necessary for the supervision or management of the ranks/positions below them. B. Any individuals who desires to promote must obtain the courses required for promotion to include any NMFTA pre-requisites for those courses. V. **ANNUAL TRAINING REQUIREMENTS** A. Members must complete all courses as assigned through department approved learning management system. and County Learning Management Program. VI. **CONTINUING EDUCATION TRAINING** A. Refer to 800-005 Fire Continuing Education Program for further information. **REVIEW/REVISED:** [06/16/2024] - Updated EMT Basic License requirement for all uniformed personnel to account for it not being a pre-requisite for entry into the academy (Section I, A). - Clarified probationary training requirements for new employees (Section I, B). - Added expiration date (2 years) for promotion certification courses (Section II). - Updated annual training requirements systems from TargetSolutions and MyBLC to Department Learning Management System, and County Learning Management Program (Section V). [June 2023] - Added Rope Rescue Technician I to training standard for fire academy. - Added Fire & Life Safety Educator Training under Special Assignment Classes
